PART 3: Actors, Roles and Outputs






Performance Objectives

At the end of Part 3, trainees should had made a thorough review of all major phases of the GEF project cycle with particular attention to the key actors involved, their specific roles and the outputs arising from the process. Within each phase, they should be able to:


Regarding the Actors involved


  • Identify major actors and explain the relationship between each of them


  • Explain the dynamics between local and international actors


  • Identify major mechanisms for communication, reporting, reviewing approval


  • Identify and discuss where are the ’centres of gravity’ for decision-making


Regarding the Roles involved

  • Identify specific roles undertaken by different actors during each phase of the GEF project cycle


  • Explain the complementarities between different roles, both at each phase, and between different phases

  • Discuss their own roles within the GEF project cycle



Regarding the Outputs


  • Identify and describe the sequence and relationship between each of the major outputs


  • Review the pre-requisites involved for the progressive and successive development of the TDA/SAP


  • Discuss and reflect upon the integrated nature of the GEF project cycle, from preliminary project request to full project implementation



Activities


  1. Part 3 consist of a re-cap of all the concepts, processes and experiences learned during Parts 1 and 2 of the course, through the perspective of the actors, roles and outputs. Therefore, most of the activities consist of organized discussion periods, interaction between the instructor and the trainees, or between the trainees themselves.

Objectives







Attention: This is the last part of the course. It is expected that by this stage, the trainees would have acquire knowledge and skills regarding the operational strategies, procedures and activities involved in the development and implementation of the GEF IW project.


With this background in mind, this closing class has 3 major objectives, namely:


  1. Examine the GEF project development cycle from the perspective of its actors and key outputs.

  2. Re-visit, recall and cement the knowledge previously acquired through an integrated view of the project development cycle, taking as a basis major outputs and decision-making points.

  3. Examine, reflect and discuss the roles of all the actors making different contributions at different stages of the project cycle.



The difficulty in delivering this module resides in the challenge presented to the instructor of effectively using the allocated time (approximately 1.30 hour). During this period, he/she should discuss and re-visit concepts and procedures already learned, but within a perspective that emphasizes interaction between different actors and the pre-requisites and implications involved in attaining major milestones in the process.


The core of Part 3 is in enabling:

  1. A strong discussion between the instructor and the trainees and between the trainees themselves.

  2. Reflection on the implications involved in each decision-making point of the process.

  3. A clear understanding of the process, and of the roles played by different actors.

  4. Clarification of points/issues that were not discussed during Parts 1 and 2.


There is not a fixed structure for Part 3, except following the sequence of the power point presentation. Specific guidelines are given below on the key issues/questions to be highlighted.


Remember, flexibility in the presentation/discussions is crucial. Take as much time needed for discussion and clarification. This is the last chance for the trainees to directly interact with an instructor who has extensive experience in the subject.


  1. Before starting the delivery of Part 3, tell trainees:


  • This is the last part of the course that will require a lot of inputs from them. Discussion periods are part and parcel of this part of the course. Exchange of ideas among the participants and the instructor is vital.


  • There are no self-assessment tests, neither group exercises.


  • All materials needed for Part 3 are included in the Instructor’s power point presentation.


  • Present OHTs 2-3-4 and go through the objectives of Part 3. Highlight the fact that Part 3 consist on making a final analysis of the GEF project development process from the perspective of its actors and key outputs.

  1. Before presenting OHT 5 ask the trainees what is the first activity that takes place before the start of the GEF project development process. After a few answers present OHT 5 and recall the major steps and the actors involved in the preliminary project request.


  1. Present OHT 6. Recall & highlight: (I) the major steps of the project cycle and the actors involved; (ii) the sequence of events between producing major outputs vis-à-vis the review and approval process; (iii) the prominence of the GEF Secretariat as one of the major actors involved at the international level. If necessary recall some of the operational strategies of GEF IW.

  2. Anticipate that from now on you will examine in detail, ‘who does what’ at each step of the process.

  1. Present OHT 7 and ask the trainees to recall the major characteristics of the project concept. Present OHT 8 and discuss the answers.


  1. Ask again what should be the key information contained in the PC. Show OHT 9 and summarize.


  1. Show OHT 10. Go through the actors and roles one by one. Recall and highlight: (i) the interaction between all actors involved; (ii) the role of the Facilitator and the stakeholders; (iii) the interaction between the IA and the GEF focal points; (iv) the role of the GEF IA as the vehicle for presenting the CP to the GEF Secretariat.


  1. Ask the participants questions such as: (i) what are the pre-conditions and the implications of the PC for progressive advancement in the project cycle? (ii) where is the centre of gravity for decision-making at this stage?


  1. Present OHTs11-12 and briefly recall the importance of the concept agreement review. Show OHT 13 and identify the actors involved.


  1. Present OHT 14 and recall the importance of the transition from PC to project brief. Highlight the procedural elements (OHT 15) and the substantive elements (OHT 16).


  1. Present OHT 17 and ask the trainees to analyze actors, roles and outputs and respond to the following questions: (i) what are the pre-requisites for the submission of a project brief?; (ii) what are the key interactions between actors at the local, the regional and the international levels?; (iii) where is the centre of gravity at this stage of the project cycle? Summarize discussion.


  1. Present OHTs 18 and 19. Highlight: (i) the role of the two major actors on the revision process; (ii) the roles of the Secretariat and the Council on the final decision-making. Elicit questions.



  1. Present OHTs 20 and 21 and recall the main procedural steps.



  1. Present OHTs 22 and 23 and recall the main procedural steps.



  1. Present OHTs 24 and 25 and recall the main procedural steps.


  1. Present OHT 26. Before discussing ‘who does what’ at this stage, recall the most important pre-requisites for the implementation of a full project. Then, present OHTs 27 and 28. Go through each of the actors and their respective roles. Ask the trainees to identify: (i) the complementarities between the different roles; (ii) the implementation mechanisms; and, (iii) determine where is the ’centre of gravity’ for decision-making at the local level.



Finish the discussions by showing once again OHT 6 and make a few points regarding the relationship between each of the major outputs and the integrated nature of the GEF project cycle, from preliminary project request to full project implementation.
