The PPG process will include implementation of the following activities:

  1. Baseline data collection and information gap analysis for preliminary TDA

The PPG will finance the collection and analysis of baseline data on ecological and socio-economic context of the Dinaric Karst aquifer and draft a preliminary TDA that will identify major root causes and hot spots. In particular, the following information will be collected:

Social and economic context including sectoral analysis; state of ecosystems and resources; inventory of existing information sources; analysis of effectiveness of existing protection and monitoring measures at the local, national and transboundary levels; detailed analysis of the water quality and of existing levels of pollution: inventory of existing hot spots; analysis and prioritization of contamination sources by sector and by location; analysis of existing impact assessment, monitoring and enforcement mechanisms; assessment of other existing threats to the Dinaric Karst aquifer; assessment of existing ground-water management practices at the local, provincial, national and transboundary levels.

  1. Institutional capacity assessment

The PPG will finance activities to collect and analyze information on existing policies, legal and regulatory framework for ground-water management in each of the participating countries. Deficiencies in the policy and legal framework will be defined. Existing institutional framework including transboundary institutional and cooperation arrangements and institutional capacity gaps at all levels will be assessed. Institutional arrangements for effective TDA and SAP processes and for successful replication strategy will be proposed. Successful institutional models and best practices from past and on-going IW ground-water projects will be analyzed.

  1. Stakeholder consultation and engagement

Initial PPG activities in the participating countries will focus on the engagement of national stakeholders (Government, private, and non-government) in project scoping and design. This will be achieved by collaborating with national stakeholders to develop a profile of groundwater management. PPG inception workshop will be arranged during first months of the PPG implementation to involve national and regional stakeholders in the project preparation. A series of stakeholder consultations will follow to ensure local and national ownership of the proposed project.

  1. Identification and agreement on Project Activities.

Based on the consultations and analysis described above the PPG will finance the identification of the Project increment activities and strategy, the proposed interventions will be agreed with major stakeholders in the countries. Issues in fact remain to be clarified concerning the extension at surface of the aquifer, with an initial estimate of its boundaries and of possible interlinkages with neighboring countries, and the methodological approach to be adopted in the conduct of Component 1, with needed agreements on definitions, terminologies and technical expectations. Based on this consensus on the areal extent and conceptual framework, the PPG will then help to reach agreement among all participating countries on the most cost-effective strategic options that would allow to achieve the expected project outcomes. Alternatives will be considered regarding for example the sequence of project activities, with a view to identify the best ways through which informed consensus on technical – scientific issues might translate into political actions (SAP, permanent exchange mechanisms, etc.).

** Travels within the region of country experts, and of the senior advisor(s) will be essential for the conduct of the PPG. They will include also field checks, limited geological observations, and meetings with country officials and potential partners, including donors. The GEF share will cover primarily international air travel costs within the region.

*** This line will include costs such as satellite imagery acquisition and processing (scoping), regional maps preparation and printing, translation etc.
