OPENING OF THE MEETING
1.1
Welcome addresses
1.1.1 On behalf of the UNDP/GEF Yellow Sea Project, Mr Mark Walton, Project
Officer, opened the meeting and welcomed the members of the Regional
Working Group-Biodiversity (RWG-B) to KORDI, Ansan City, Rep. of Korea
apologising for the last minute change in venue due to the typhoon in Jeju. He
expressed his appreciation for the efforts of participants to get here.
1.1.2 Mr. Walton gave an update on the progress so far in the project (publishing of the
TDA and final stages of publishing the National Data and Information and
Regional Synthesis reports). He stated that this meeting would focus on the SAP
preparation and that during the meeting participants will be reviewing the
management actions suggested by the experts during the SAP Ad Hoc Working
Group and assessing the technical feasibility of those actions. The meeting will
also consider the selection of actions that are suitable for demonstration activities.
1.1.3 Mr Walton also informed the meeting that members will have to discuss the
follow-up activities for completed/ongoing actions such as the Genepool
workshop. Other discussions would focus on the future activities like that of the
biodiversity advisor and agreement of a work plan for the forthcoming year.
1.1.4 Ms. Kang Young Shil, the Chair of the Regional Working Group for Biodiversity,
welcomed the group to Ansan, and thanked all participants for re-arranging their
travel schedule at the last minute to arrive in Ansan. She informed members that
the project had now moved from TDA to SAP phase and hoped the members
would co-operate closer to achieve goals of the meeting and project.
1.2
Introduction of members
1.2.1 Members and other participants were invited to introduce themselves, and gave
a brief introduction on their background and roles in the Project. The list of
participants is attached to this report as Annex I.

ORGANISATION OF THE MEETING
2.1
Documents Available to the Meeting
2.1.1 Ms. Kang Young Shil invited the Secretariat (Project Management Office) to
introduce this agenda item.
2.1.2 Mr. Walton introduced the meeting's working and information documents
prepared by the PMO (Document UNDP/GEF/YS/RWG-B.4/inf.1). The list of
documents is attached as Annex II.

2.2
Organisation of Work
2.2.1 Mr. Walton presented the provisional working programme for the meeting
(Document UNDP/GEF/YS/RWG-E.4/inf.3), and informed the members that due
to the typhoon, the meeting was delayed only half day. Due to the nature of the
agenda items to be discussed, the meeting would be organised in plenary as far
as possible. Sessional working groups would be formed if deemed necessary.
2.2.2 The meeting was conducted in English.

ADOPTION OF THE MEETING AGENDA
3.1 The Chairperson introduced the Provisional Agenda (Document
UNDP/GEF/YS/RWG-B.4/1) and Provisional Annotated Agenda (Document
UNDP/GEF/YS/RWG-B.4/2) prepared by the PMO.
3.2
There were no changes to the agenda, and the Meeting adopted the agenda
which is attached as Annex III to this report.
4
EXPECTED OUTPUTS FROM THE 4TH RWG-B MEETING
4.1
The Chairperson invited the PMO to present the expected outputs of the meeting
(Document UNDP/GEF/YS/RWG-B.4/4).
4.2
Mr. Walton presented the list of expected outputs to be achieved by the meeting,
providing some details for each agenda item's objective, reiterating the meeting's
focus on considering the actions needed to finalise the SAP.
4.3
Participants wondered if actual demonstration sites should be agreed at this
meeting. Ms. Connie Chiang clarified that the location of demonstration site
activities was not for the RWG-B to decide, but rather, the group should suggest
which actions to demonstrate. The physical sites would be decided based on the
location of the successful proposals. More information on this was given by Mr.
Walton in Agenda 6.

The members noted the expected outputs.

REVIEW OF COMPLETED AND ON-GOING BIODIVERSITY COMPONENT
ACTIVITIES
5.1 Genepool
Workshop
5.1.1 Mr. Walton reported on the Biodiversity workshop that took place in Busan in
May 2007. He presented the outputs from the discussion document compiled
after the meeting and agreed upon by the participants (UNDP/GEF/YS/RWG-
B.4/5, Annex 1).

5.1.2 Mr. Wang Zongling queried whether there was indeed sufficient data on F.
chinesis stocks to track any genetic changes. Mr. Zhang Xuelei commented that
based on a research paper from 2000, only 2 case studies on this had been
made. Perhaps the recommendation from the workshop was given because
there were preserved samples to do such work.
5.1.3 Mr. Park Gyung Soo suggested there is much data available but no integrated
genetic databases in Korea or enough people to provide such data. He
suggested that as the species found in the two countries may not be same and
there is insufficient historical data, a regional comparison over time may not be
possible or realistic.
5.1.4 Mr Zhang Xuelei informed that at the Genepool workshop the participants had
suggested this action as there were many small databases, some only containing
a few species, and the idea was to collect all the links to these websites or
contact details of people responsible. These would then be posted on various
websites at members institutions and on the PMO site
5.1.5 Members noted the information given and appreciated the clarifications given by
the various participants
5.2
Biodiversity Advisor & Coastal Biodiversity Survey
5.2.1 Mr. Walton reported on the TOR for the Biodiversity Advisor and Coastal Survey.
The primary goal of which was to identify critical habitats that needed to be
conserved. He mentioned that although there was initial interest from various
parties, no proposals were received before the deadline probably due to large
scope of work and limited time to complete the task.
5.2.2 Therefore, PMO had come up with an alternative logical framework for identifying
the information that was needed in order to counteract the problems identified in
the TDA and National Data and Information reports. The outcomes will be
presented in agenda 7.
5.3
First Regional Yellow Sea Science Conference
5.3.1 Mr. Walton reported on this event that took place in August, providing a summary
of the conference, the topics contained in the presentations, the poster session,
and the Conference Summary given at the end of the conference. He mentioned
that participants were asked to contribute ideas for:
· future directions in management of the physical, chemical and biological
environments;
· enhancement of cultural services; and
· incorporation of legislative, political and institutional issues into
management.

5.3.2 Some of these ideas from the discussion and presentations were considered and
incorporated by the SAP Ad-hoc Working Group as management actions for the
SAP 6.
5.4 Continued co-operation with the WWF and synergy in Yellow Sea
Biodiversity Conservation
5.4.1 Mr. TOBAI Sadayosi presented the next phase of the YSEPP Project (Yellow
Sea Ecoregion Support Project) and how it will co-operate with YSLME project.
He briefly explained the history of YSEPP and the production of maps denoting
priority habitat areas, then explained how the "new" project will integrate
information from YSLME and the previous project to implement conservation
actions throughout the region.
5.4.2 He presented the three stage timeline for activities of the YSESP: Small grants to
raise public awareness, demonstration activities, and dissemination/replication in
other regions. He also explained the management structure, partners, and work
schedule and noted the funding was provided by Panasonic
5.4.3 Mr. Tobai explained and showed the Call for Proposals documents for the 1st
round of small grants. Proposals will be evaluated in November and grants given
in December. Three were to be allocated in Korea, 5 to China.
5.4.4 Mr. Park asked about the boundary of critical habitats and was given the YSEPP
fact sheet.
5.4.5 Mr. Chen Shang sought clarification on the geographic scope of the project and
was informed by Mr. Tobai that Bohai and Yellow Seas will be included in stage 1
(small grants) however demonstration project would only be selected from the
Yellow Sea.
5.4.6 Ms. Kang asked how the 2 projects could co-operate. Mr. Tobai suggested that
the two projects may share same demonstration sites.
5.4.7 Mr Walton asked on the scope of the 2008 Small Grants and was told that they
will focus in areas identified for the protection of endangered and endemic
species.
5.4.8 Mr. Lee Tae Won suggested that for the YSESP project's 2nd stage,
demonstration activities, agreements with local stakeholders will be needed,
especially when a new protected area is to be set up. Mr Tobai stated that
YSESP will probably work with existing protected areas, but there was a need to
examine and improve the current plan.
5.4.9 Mr. Yihang Jiang informed members on the preparation of the logical framework
between YSLME and YSEPP; alerted members on the long-standing co-
operation between the 2 projects with the signing of a MOU 2 years ago. This
long co-operation has enabled both projects to move ahead to new phases,

share resources, and expand the amount of cooperative work to a wider area. He
suggested that the twp projects may be able to work together on the
demonstration sites. He expressed his appreciation to WWF-China and WWF-
Japan for their co-operative spirit. In addition he raised the possibility for a joint
wetland management workshop between UNDP/GEF projects in the region
China, Korea, Hong Kong.
6
PREPARATION OF THE SAP
6.1
SAP Consultation & SAP Ad-hoc Meetings
6.1.1 Ms. Kang invited Mr. Walton to explain this agenda.
6.1.2 Mr. Walton briefly explained the purpose of the SAP, and that the project is now
focusing on its next major milestone to produce an SAP for the region. He gave
a brief overview on history of problem identification during TDA phase, and the
processes leading up to the start of the SAP. He also gave brief summary on
Consultation and Ad-hoc Meetings to agree on how SAP should be developed.
6.2
Regional Targets
6.2.1 Mr Walton introduced the Ecosystem Quality Objectives or Regional targets
explaining that they were conceived by experts at the 1st Ad Hoc Working Group.
6.2.2 He mentioned that there were two major regional targets:
· Maintain and improve current populations/distributions and genetic
diversity of vulnerable and endemic species;
· Maintain current habitats according to standards and regulations of 2007
and according to current zoning plans.
6.2.3 A third was added during the 2nd Ad hoc meeting
· Reduce risk from introduced species
6.2.4 Mr Chen sought clarification of the definition of "current"
6.2.5 Mr Walton explained it was based on the national data and information reports
produced by this project
6.2.6 Following clarification, members agreed on the regional targets without
change.
6.3 Proposed
Management
Actions
6.3.1 Mr Walton introduced the management actions (UNDP/GEF/YS/RWG-B.4.6,
Annex 1.) proposed by experts prior to the 2nd Ad Hoc Working Group Meeting
and amended during the meeting.

6.3.2 Document Mr. Tobai explained the notation for the feasibility of actions L, M, H
low, medium or high possibility of them happening.
6.3.3 There was a change of the General action "regional plan for MPAs" to "promote
the use of MPAs"
6.3.4 Mr Zhang suggested that that RWG-Pollution should consider actions for
pollutants particularly in/around critical habitats.
6.3.5 Act B5 was footnoted to indicate that this was to be considered only by internal
project management to integrate actions from other components
6.3.6 During the review of the document there was much deliberation on the wording of
actions, clarifications of the actions and some discussion to ensure consistent
terminology with past reports.
6.3.7 The members agreed on a final version of the table attached as Annex IV
6.4 Feasibility
Studies
6.4.1 Mr. Walton explained the feasibility assessment of the management actions. He
noted that the members need only carry out feasibility assessment of "technical
management actions achievable by the year 2020," score the actions, and
provide rationale for the scoring. He added that the members could also
comment on the Institutional and Legislative actions.
6.4.2 The technical feasibility study results are attached as Annex IV
6.5 Potential
Demonstration
Activities
6.5.1 Mr. Walton introduced this agenda, explaining the selection criteria produced by
the SAP Ad-Hoc Working Group, to guide in choosing demonstration activities.
Working groups were formed to review the criteria, then based on the criteria,
each group proposed management actions to be demonstrated.
6.5.2 The 2 groups ROK and WWF deliberated and selected 4 management actions to
demonstrate. PRC selected 7 actions.
6.5.3 Mr Walton explained that the 3-4 actions decided on by the group will need
approval by PSC. No guarantee that all actions will be advertised.
6.5.4 However the further short listing of the actions was difficult.
6.5.5 Mr Jiang suggested that Mr Walton and Mr Tobai give their presentations to
provide alternative ideas on a logical framework for selecting actions for
demonstration. He suggested that while some activities may be management

action driven it was also possible to select a site where many actions could be
demonstrated.
6.5.6 Mr Walton presented the PMO's ideas on a logical framework in order to identify
the habitats that need to be protected in order to carry out the management
actions of conserving critical habitats and protecting endangered and endemic
species. Assessment of the current status of the management of nature reserves
is also required in order to measure improvements due to management actions.
6.5.7 Mr Walton informed members of the data that was required in order to achieve
the above and how this could be done.
6.5.8 Mr Tobai reiterated the need for a logical framework that would be adopted by
both projects, he stated that there are many tools available to help classify
habitats (Ramsar) and assess the management of habitats (World Bank). He
outlined how the two projects can work together sharing the framework,
partitioning the responsibilities and sharing resources.
6.5.9 Mr Tobai presented some ideas on preliminary joint and complementary actions,
giving suggestions for some actions that might be used for demonstration
activities, but suggested these need further discussion.
6.5.10 He then briefly informed the members of the funding opportunities.
6.5.11 Members then considered the framework presented by Mr Walton and Mr Tobai
and agreed that it was useful
6.5.12 Members deliberated as to whether actions should be selected based on the
framework.
6.5.13 Finally members selected 4 priority actions from those listed in Annex IV
i) Identification of priority habitats for conservation
ii) Develop a management plan for critical habitats
iii) Assessment of management effectiveness
iv) Better management of existing nature reserves, including public involvement
and biodiversity monitoring
6.5.14 Debate followed as to whether these activities can be demonstrated, maybe only
the activity (iv) can be demonstrated
6.5.15 It was decided that that activities i iii should be initiated prior to the start of
demonstration projects.
6.5.16 Discussion followed on whether more actions were to be included members
finally agreed that the list was sufficient.
It was proposed that physical sites could be selected first based on habitat, information
for each site needs to be provided by RWG-B members, then can decide which sites can
be used for demonstration.

Agreed PMO work together with WWF to provide format (criteria) for each country
to complete and provide info on each site. Then site will be evaluated.
7
ACTIVITIES TO BE IMPLEMENTED FROM 2008 ONWARDS
7.1
Genetic diversity study
7.1.1 Members agreed to: -
Agreed to ask Mr Linsheng Song of gene workshop to put proposal for
recommendations on genetic diversity of restocking Chinese fleshy shrimp
by 1 October 2007

7.2
Biodiversity advisor and coastal survey
7.2.1 Mr Walton referred again to the framework proposed by YSLME and WWF, and
the information required to select and manage habitats.
7.2.2 Information gathered under this activity will be used to help to select
demonstration sites. Activity will start immediately with the TOR, proposals
submitted by 14 November 2007, review of literature by 30 March and the survey
report should be submitted by 14 July and should be completed before the
selection of demonstration sites. Members agreed that the framework's listed
data was appropriate for the Biodiversity Advisor activity.
7.2.3 Members also agreed that the Ramsar classification of habitats was appropriate.
7.2.4 The review was to include at least one area for each type of habitat with
justification for its selection. Information was to be given on expected species list,
chemical and physical characteristics of site. A short list of two or more sites will
to be produced by examining site management effectiveness. These sites were
then to be surveyed to assess the distribution of species with in the site and
whether the area of the site was appropriate for protecting the biodiversity.
7.3 Other
Activities
7.3.1 Mr Walton suggested a list of activities for the member's consideration and asked
members to come up with there own suggestions.
7.3.2 Members agreed that the following activities should be considered for
implementation by the PSC/RSTP;-
The two following actions are suggested to be performed in conjunction

- Assessment of the management effectiveness of reserves/MPAs
- Regional training demonstration activities focus on promoting the
use of MPA, so training on effective management would be a
complimentary activity. Capacity Building for MPA/ National park
managers to help improve management skills. Demonstrate the
importance of considering scientist's findings. Improve regional YS
co-operation. (Designated high priority.)

WORKPLAN FOR 2008
8.1
Based on the activities discussed during the course of the meeting,
members created and agreed on a workplan for 2008 for submission to the next
PSC Meeting (Annex V)

9.1
The Chairperson invited members to raise any other issues that needed to be
considered by this meeting.

DATE AND PLACE FOR 5TH RWG-BIODIVERSITY MEETING
10.1 The Chairperson invited members to consider the date and place for the 5th
RWG-B Meeting.
10.2 Members agreed to have the Fifth RWG-B Meeting in China from 3-5
September 2008. The location was to set by PMO in consultation with
Chinese hosts.

ADOPTION OF THE MEETING REPORT
11.1 The Chairperson led the discussion of the draft meeting report. The report was
reviewed, amended, and adopted by the Meeting.

CLOSURE OF THE MEETING
12.1 In closing, Ms. Kang thanked the members for their contribution to the meeting,
and the PMO for arranging the meeting.
12.2 Following the closing statements, the Chairperson declared the meeting closed
on 19th September 2007.
