OVERVIEW OF THE TDA/SAP PROCESS







Performance Objectives


At the end of the module, the participants should be able to:


  1. Describe the course structure and method of working.

  2. Explain in general terms the background to the International Waters TDA/SAP Process

  3. Describe the general principles of the TDA/SAP Approach

  4. Explain in general terms the project development and implementation process

  5. Describe the planning process for the TDA/SAP

  6. Describe the basic steps towards the development of the TDA (or joint fact-finding)

  7. Describe the basic steps towards formulating the SAP




Activities


  1. Study a series of texts (in CDROM format).


  1. Undertake three short self-assessment tests.

Attention: This module presents an overview of the TDA/SAP process which is further expanded in the following five modules. In particular it:


  • Reviews the aims and principles of the process

  • Explains the terms and abbreviations used

  • Presents an overview of the 5 phases in the process, namely:

    • Project development

    • TDA/SAP Planning

    • TDA development

    • SAP formulation

    • SAP implementation


  • The participants will have to undertake two short self-assessment tests. Discussion periods are a part and parcel of this part of the course, thus elicit as many questions as possible.


  • All materials needed for the module are included in the Trainee Manual and the CD ROMS provided to each trainee.


  • During this part of the course, exchange of ideas among the participants and the instructor is vital.

  • Present OHTs 1 & 2 and explain the structure of the module. Summarize briefly the content of each sub-part and the inter-relationship between them.


  • Present OHTs 3 & 4 and go through the objectives of the Module.

Method of working





  1. OHTs 6, 7 and 8 go through the purpose, objectives and target population for this course.





  1. Present OHT 9 and explain that the course has been designed following the TDA/SAP process, thus each of the modules cover different stages of this process.


  1. Present OHT 10 and go through the characteristics of the course. Stress that this is a “hands-on course” entailing a number of activities performed on an individual or group form. Every part of the course has 1 or 2 self-assessments tests as well as exercises. The results of the tests will be discussed by the instructor in the class, immediately after finishing the test. There are exercises to be undertaken during the class as well as work assignments between the classes.



  1. Also stress that there are a number of work assignments that they will have to undertake after they return home. All materials needed for the course are included in the Trainee Manual and the CD ROMS provided to each participant.


  1. Likewise, anticipate the importance attached to discussions periods and the sharing of experiences. Interaction between the participants and the instructor and between the participants is vital.

Principles

  1. Present OHT 11 and anticipate to the participants that Part 2 of the Module provides the conceptual basis for the TDA/SAP as a process.


  1. Start part 2 by presenting OHT 12 and explaining the different components of the IW TDA/SAP process.


  1. Present OHT 13 and review the goal of the GEF operational strategy.





  1. Describe the major characteristics of each of the operational programmes (OHT 14). Highlight the differences and complementarities. Make a list in the blackboard of the projects where each of the trainees are acting or will be involved. Seek questions & answers from the participants.


  1. Stress that the TDA/SAP process addresses transboundary concerns in International Waters (OHT 15) and provide examples of different types of transboundary waters (OHT 16).




  1. Define and explain what the TDA is (OHT 17) and the key points that underpin the TDA. Define and explain what the SAP is (OHT 18).




  1. Follow by highlighting the differences and complementarities between the TDA and the SAP (OHT 19). Stress the difference between the technical nature of TDA process and the political nature of the SAP process.



  1. Present OHT 20 and go briefly through each of the principles of the TDA/SAP process
