Regional Network of Local Governments
Implementing Integrated Coastal Management
The Regional Network of Local Governments implementing integrated coastal
management (RNLG) was formally established by participating local government
units (LGUs) in PEMSEA ICM demonstration/ parallel sites during the first forum
meeting of the regional network on 15-16 March 2001 in Seoul, RO Korea, hosted
by the Korean Government. Current members include the local governments of
Bali, Indonesia; Batangas and Bataan, Philippines; Chonburi, Thailand; Danang,
Vietnam; Klang, Malaysia; Nampo, DPR Korea; Sihanoukville, Cambodia; Shihwa,
RO Korea; and Xiamen, China.
The RNLG was formed to facilitate the sharing of information, experiences and
lessons learned among the participating governments in the implementation of ICM
programs. The network also promotes inter-site cooperation and mutual assistance.
The RNLG provides participating members various benefits through:

Strengthening local governance;
·
Increasing opportunities for environmental investments;
·
Facilitating the implementation of local Agenda 21 and local
implementation of international conventions;
·
Increasing national support for sustainable coastal development;
·
Facilitating regional cooperation in marine and coastal management; and
·
Facilitating partnership and collaboration with donors.
The membership of RNLG initially started with LGUs implementing ICM projects in
PEMSEA national ICM demonstration/parallel sites. The network will be open to
other LGUs implementing ICM programs within or outside PEMSEA's regional
boundary.
The operational activities of the RNLG focus on four Es:

EXCHANGING wise practices and lessons learned;
·
ENHANCING local capacity for the development and implementation
of ICM program;
·
EXPANDING ICM initiatives through replication of ICM working models;
and
·
ESTABLISHING partnerships with concerned stakeholders towards
sustainable coastal development.

Seminar on Leadership in Ocean
and Coastal Governance *
The Region calls for leadership in ocean and coastal governance
· Coastal and marine areas are centers of social and economic development in the East Asian
Seas region. The coastal areas accommodate over 60 percent of the region's population and
contribute some 40 to 60 percent to the Gross Domestic Product of the countries in the region.
· However, the region suffers from severe depletion of marine resources, deterioration of marine
environment and multiple use conflicts, the impacts of which threaten the sustainable development
of these areas.
· The challenge is how to effectively mitigate and reverse these adverse impacts. There is a
need for a new management paradigm that brings about: policy reforms; innovative partnership
approaches; appropriate technological intervention; establishment of appropriate institutional
and financing mechanisms; and most importantly, leadership at local and national levels.
· In this regard, we recognize the urgent call of the region for strong and dynamic leaders who
can steer the region towards achieving the goal of sustainable coastal and ocean development
for the Seas of East Asia.
· A seminar for leaders of coastal and ocean management is being organized in Xiamen to
brainstorm on how sustainable use of the coast and oceans could be best achieved.
· Renowned leaders and scholars in ocean and coastal governance are invited to speak at the
seminar and to share their experiences and expertise. Other speakers include high-level
political leaders from countries in the region, CEOs from the private sector as well as leading
regional experts.
· A one-day field visit in Xiamen will be organized to experience the impacts of policy and
management interventions Xiamen City has been able to demonstrate.

ICM Study Tour (Field Trip) *
· The purpose of the study tour is to provide the participants the opportunity to witness the
impacts of the ICM program being implemented in Xiamen.
· Participants will visit several places that represent the efforts of the Xiamen Municipal
Government with regard to marine pollution prevention (e.g. Yuan Dang Lake Clean-Up
and waste treatment facilities), sustainable coastal tourism development (e.g. beach
restoration ), coastal landscaping (redesign of coastal road around the island and prevention
of coastal erosion).
· Participants will also visit the famous Gulangyu Island and learn about how the local
government achieved ISO 14001 certification in managing this tourist island.
· Participants will have opportunities to interact with local stakeholders and experts to
discuss Xiamen's experiences in inter-agency coordination, institutional reform, sea space
zonation, integrated enforcement, scientific inputs and ICM capacity building.
· Participants will also have the opportunity to witness how conservation of white dolphins
and egrets are integrated into the municipal action plans.

Background of Xiamen
· Xiamen Municipality is located at the southern portion of the Fujian Province of the People's
Republic of China (PRC), west of Taiwan Strait. It has six districts and one county with a
coastline of 234 km and total sea area of 334 km2 : Kaiyuan, Siming, Gulangyu, Huli, Jimei
and Xinglin Districts and Tongan County.
· Xiamen and Gulangyu Island was designated as a Special Economic Zone in 1984. Since
then, Xiamen has experienced rapid socio-economic growth. The rapid economic develop-
ment could be attributed to its natural port advantages, favorable subtropical climate, scenic
attractions, strategic location within the Xiamen-Zhangzhou-Quanzhou trade triangle and its
proximity to Hong Kong and Taiwan. Several universities, research institutions are located
in Xiamen, thus enabling the local government to draw upon the scientific and technological
expertise available in the area.
· Main coastal activities in Xiamen include capture fisheries, mariculture, coastal tourism,
manufacturing, port operation and shipping .
· As consequences of rapid economic development, Xiamen faces major coastal manage-
ment problems such as marine pollution, habitat destruction, overfishing and multiple-use
conflicts. Most of these problems could not be resolved under fragmented and sector-focus
management regime. The local government realizes the need for a holistic and interagency
coordinated approach to effectively minimize or prevent further deterioration of the environ-
ment.
ICM Intervention in Xiamen

·
In 1994, Xiamen was selected as one of the two national demonstration sites for the
implementation of an ICM program under the GEF/UNDP/IMO Regional Programme for
Marine Pollution Prevention and Management of the East Asian Seas Region.
· The project focused on building the capability of the Xiamen Municipality to apply the ICM
system and to demonstrate its feasibility and effectiveness in the prevention, mitigation, and
management of marine pollution without jeopardizing economic growth.
· In a span of eight years, Xiamen has made the following significant achievements:
- Technical and management capability of the local government agencies to plan
and manage the coastal area strengthened;
- Environmental profile developed, and priority coastal management problems and
issues identified;
- Strategic Environmental Management Plan developed and implemented;
- Interagency, multi-sectoral coordinating mechanism for coastal management
established;
- Legislative framework for integrated coastal management formulated;
- Functional marine zonation scheme developed and multiple-use conflicts reduced;
- Enforcement of marine environment management strengthened;
- Environmental monitoring programs developed and implemented; and
- Scientific support and policy advisory structure established.


Sustaining Mechanism
· The ICM program has been successfully internalized into the structure of the Xiamen
Municipal Government by creating the Marine Management Coordination Office
(MMCO)
, which is chaired by the deputy-mayor.
· The `Regulations on the Protection and Management of the Marine Environment'
was amended and the `Development, Protection and Management Regulations for
Xiamen'
was enacted.
· Public awareness on marine environment was heightened.
· An information database system on marine uses and environmental conditions
was established and linked with the Xiamen Marine Functional Zoning Scheme. The
MMCO is using such information system to grant water-use permits.
· Enforcement of the `Regulations on Management of Sea Area Use' was strengthened.
The MMCO issues permits on sea uses such as aquaculture, recreation, reclamation and
transportation. A user fee system has been established and the revenue is being used for
the ICM program.
· The Scientific Support Mechanism is being continued as the Xiamen Marine Experts
Group, providing scientific advice to the MMCO.
· The PEMSEA Regional Training Center on ICM was established at the Xiamen
University as part of the collaborative efforts of Xiamen Municipal Government, Xiamen
University, State Oceanic Administration and PEMSEA to conduct training and education
for national and international officials, specialists and managers on sustainable coastal
development.

Leadership Seminar and
the Study Tour
·
The forum participants are essentially members of the
PEMSEA regional network of local governments
implementing ICM, invited speakers and PEMSEA
partners.
·
The forum is open to a limited number of non-
members who are interested in ICM on a first-
come, first-serve basis.
