Proposed Enabling
Agreement
Once the General Agreement has been
signed, there is the need for the establishment of a National
Committee in each of the
three countries under the guidance of the Ministers involved in the project.
The National
Committee, such as MBRS’ National Barrier Reef Committee which was established through a decree, requires all government agencies involved in the project to cooperate in the achievement of the
project goals.
