from the same year.

· China acceded to the Ramsar Convention and the Wise Use Guidelines of the Ramsar
Convention in 1992.

· The Standing Committee of the People's Congress approved the Convention in June
1993, and China's Biodiversity Conservation Action Plan (BCAP) was promulgated on

· China acceded in 1985. World Heritage Convention obliges China to conserve natural
resources in listed sites, one of which is The Changbai Mountain NNR, which lies in
Tumen Area.
International Agreements on Controlling Water Pollution in the Tumen River Basin
In December 1976, and February-March 1977, the Chinese delegation from Jilin Province and
the DPRK delegation of Northern Hamgyang conducted negotiations in Yanji and Qingji in a
cordial atmosphere. The delegations agreed to decontaminate the Tumen River in 1982. A lack
of funds and technology kept the agreement from being reached. The two delegations negotiated
the issue again in November 1992 and discussed the time and measures need to decontaminate
the Tumen River.
The PRC and the DPRK have spent much time considering Tumen River pollution since the
middle of 1970s, leading to agreements. Having no integrated regulatory structure or bilateral
treaties with sanctions, the two parties had difficulty supervising and managing water pollution,
and so, there has been no significant progress in decontaminating the Tumen River.
Multi-Lateral Cooperation with NGOs
The UNESCO Man and the Biosphere (MAB) Programme includes the Changbai Mountain
NPA in Jilin Province among nine other reserves in China that in 1983 formed an international
biosphere network. China is obligated to protect natural resources on the Changbai Mountain;
Changbai Mountain is at the headwaters of the Second Songhua River.
Two successive "Five Year Cooperation Frameworks" with the WWF China were adopted for
the 1990-1995 and 1996-2000 periods. Relevant topics include (a) conservation of wetland birds,
(b) study of endangered species, and (c) training, publicity and education.
A Wetlands International - SFA Memorandum of Cooperation established the Wetlands
International (WI) office in Beijing and development of wetland conservation and management
projects in China.
