Ouverture de la Réunion / Opening of the Meeting
Monsieur Ali Badara KEITA, Secrétaire Général du Ministère de l'Hydraulique et de l'Energie, a souhaité
la bienvenue aux délégués. Le Secrétaire Exécutif de l'Autorité du Bassin du Niger, M. Mohammed
Bello TUGA, a ouvert les travaux de cette Réunion Régionale. A la suite de ces allocutions un bureau a
été mis en place constitué ainsi qu'il suit:

The delegates were welcomed by the Secretary General of the Ministry of Water Resources and
Energy, M. Ali Badara KEITA after which the meeting was opened by the Executive Secretary of the
Niger River Basin Authority, Mr Mohammad Bello Tuga. Following these addresses, a bureau,
composed as follows was set up :

and Adoption of Agenda
Chacun des délégués s'est alors présenté en indiquant l'organisation représentée.
All the delegates introduced themselves and stated which organisation they were representing.
Le projet d'ordre du jour proposé a été adopté après amendement (voir ci-joint). Il a été convenu que les
délégués avaient le choix de présenter seuls leur rapport national ou en combinaison avec celui des
consultants nationaux.
The draft agenda proposed was adopted after amendment (see attached). It was agreed that the
delegates had the choice to present their country report either individually or in combination with that of
the national consultant.
Introduction : Buts et objectifs du projet / Introduction : Goals and objectives
Le Conseiller Technique Principal du Projet, M. Steve Crerar a présenté les buts et objectifs du Projet.
The Chief Technical Advisor for the project, Mr. Steve Crerar made a presentation of the goals and
objectives of the project.
M. Crerar a expliqué que le but du projet est d'assurer le développement et la gestion durables des
eaux et des terres du bassin, et que le projet allait être exécuté en trois phases. La phase 1 comporte la
préparation d'une Analyse-Diagnostique Transfrontalière (ADT) préliminaire qui dépend en grande
partie des conclusions des consultants nationaux et des comités nationaux. La phase 2 verrait la mise
en place d'un certain nombre de Projets Pilotes cherchant des solutions à des problèmes
transfrontaliers, et la mise en forme finale de l'ADT pour les neuf pays du bassin. Sa présentation s'est
appuyée sur de nombreux graphiques qui ont montré l'enchaînement des actions depuis le début de la
Phase 1 jusqu'à la Phase 3 qui portera sur l'exécution du plan d'action stratégique (PAS).
Mr Crerar explained that the goal of the project was to ensure the sustainable development and
management of the land and waters of the basin and that the project was being executed in three
phases. He said that, amongst other things, Phase 1 would include the compilation of a preliminary
Transboundary Diagnostic Analysis (TDA) and that this would depend to a large extent on the inputs of
the national consultants and the national committees. Phase 2 would see the implementation of a
number of pilot projects treating Transboundary issues and the completion of the TDA for all nine
countries sharing the basin. His presentation included a number of diagrams showing the flow of actions
from the beginning of Phase 1 through to Phase 3 which would relate to the implementation of the
Strategic Action Programme (SAP).
Les Principaux résultats de la Phase 1 ont été soulignés et on a insisté sur la nécessité de compléter la
Fiche de Projet dans la Phase 2 et cette Fiche de Projet devra être endossée par les Points Focaux
FEM des neuf pays.

The principal outputs of Phase 1 were highlighted, and it was stresses that these included the
finalisation of a project brief for Phase 2 and that this brief would require the endorsement of the GEF
Focal Points in all nine countries.
Présentation du Rapport d'activités / Presentation of Report on Project Activities
M. Crerar a souligné certains des points principaux contenus dans le Rapport d'Activités dont une copie
a déjà été remise à chacun des délégués. Le Rapport souligne les buts et objectifs du projet et l'état
d'avancement de la Phase 1.
Mr Crerar highlighted some of the key points contained in the report on project activities. A copy of the
report had been provided to all delegates beforehand. The report highlighted the goals and objectives of
the project, and the status of progress in Phase 1.
Il a alors été indiqué que la fin de la Phase 1 du projet devrait se situer lorsque les rapports des
consultants seraient acceptés, l'Atelier du Mali se sera tenu, l'ADT et la Fiche de Projet FEM seront
terminées. Il est souhaitable que cette phase prenne fin lors de l'atelier régional de Niamey prévu pour
novembre 2001.
It was reported that completion of Phase 1 of the project would probably take place with the finalisation
of the consultant's reports, the holding of the Mali national workshop, the completion of the preliminary
Transboundary Diagnostic Analysis and the production of the GEF Project brief. It was hoped that
finalisation of the project brief could take place in November 2001 at the proposed regional workshop in
Niamey.
Présentation des Rapports d'Activités des Délégués (Bénin, Guinée, Mali, Niger, Nigeria) /
Presentation of reports by delegates (Benin, Guinea, Mali, Niger, Nigeria)
Quatre des cinq pays du cours principal du fleuve Niger, le Bénin, le Nigeria, le Niger et la Guinée ont
déjà tenu leur Atelier National et celui du Mali se tiendra sous peu. Les cinq pays ont cependant déjà pu
compiler grâce au travail de leurs Experts Nationaux, les Rapports Techniques (provisoires) qui font le
point de l'état des connaissances et études en cours dans leur portion nationale du bassin du fleuve, et
surtout ils ont mis en lumière les problèmes les plus pressants pour pouvoir mettre en oeuvre un
développement durable des ressources renouvelables, au profit de leurs populations respectives.
Four of the five countries on the mainstream of the Niger River, Benin, Nigeria, Niger and Guinea have
already held their national workshops, and the fifth, Mali will hold theirs in the near future. The five
countries have, however, thanks to the work of their national consultants already compiled provisional
technical reports which summarise the current knowledge of the basin, as well as a description of
studies currently being undertaken in their portion of the basin. In particular, the reports highlight the
most pressing problems preventing the sustainable development of renewable resources in the basin
which would be to the benefit of the people.
Les représentants du Burkina Faso, de la Côte d'Ivoire, du Cameroun et du Tchad ont remercié les
organisateurs pour l'opportunité qui leur est offerte de participer dès à présent aux travaux du Projet
FEM et souhaitent se mettre rapidement au niveau des autres participants. Ils ont confirmé que les
délégués à la présente réunion ont été nommés officiellement et que si les confirmations écrites ne sont
pas encore parvenues au projet, elles seront acheminées dans les jours à venir.
The representatives of Burkina Faso, Côte d'Ivoire, Cameroon and Chad thanked the organisers for
providing them with the opportunity to participate in the GEF project and expressed their wish to become
as informed as the current participants. They confirmed that the delegates present at this meting had
been officially nominated to participate in the project and that, if not already received, the nominations
would reach the project in the near future.
Discussion / Discussion
La discussion qui a suivi la présentation des résultats de l'Atelier du Bénin a montré que les problèmes
identifiés par un pays se retrouvent tous à des degrés divers dans les autres et a permis de dégager
d'une part une liste de problèmes, d'autre part quelques recommandations d'importance pour la suite du
projet.
The discussion that followed the presentation of Benin's workshop results showed that the problems
identified in one country are found (with certain minor variations) in many of the other countries. The
discussions resulted in the drawing up of a list of problems on the one hand, and a list of a few important
recommendations on the other.

Présentation des Résultats de la Journée Précédente /Review of Previous Day's Proceedings
Les résultats de la première journée de réunion ont été présentés aux délégués qui ont suggéré un
certain nombre de corrections et modifications.
The proceedings of Day 1 of the meeting were presented to the delegates and a number of
amendments and corrections were suggested.
Présentation de l'état d'avancement du processus d'élaboration du programme cadre du Projet
ABN/BAD/FAO sur la formulation d'un programme cadre de protection contre l'érosion hydrique
et la lutte contre l'ensablement des lits du bassin du Niger. Presentation of a Progress report on
the development of a draft program for protection against hydraulic erosion and the siltation of
the Niger River beds of the Niger basin (NBA/ADB/FAO)
Mme Detraux, Consultante de la FAO, qui pilote cette activité, a présenté l'état d'avancement du
processus dont l'élaboration a été confiée au Centre d'Investissement de la FAO par la Banque
Africaine de Développement (BAD), suite à la requête de l'ABN à la BAD. Cette élaboration avait été
inscrite dans le Plan Triennal d'Actions 2000-2002 de l'ABN. Elle a souligné notamment le besoin de
renforcer la synergie entre tous les intervenants dans le bassin et d'éviter tout risque de duplication des
actions.
Mrs. Detraux, FAO Consultant steering this activity, presented the progress achieved in the preparation
of this document assigned to the Investment Center of the FAO by the African Development Bank
(ADB). This follows a request made by the NBA to the ADB and was included in the NBA Three-Year
Action Plan (2000-2002). She highlighted the need to maximise synergy among all participants in the
basin in order to avoid any risk of duplication of activities.
Elle a indiqué que jusqu'a présent l'effort s'était porté sur la Guinée, le Mali, le Niger, le Burkina et le
nord du Bénin. L'action au Nigeria et au Cameroun a été retardée en raison des difficultés de
communication et du court délai imparti à l'exécution du travail.
She added that their involvement at this stage had been limited to Guinea, Mali, Niger, Burkina and
northern Benin. The involvement of Nigeria and Cameroon has been delayed due to difficulty in
communication and to the very short time allocated to this activity.
Les délégués ont réaffirmé la nécessité d'une synergie aussi grande que possible.
Inputs from the delegates reinforced the point of view that there should be as much synergy as possible.
Présentation de l'Etat d'Avancement de l'Analyse Diagnostique Transfrontalière / Presentation of
the Status of the Transboundary Diagnostic Analysis (TDA)
Avant la présentation du CTP, le représentant du FEM a souligné le caractère transfrontalier de l'ADT
qui, cependant, doit être élaborée à deux niveaux, d'abord national, ensuite régional.
Prior to the CTA's presentation, the GEF representative, highlighted the transboundary nature of the
TDA which, however, must be compiled at two levels, first national and then regional.
Ensuite, le CTP a présenté un sommaire du contenu de l'ADT préliminaire. Cette présentation a été
suivie d'une brève discussion.
Then the CTA provided an overview of the proposed contents of the preliminary TDA and this was
followed by a short discussion.
Fiche de Projet FEM / GEF Project Brief
Le représentant du FEM a présenté le "contexte de programmation" pour le projet du basin du fleuve
Niger en indiquant les autres projets du FEM, à savoir le Programme du Massif du Fouta Djallon, le
projet sur le Fleuve Sénégal, les projets de biodiversité le long du Fleuve Niger, le projet Niger-Nigeria

sur les basins versants partagés et le grand projet du "Grand Ecosystème Marin du Courant de
Guinée". Il a fait remarquer l'importance d'établir et d'entretenir une co-ordination et communication très
étroites entre ces projets. Il a ensuite décrit les informations de base concernant les coûts de projets tels
que "baseline", surcoûts et co-financements. Il a aussi décrit les éléments fondamentaux de la Phase 2
du projet comme étant l'identification des projets pilotes de démonstration, la préparation finale de
l'ADT, le développement d'un programme d'action stratégique, l'effort nécessaire pour revoir les
fonctions et responsabilités de l'ABN afin de les renforcer, si nécessaire, conformément au souhait des
pays membres
The GEF representative provided the programmatic context for the Niger River Basin Project noting the
related GEF projects in the Fouta Djallon, Senegal River, associated biodiversity projects along the
Niger River, the Niger/Nigeria shared watershed project and the Guinea Current Large Marine
Ecosystem Project. He noted the importance of establishing and maintaining close co-ordination and
communication between and among these projects. He then described basic information regarding
project costs such as baseline, incremental and co-finance. Next, he described the basic elements of
Phase 2 of the project as including the identification of Pilot Demonstration Projects, completion of the
TDA, development of a Strategic Action programme and efforts to review the functions and
responsibilities of the NBA with a view to strengthening them as determined necessary by the countries.
Il a souligné l'importance d'une participation effective des Etats et du Secrétariat Exécutif de l'ABN à la
bonne exécution de la Phase 2 comme une condition préalable de la Phase 3. Il a expliqué les raisons
pour lesquelles le projet est passé des cinq pays du cours principal à la nécessité de son extension aux
neuf pays afin de pouvoir répondre à la soumission du document de projet pour la Phase 2. Il a
également spécifié que l'objectif était de le soumettre à la Réunion du Conseil FEM prévue pour mai
2002.
He stressed the importance of good performance by all participants in Phase 2 as being a likely pre-
requisite for Phase 3. He explained the rationale of moving from the five main stem countries to the
need to include all nine basin states in response to a question about submission of the project document
for Phase 2. He stated that the objective was to do so for the May 2002 Council Meeting of the GEF.
Le CTP et le représentant du FEM ont expliqué le contenu de la fiche du Projet FEM et ont sollicité la
collaboration des neuf pays représentés afin d'accélérer l'acceptation finale et l'approbation officielle de
cette fiche.
The CTA and the GEF Representative provided an overview of the contents of the GEF Brief and
requested the co-operation of all nine country representatives so as to expedite the ultimate acceptance
and formal approval of the Brief.
A la question de savoir pourquoi couvrir intitalement quatre pays et ensuite cinq et finalement neuf, le
responsable FEM a fait l'historique du projet et a demandé une plus grande flexibilité pour l'exécution de
la suite du projet. Par exemple, les projets pilotes de démonstration devront être choisis sur la base des
options les plus appropriées, indépendamment de leur emplacement dans le bassin, pourvu qu'ils soient
transfrontaliers et exécutables avec les ressources disponibles .
A question was asked on the history concerning and the reasons for the involvement of originally only
four, then five and now all nine basin states. The history of country involvement was described and it
was agreed that flexibility should characterise the development of the project in future. For example,
pilot demonstration projects should be selected based upon the most appropriate options, no matter
their location within the basin, provided that they are Transboundary in nature and could be successfully
implemented with the available resources.
Le CTP a pris l'engagement de faire circuler le projet de fiche au fur et à mesure que le travail
progresse. La première version de ce document sera la table des matières examinée à la présente
réunion.
The CTA undertook to circulate the draft Project Brief as work on it proceeds. The first version of this
document will be the table of contents as reviewed at this meeting.
Recommandations /Recommendations
A l'issue des travaux les participants ont proposé les solutions suivantes pour faire face aux problèmes
identifiés par les ateliers nationaux et préparer l'atelier régional.
At the end of their deliberations, participants proposed the following solutions so as to solve the
problems identified by the national workshops and prepare the regional workshop.
1. Nécessité d'adopter une approche participative et d'une prise en compte des opinions du
public,
2. Nécessité de s'appuyer sur les structures existantes sans en créer de nouvelles,
3. Nécessité d'améliorer la communication entre tous les intervenants du Projet,
4. Nécessité de définir clairement les responsabilités respectives de chacun. Spécifier "Qui fait
quoi".

5. Nécessité d'une étude d'impact sur l'environnement avant la mise en place de tout projet de
développement.
6. Nécessité de développer un partenariat actif avec les institutions intervenant dans le bassin
7. Nécessité de privilégier les projets transfrontaliers en cours d'exécution dans le bassin et
d'envisager leur extension à titre de projets pilotes.
8. Nécessité pour le CTP de finaliser la fiche du projet et de la transmettre aux états au moins
deux semaines avant la tenue de l'atelier régional prévu à Niamey en Novembre 2001.
9. Nécessité pour l'ABN de développer une synergie entre le projet FEM et le projet BAD en
cours d'élaboration
10. Nécessité de mettre en place un processus progressif d'intégration des quatre autres pays.
1. The need for a participatory approach which takes into account public opinion
2. The need to use existing structures and organisations without creating new ones
3. The need to improve communication between all project participants
4. The need to clearly define the respective responsibilities of each participant. Specification of
who does what.
5. The need to agree that no project should take place without a proper environmental impact
assessment study
6. The need to develop an active partnership with institutions operating in the basin.
7. The need to take into consideration the transboundary projects undergoing execution in the
basin and to envisage their extension so as to cover the whole basin under the pilot project
program.
8. The need for the CTA to finalise the project brief at least two weeks before the regional
workshop scheduled to take place in Niamey in November 2001.
9. The need for NBA to develop synergy between the GEF project and the ADB project being
developed
10. The need to establish a gradual process for the integration of the four remaining countries.
