OPENING OF THE MEETING
1.1
Welcome addresses
1.1.1 On behalf of the UNDP/GEF Yellow Sea Project, Mr. Yihang Jiang, Project Manager,
opened the meeting and welcomed the members of the Regional Working Group-
Investment (RWG-I), and other participants to Jeju, Republic of Korea (ROK). Mr.
Jiang mentioned that the Project entered an important period of preparing the
Strategic Action Programme (SAP). The Project should prepare both the Regional
SAP and the National Strategic Action Plans (NSAPs) in the next year for
consideration and approval of the governments in the participating countries.
1.1.2 On behalf of the Chinese participants, Mr. Mingyuan Zhu, Chairperson of the RWG-I,
welcomed all participants to the meeting. Referring to major agenda items to be
discussed during this meeting, Mr. Zhu hoped that the members will do their best to
provide constructive suggestions to improve proposed future activities to contribute to
the SAP development.
1.1.3 On behalf of the Korean members, Mr. Hak-Bong Chang welcomed the participants
to Jeju. Mr. Chang hoped that the meeting will produce a number of outputs by using
the limited meeting time effectively and by excising the spirit of co-operation and
mutual respect to address the issues presented during the meeting.
1.2
Introduction of members
1.2.1 Members and other participants were invited to introduce themselves and gave a
brief introduction on their background and roles in the Project. The list of participants
is attached to this report as Annex I.

ORGANISATION OF THE MEETING
2.1
Documentation Available to the Meeting
2.1.1 The Chairperson invited the Project Management Office (PMO), the Secretariat of the
meeting, to introduce this agenda item. Mr. Isao Endo introduced the working and
information documents prepared by the PMO with emphasis on the activity progress
reports, the activities to be implemented, and the development of the Regional SAP
and NSAPs. The list of documents is attached as Annex II.
2.2
Organisation of Work
2.2.1 Mr. Endo presented the provisional working programme for the meeting. He
informed that due to the nature of the agenda items to be discussed, the meeting
would be organised in plenary as far as possible. Sessional working groups would
be formed if deemed necessary.
2.2.2 The meeting was conducted in English.

3.1
The Chairperson introduced the Provisional Agenda and Provisional Annotated
Agenda prepared by the PMO.

The meeting adopted the agenda with no change, which is attached as Annex III to
this report.

EXPECTED OUTPUTS FROM THE 4TH RWG-I MEETING
4.1
The Chairperson invited the PMO, the Secretariat of the meeting, to present the
expected outputs from the meeting. Referring to Document UNDP/GEF/YS/RWG-
I.4/4, Mr. Endo presented a list of the expected outputs, provided some details for
each agenda item's objectives, and drew attention of the participants to the main
focal outputs that will be used in preparation of the Regional SAP and NSAPs.

The Meeting noted the expected outputs presented by the secretariat.
5
REVIEW OF COMPLETED AND ON-GOING INVESTMENT COMPONENT
ACTIVITIES
5.1
Stakeholder Involvement, Public Awareness and Participation
5.1.1 Mr. Endo explained the status and progress of the Project activities to raise
awareness among various stakeholders about the environmental problems in the
Yellow Sea (Document UNDP/GEF/YS/RWG-I.4/5). Those activities consisted of:
· Yellow Sea Partnership*;
· Youth
Programme*;
· Local Government Training;
· Regional Conference (Follow-up Meeting of Parliamentary Conference);
· Voluntary Internship Programme*;
· Internship
Programme*;
· Small Grants Programme; and
· Co-operation with other Organisations and Projects*.
5.1.2 Mr. Endo mentioned some activities with an asterisk (*) are to be continued in 2008
and onwards. The meeting would be invited to review and suggest
recommendations on mainly those on-going activities.
5.1.3 The Chairperson invited the members to examine reported activities and suggest
recommendations to improve them.
5.1.4 Overall, the members were fully satisfied with the public awareness activities
conducted since the last RWG-I meeting. It was noted that those activities
significantly improved the knowledge, awareness, and involvement of many relevant
sectors in the society about the environmental issues and conservation activities in
the Yellow Sea. The Meeting encouraged the PMO to continue its efforts to
organise future activities, as proposed, in the Yellow Sea Partnership, the
Youth Programme, the Voluntary Internship Programme, the Internship
Programme, and the Co-operation with other Organisations and Projects.
Specific suggestions that the members suggested for each activity are as follows.
5.1.5 The Meeting encouraged the PMO to organise the Youth Programme in 2008 with
students at the middle school and/or high school levels in China, ROK, and
possibly include students from the Democratic People's Republic of Korea
(DPRK).

5.1.6 The Meeting suggested that upon satisfactory completion of the assignment under
the Voluntary Internship Programme, certificates be given to participating students as
proof of their contribution to Project implementation. The Meeting also suggested the
PMO to explore the possibility to formalise the Programme as part of the curriculum
of partner universities (e.g., Yonsei University) such that the participating students
would obtain credits from the internship. Additionally, the Meeting suggested
extending the internship period and inviting other universities to join the Programme
as much as possible, e.g. the Ocean University of China and the Korea University.
5.1.7 The Members noted that the Regional/Parliamentary Conference is a useful
mechanism to secure political support at the highest level of decision-making to the
Regional SAP and the NSAPs. The Meeting instructed the PMO to continue to
negotiate with relevant parliamentary organisations in order to maintain the
momentum that was generated by the past two conferences (i.e., the
Parliamentary Conference and the Regional Conference) and to secure strong
commitment from parliamentarians in the participating countries to develop a regular
mechanism for the co-operation between the parliamentary organisations.
5.1.8 Given the successful implementation of the projects under the Small Grants
Programme in 2006 and 2007, and the recommendation of the report of med-term
evaluation, the Meeting recommended that the Programme be conducted in
2008. The Meeting suggested allocating appropriate budget for this purpose, if the
Project budget would permit. The Programme should consider the relevant
organisations with basic expertise and experience in reaching out to local community
and with less access to funding (such as NGOs, local government agencies, and
universities)
5.2
Data and Information Management
5.2.1 The Chairperson invited China-Korea Joint Ocean Research Center (CKJORC) to
present the report on the development and progress of the regional GIS and meta
databases and their relevant issues, particularly the linkage with national, regional
and international databases that are relevant to the Yellow Sea marine environment.
5.2.2 Mr. Jingyun Han described the databases, explaining available data, metadata, and
database structure. He also explained how to retrieve the data, demonstrating the
databases online.
5.2.3 Following the meeting participants exchanged questions and comments with Mr. Han
on the status of the regional GIS and meta databases, the Chairperson suggested
setting up a sessional working group with participation of Mr. Han, Mr. Sung-Dae
Kim, Mr. Haixing Liu, and Mr. Tianyun Su to discuss how to improve the services of
the databases and the necessary actions for this year and 2008.
5.2.4 After discussion, the sessional working group provided the plenary session with
suggestions and agreements made by the group. The suggestions/agreements
included the following:
· The design of the databases was in correct direction to establish regional
databases for the Yellow Sea, that contain the data from various sources relevant
to the Yellow Sea. It was also realised that the databases should be further
improved continuously to include more data from different sources, and to provide
easy services for users to search for data and relevant information;

· A mirror site in ROK should be established in spring 2008. Korea Ocean
Research and Development Institute (KORDI) expressed willingness to host the
mirror site;
· A technical workshop with relevant regional experts should be organised.
5.2.5 Having appreciated the suggestions made by the sessional working group, the
meeting members provided the following recommendations:
· The data format should follow internationally recognised format such as the IODE
data format;
· Experts from CNODC, KODC, and other relevant organisations should be invited
to participate in the technical workshop;
· Administrative boundary of the GIS maps should be further improved;
· The training workshop for data and information management currently planned
should be replaced by a technical workshop to discuss technical issues relevant
to the improvement of the databases;
· Mistakes or typos in Document UNDP/GEF/YS/RWG-I.4/8 (e.g., Section 2.3, the
data source [i.e., KORDI, not KODC] and the number of stations [i.e., 15 stations,
not 23]) should be corrected by the CKJORC.
5.2.6 The meeting agreed with the recommendation of the sessional working group.
6
PREPARATION OF THE SAP
6.1
SAP Consultation & SAP Ad-hoc Meetings
6.1.1 Referring to Document UNDP/GEF/YS/RWG-I.4/8, Mr. Endo informed the Meeting of
the results of the various discussions and meetings that were held for SAP
development. Major outputs of the SAP preparation meetings include:
· Regional targets and proposed management actions;
· Guidelines on the implementation of feasibility studies;
· Guidelines on the identification of demonstration activities; and
· Possible members of an SAP drafting group.
6.1.2 Mr. Endo also presented draft guidelines for NSAP preparation (Document
UNDP/GEF/YS/RWG-I.4/9).
Regional targets and management actions
6.1.3 The Meeting then reviewed the regional targets and management actions prepared
by the ad hoc Working Group for SAP, and revised by other RWGs. The meeting felt
that the targets and actions were carefully discussed and revised, and agreed with
the regional targets and management actions.
Guidelines on feasibility studies and demonstration activities
6.1.4 The Meeting also reviewed and agreed on the Ad-hoc Working Group's proposed
guidelines on feasibility studies and demonstration activities.
6.1.5 About the evaluators of proposed demonstration activities, the Meeting suggested
that each National Project Co-ordinator nominates five persons to form the
evaluating team. The PMO will select three to five experts per proposal, who

have no conflict of interest in the proposed activities, considering the contents of the
proposals.
Detailed implementation plans for the feasibility studies
6.1.6 Following the guidelines on feasibility studies, the Meeting discussed and prepared
detailed implementation plans for the cost-benefit analysis, and the political
and social acceptance analysis as follows.
· Cost-benefit analysis of some of the following management actions should be
conducted as case studies:
o 30% reduction of fishing boats (Chinese case)
o 10% reduction of nutrients every 5 years (Chinese case)
o No major reclamation project in (Korean case)
o Sustainable mariculture practices and techniques
· The Meeting noted that the proposed case studies would contribute to the SAP
preparation and approval.
· Political and social acceptance analysis should be conducted by
contracting the work with the governments and/or NGOs. The Meeting
prepared two contracting schemes; an appropriate scheme should be employed
depending on the conditions of each participating country. Annex IV in this report
depicts the contracting schemes for the analysis.
· Circulating the draft SAP to relevant stakeholders, the contractors collect,
analyse, and reflect opinions from the stakeholders in the final version of the
SAP. It was also agreed that this process should be linked with the preparation
of the National Strategic Action Plans (NSAPs).
Guidelines on NSAP preparation
6.1.7 Having reviewed the draft NSAP preparation guidelines (Document
UNDP/GEF/YS/RWG-I.4/9), the Meeting recommended changing the objective of
the NSAP as follows.
· Current objective of the NSAP:
"National Strategic Action Plans (NSAPs) `which will be the National Plans
focusing on Yellow Sea will be developed to assist in implementation of the
regional SAP at the national level' (Project's Implementation Plan, Document,
"UNDP/GEF/YS/PSC.1/3," Annex. IV, p. 6)."
· Suggested revised objective of the NSAP:
"National Strategic Action Plans (NSAPs) will be developed to implement
necessary management actions to protect marine environment and sustainable
use of coastal and marine resources at national level."
6.1.8 The
Meeting suggested the PMO to consider increasing the current budget
allocation for preparing NSAPs, if possible, within the overall project budget, to
allow the smooth preparation of the NSAPs.

6.2
Environmental Valuation
6.2.1 Mr. Endo introduced draft guidelines for cost-benefit analysis of management actions
(Document UNDP/GEF/YS/RWG-I.4/10).
6.2.2 Following clarifications of various technical questions, the Meeting agreed on the
guidelines to be used in the costs and benefits analysis and relevant economic
valuation work, and instructed the PMO to finalise them.
6.2.3 The Meeting noted that following the guidelines, an appropriate valuation method(s)
should be carefully selected with the constraints of time and budget available for the
analysis considered as well as with the characteristics of concerned environmental
goods and services considered.
6.3
Regional Governance Analysis
6.3.1 Mr. Suh-Yong Chung who carried out the Regional Governance Analysis presented
summary analyses on collected data and information, highlighted major findings from
the perspective of regional environmental governance, and provided a basic
foundation for identifying possible future interventions (Document
UNDP/GEF/YS/RWG-I.4/11). Based on the analysis, Mr. Chung made a number of
recommendations for the consideration of the Regional Working Group.
6.3.2 Based on the analysis of the stakeholders, the international co-operative
mechanisms, the legislative status in the participating countries, and the institutional
arrangements, Mr. Chung recommended to establish a YSLME (or Yellow Sea)
Commission. He proposed a soft, non-legally binding cooperation-based mechanism
with a proposed institutional structure. Mr. Chung also suggested action
programmes of the YSLME Commission, including developing joint scientific
research projects, strengthening legal institutions, and strengthening partnerships.
6.3.3 The Members provided some suggestions to improve the final draft report on the
Regional Governance Analysis. Those suggestions include:
· Analysis of other government agencies as possible relevant major stakeholders
(Ministry of Foreign Affairs and Ministry of Communication, China); and
· Analysis of Ramsar Convention as a possible relevant international co-operative
mechanism.
6.3.4 The Meeting thanked Mr. Chung for his professional work in the Analysis. The
Meeting found that with all the necessary governance issues addressed properly and
extensively, the Regional Governance Analysis report would serve as a basis for
preparation of the SAP. The Meeting accepted the final report of the Analysis
with modifications of the above suggestions.
6.3.5 Having recognised the significance of the recommendation made by the Analysis
with respect to the establishment of the YSLME Commission to secure effective
implementation of the SAP, the Meeting recommended to the PSC that necessary
actions should be taken promptly to explore the possibilities of the
establishment of a such Commission, and to identify necessary strategies and
steps for this purpose.

National Co-ordination and Implementation

6.4.1 Mr. Hyung-Tack Huh, National Project Co-ordinator (NPC) of Korea, presented the
progress report on National Co-ordination in Korea (Document UNDP/GEF/YS/RWG-
I.4/12). Mr. Huh explained the co-ordination for major activities including those of the
NWGs, RWG, SAP preparation, and other Project's workshops and conferences. Mr.
Huh reported there is a difficulty in nominating members to the RWG meetings
because "many members of the NWGs are not available or unconcerned for the
RWG meetings." Mr. Huh thinks it is necessary to encourage the experts by
providing them more opportunities to involve in the projects.
6.4.2 On behalf of the NPC of China, Mr. Fengkui Liang presented the progress report on
National Co-ordination in China. He described the co-ordination with relevant
organisations to support Project implementation, including the SAP Consultation
Meeting/Ad-hoc Working Group Meetings, the Regional Science Conference, and the
Small Grants Programme. Mr. Liang stated, as challenges, that both the co-
ordination among relevant ministries and the consultation with relevant stakeholders
should be further strengthened.
6.4.3 Acknowledging the efforts in national co-ordination, the Meeting thanked the NPCs
for their dedication to the work. The Meeting believed that those co-ordination work
has been and will be greatly contributing to the successful preparation and approval
of SAP/NSAPs.
6.4.4 Project Manager joined the Meeting to thank the both NPCs for their devotion to
Project implementation. Mr. Jiang also thanked the special assistance provided by
the China and ROK governments, e.g. to facilitate visa acquisition process for
participants of the Project who attend the Project's activities held in ROK. Noting the
Project Manager's comments, the Meeting decided to convey its gratitude to the
governments of China and R. Korea at the next Project Steering Committee
(PSC) meeting.
6.4.5 As invited by the Chairperson, Mr. Endo reported on a planed "Proposal and Report
Writing Workshop for Environmental Practitioners" (22-23 October 2007 in Ansan,
ROK) to strengthen national institutions (Document UNDP/GEF/YS/RWG-I.4/inf.4).
6.4.6 The Meeting noted the importance of this workshop and hoped a successful
implementation of the Workshop.
7
ACTIVITIES TO BE IMPLEMENTED FROM 2008 ONWARDS
7.1
Other planned activities for 2008 and onwards
7.1.1 Mr. Endo presented activities that have been agreed at the last RWG-I meeting for
implementation, but not yet initiated, referring to Document UNDP/GEF/YS/RWG-
I.4/13.
7.1.2 The
Meeting reviewed the proposed implementation plan for other activities,
suggested revising the plan, and agreed on it to be presented to the Regional
Scientific and Technical Panel for review and to the PSC for approval. The
proposed activities consist of:

7.2.1 Being satisfied with the proposed plan agreed in the above section, the Meeting
proposed no other new activities to be implemented from 2008 and onwards.

WORKPLAN FOR 2008
8.1
Mr. Endo introduced this agenda item, referring to Document UNDP/GEF/YS/RWG-I.

The Meeting discussed this draft workplan prepared by the PMO, and agreed to add
the new activities to the workplan. The Meeting agreed to the workplan with the
newly added activities, which is attached as Annex V to this report.
9
OTHER BUSINESS
Possible extension of the Project's activities in 2010 for SAP implementation
9.1
The Members discussed some possible ways of effective SAP implementation, after
the SAP is approved by the participating governments. Members felt that the
preparation of relevant documents to apply for the Project's second phase, the
implementation of the SAP, is becoming an urgent task. In order to smoothly shift to
the project's second phase, a transition period is needed for preparing the initiation of
Phase 2. Thus, it is necessary to consider an extension of the project for this
transition period without requesting additional budget from the GEF.

9.2 The
Meeting recommended to include this issue in the agenda for the next PSC
meeting for consideration and guidance.
10
DATE AND PLACE FOR 5TH RWG-INVESTMENT MEETING
10.1 The Chairperson invited members to consider the dates and place for the 5th RWG-I
meeting.
10.2 Chinese Members suggested holding the next meeting in China in October 2008.
Appreciating their suggestion, the Meeting agreed to have the 5th RWG-I meeting
from 14 to 16 October 2008 in China. The detailed venue will be decided after the
discussion between the China National Working Group for Investment Component
and the PMO.

ADOPTION OF THE MEETING REPORT
11.1 The Chairperson led the discussion of the draft meeting report prepared by the
Secretariat. The report was reviewed, amended, and adopted by the Meeting.
12
CLOSURE OF THE MEETING
12.1 The Chairperson thanked all the participants for their dedication to the meeting. Mr.
Zhu thought the meeting produced a number of important recommendations for
future activities under the Investment Component. Mr. Zhu hoped the RWG-I
members will make further efforts to make the activities successful through a strong
sprit of co-operation.
12.2 Being fully satisfied with the fact that the meeting had a fruitful outcome, Mr. Chang
believed that future activities under the Investment Component would be successfully
implemented. Mr. Chang showed his gratitude toward the Chairperson for his strong
leadership and the participants, especially those from China, for their commitment to
discussing issues in a co-operative way.
12.3 Mr. Jiang joined Mr. Chang to thank the Chairperson for his excellent guidance to
lead the meeting to its successful outcomes. Acknowledging that the important roles
and responsibilities that the RWG-I bears, Mr. Jiang asked for the members'
continuous commitment and hard work. He believed that the Project would produce
significant outputs in the future, including the SAP/NYSAP, if all relevant people in
this Project maintain their high level of motivation.
