Bridging the capacity gap between north and south in
the region is seen as a top
priority – The
transfer of skills
and expertise between partner
countries will help to reduce
the capacity gap between them

promote regionalisation of
training standards in order to
eventually remove the
disparities between existing standards
From an oceanographic
perspective, priority will be given to
training pertinent to the
Benguela current system and those
waters bordering on and
interacting with it.
Preference will be given to local rather than overseas
education of trainers and
trainees whenever possible.
Overseas training will be
supported where local
facilities are inadequate.
Training capacity in the
region will be developed
through the sharing of expertise
wherever possible.
