- -The Project relied and stood on a well established coordinating
structure (the Secretariat of the Barcelona Convention), and on a
long-standing system of cooperation between countries (the Mediterranean
Action Plan), which made it politically well accepted and easier to
manage;
- -The objectives of the Project were very well integrated in the
objectives of the Mediterranean Action Plan and of the LBS Protocol in
particular, which enabled the Project to facilitate the implementation
of MAP and MAP to be a fertile ground for the Project;
- -The Project had the full support and participation of the non-eligible
countries of the region and of external donors

- -The Project was coordinated by a very small team as it was integrated
in the Mediterranean Action Plan structure and used its services;
- -The Project required the establishment of Inter-Ministry Committees to
ensure ownership and consensus among all national stakeholders;
- -The activities were carried out only by Government-designated national
experts/authorities (learning-by-doing approach) with technical
assistance from regional experts and supervision from the Secretariat;

- -The project conceptually linked marine pollution and biodiversity;
- -Training was basically organized as training for trainers to maximize
the results of the capacity building activities;
- -Funds were released to national authorities in small tranches only, on
the basis of the achievements made;
- -Some activities (e.g. the preparation of pre-investment studies for
pollution reduction) resulted in an upgrading of capacities at the local
level

- -The major responsibility given to the national authorities/experts for
the implementation of the activities resulted in some cases in delays
caused by the lengthy and cumbersome administrative procedures existing
in the countries;
- -Countries did not always establish Inter-Ministry Committees thus
limiting the participation of the country to the Ministry of
Environment;
- -The Project showed the need to foresee a system to follow up the
implementation of the Strategic Action Programme
