1. List the meetings of the National Steering Committee held: (gives dates, places):

a). The Seminar Orientation on the Juvenile and Trash fish Excluder Devices (JTEDs) pilot
project in Samar Sea, between 8 - 11 November 2005, Calbayog city,
Samar, the Philippines.

b). The Workshop on Shrimp Trawl By-catch in the gulf region, between 19 - 23 November
2005 in Salmiya city, Kuwait.

c). The Demonstration and Training on By-catch Reduction Devices (BRDs), Reduction of
Environmental Impact From Tropical Shrimp Trawling through the Introduction of By-catch
Reduction Technologies and Change Management, 30 November 3 December
2005 in Merauke, Papua province, Indonesia,

Summarize the main points from these meetings, and please provide separately a copy
of the "minutes" including names/titles of the participants:

a). The Seminar Orientation on the Juvenile and Trash Fish Excluder Devices (JTEDs) pilot
project in Samar sea was led by Dr.Jonathan O.Dickson, National Project Coordinator,
BFAR central office with five technical officers from BFAR.
This Seminar Orientation on JTEDs pilot project focused on the promotion/ demonstration
and trial of rigid sorting grids JTEDs (1 cm./1.5 cm. vertical bar and 1.5 cm. horizontal bar)
as the most practicable type.
The main objectives are as fol ows:
- to formulate a national policy and management framework of trawl fisheries
- to plan to assess resources (catch and composition) and socio-economic impacts
when this device is adopted
- to devise a model plan or related policy framework at national level
Two technical officers from SEAFDEC/TD, namely, Mr. Suppachai Ananpongsuk,
Researcher, and Mr.Thaweesak Chanloi, Audio Visual Section Head, assist the activity.

b). The workshop on Shrimp Trawl By-catch in the gulf region was organized by FAO and
KISR of Kuwait under the FAO/GEF project on " Reduction of Environmental Impact from
Tropical Shrimp Trawling through the Introduction of By-catch Reduction Technologies and
Change of Management ". FAO invited Mr. Bundit Chokesanguan, Information and
Extension Division Head, Training Department (TD) of Southeast Asian Fisheries
Development Center (SEAFDEC), requested him to make the presentation of studies and
results on by-catch reduction in the Southeast Asia region.
The objectives of the Workshop are:
- to exchange knowledge on gear selectivity
- to give information on by-catch reduction technologies
- to give practical demonstration and sea trials of selective by-catch devices
- to prepare action plans for the introduction of by-catch reduction technologies in the
Gulf region
- to give information on a necessary legal framework for the introduction of by-catch
reduction technologies

c). The Demonstration and Training on By-catch Reduction Devices (BRDs), Reduction of
Environmental Impact From Tropical Shrimp Trawling through the Introduction of By-catch

Reduction Technologies and Change management in Merauke, Papua province, Indonesia
which was carried out under the charge of Mr.Tyas Budiman, national project coordinator,
Directorate General of Capture Fisheries (DGCF), Indonesia.
This activity was conducted in col aboration with the Directorate General of Capture Fisheries
(DGCF), Ministry of Marine Affair and Fisheries (MOMAF), Indonesia, Food and Agriculture
Organization (FAO) of the United Nations and SEAFDEC/TD (Mr. Bundit Chokesanguan,
Information and Extension Division Head).
The purposes of our participation were to,
1. present activities on TEDs and JTEDs which were conducted in Southeast Asian
countries,
2. give information on the catching and escape rate efficiency of TEDs and JTEDs
3. take video for information dissemination and public awareness
4. promote responsible fishing technology and practices,

a). The Seminar Orientation on the Juvenile and Trash Fish Excluder Devices (JTEDs) pilot
project in Calbayog city, Samar, the Philippines have already been done.

b). The workshop on Shrimp Trawl By-catch in the gulf region, Reduction Technologies in the
gulf region in Salmiya city, Kuwait have already been done.

c). The Demonstration and Training on By-catch Reduction Devices (BRDs), Reduction of
Environmental Impact From Tropical Shrimp Trawling through the Introduction of By-
catch Reduction Technologies and Change management in Merauke, Papua province,
Indonesia. This mission was carried out and completely finished.

3. Describe briefly any workshops, training, or demonstration activities undertaken.
Indicate location, and number of participants and days.

a). Seminar-Orientation on Juvenile and Trash Excluder Devices (JTEDs) pilot project in
Calbayog city.
40 participants attended this four-day seminarl. They are municipal councilors, local
legislatives, municipal fisheries officers, local executives, police and bantay dagat, and
local law enforcers from the municipalities of Sta. Margarita, Tarangnan, Sto.Nino,
Tagapulan, San Isidro and Calbayog city. A local fleet of 30 fishing boats operating in the
Samar sea area is engaged in the pilot project.
The Seminar- pilot project consists of the fol owing three sessions:
Session 1: Presentation of JTEDs in ASEAN region.
Session 2: Sea trial in Samar Sea (coastal area of Calbayogcity).
Session 3: Conclusion from session 1 and 2
SEAFDEC/TD representatives presented a summary of JTEDs activities in ASEAN region
especial y in the Philippines waters that were carried out by SEAFDEC/Training
Department team. The Al participants got onboard the local bottom trawl fishing boat of
Calbayog city which participated in this pilot project and saw how efficiently JTEDs
performed. The sea trial of JTEDs helped them in their understanding as to this selective
device. A discussion was made between technical staff and participants on the final day
in order to conclude results from the presentation and the sea trial observation.
The conclusion from the seminar-orientation on JTEDs pilot project is expected to be a
good direction to let fishermen in Calbayog city to fol ow to apply sorting grid JTED to
bottom trawl net in 2006.

b). The 5-day workshop had 25 participants from Kuwait, Iran, Bahrain, Qatar, UEA, Saudi
Arabia, Iraq, Oman, FAO, AMC and SEAFDEC.
The Workshop consists of the fol owing 5 sessions:
- Presentation of FAO activities on by-catch reduction
- Presentation of studies and results on by-catch reduction in the Gulf region,
Southeast Asia, Australia and other parts of the world

- Presentation on inventory of legal frameworks for sustainable shrimp trawl fisheries
- Design, construction, instal ation and operation of by-catch reduction devices
- Demonstration and sea trials with the by-catch reduction devices on board shrimp
trawlers

c). These four-day activities had 30 participants from various departments of the Government
of Indonesia and NGOs (non-government organization). There were two special
observers from FAO Rome (Mr.Wilfried and Mr.Janne)
The Demonstration and Training on By-catch Reduction Devices (BRDs), using TEDs and
JTEDs consists of the fol owing 3 programs:
1: Theory for the purpose of using BRDs, specification and selectivity of
BRDs, construction and instal ation of TEDs and JTEDs, law enforcement,
identification of target shrimp species and juvenile, trash fish as by-catch
including sampling measurement.
2: Practice in TEDs and JTEDs instal ation
3: Sea trial to observe efficient performances of TEDs and JTEDs onboard two fishing
boats one of which is double rigger boat and the other, Mahachainawee 2 (stern trawl
fishing boat).
The Demonstration and Training on By-catch Reduction Devices (BRDs), Reduction of
Environmental Impact From Tropical Shrimp Trawling through the Introduction of By-
catch Reduction Technologies and Change management was organized by the
Directorate General of Capture Fisheries (DGCF, Indonesia), in Merauke, Papua province,
Indonesia.
