Success keys
-The Project relied and
stood on a well established coordinating structure (the Secretariat of the Barcelona Convention), and on a long-standing system of
cooperation
between countries (the Mediterranean Action Plan), which made it politically well
accepted and easier to manage;
-The objectives of the Project were
very well integrated in the objectives of the Mediterranean Action Plan and of the LBS Protocol in particular, which enabled the Project to
facilitate the
implementation of MAP and MAP to be a fertile ground for the Project;
-The Project had the full support
and participation of the non-eligible countries of the region and of external donors
