-The Project was
coordinated by a very small team as it was integrated in the Mediterranean Action
Plan structure and used its services;
-The Project required the establishment of Inter-Ministry Committees to ensure ownership and consensus
among all national
stakeholders;
-The activities were carried out only by Government-designated national experts/authorities
(learning-by-doing approach) with technical assistance from regional experts and supervision from the Secretariat;
