STRATEGIC ACTION PROGRAMME (SAP)
FOR THE
INTERNATIONAL WATERS
OF THE
PACIFIC SMALL ISLAND
DEVELOPING STATES
A programme of the Governments of:
Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands,
Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands,
Tonga, Tuvalu and Vanuatu

What are Pacific Island International
Waters?

It is the ocean system that bonds the islands in
the Pacific region
It includes related ecosystems and habitats
(coastal estuaries and lagoons, watersheds,
lakes and rivers and lenses)

IWP has two main components:
­ oceanic component - focuses on the
management and conservation of tuna stocks in
the western central Pacific (implemented
through SPC and FFA);
­ coastal component that focuses on integrated
coastal watershed management (implemented
through SPREP).

The coastal component involves implementation
of 14 community-based pilot projects that
address root causes of the degradation of
International Waters in coastal regions and
address priority environmental concerns within
participating countries relating to:
Y Marine and freshwater quality;
Y Habitat modification and degradation; and
Y Unsustainable use of living marine resources.

What is a Pilot Project?
· intended to be a small-scale, community-based
demonstration project

· designed to strengthen capacity and provide
lessons for best practice and appropriate
methodologies for sustainable resource
management and conservation

· offers the greatest potential for replication
across the region

· GEF considers SAP as extended design phase

14 pilot projects across 4 focal areas:
Y The protection of freshwater resources (4 projects)
Y Community-based waste reduction (3 projects)
Y Marine protected areas (4 projects)
Y Sustainable coastal fisheries (3 projects)
· Available budget of approx. $US 400,000/Pilot Project
· Opportunities for Pilot Projects to address one or more focal
areas
· Can be new project or work in partnership with existing
program/project

Implementation Process - Initial Stage:
- Signing of MOU between SPREP and national govt.
- Recruiting a National Coordinator (country national)
- Establishing a National Task Force
- Review and confirm priority environmental concerns
- Selection of a Focal Area (s)
- Call for Pilot Project Proposals
- Appraisal against selection criteria
- Selection of Project & commence implementation

Implementation Status
· PCU in process of completing first country visits
· Three countries signed MOU and in process of
recruiting a National Coordinator

· Three countries scheduled to sign MOU by end of
month

Linkages
It appears that the Pacific Wastewater Strategic Action Plan, once
finalized, will provide a useful reference document for those
countries participating in the International Waters Programme that
elect to focus on either waste or freshwater as the critical issue to be
addressed by their pilot project.
