Ministerial Conference
nOfficial adoption of the SAP (and the
associated NAPs), is necessary to:
èEnsure solid support from government
authorities
èEnsure that the SAP is brought into the
mainstream of policy,
legal and budget provisions, enforcement mechanisms, and technical and scientific frameworks
èGive the process the legitimacy and support
that will be needed
to bring on board a wide range of stakeholders, both from the public and private spheres
