INTRODUCTION
1.
The Action Plan for the Protection, Management and Development of the Marine and
Coastal Environment of the Northwest Pacific Region (NOWPAP) and three supporting
Resolutions were adopted at the First Intergovernmental Meeting (Seoul, Republic of Korea, 14
September 1994).

The Second Intergovernmental Meeting, held in Tokyo on 20 November 1996 decided on
the geographical scope of NOWPAP and approved a workplan and budget for the 1997/1998
biennium. However, it was decided that further Trust Fund arrangements and establishment of a
Regional Coordinating Unit (RCU) would to be discussed at a later date.

The Third Intergovernmental Meeting, held in Vladivostok, the Russian Federation, on 9
April 1998, reviewed progress on the implementation by the United Nations Environment
Programme (UNEP), in cooperation with other international agencies, of five priority projects in the
workplan, and decided on the procedure for the establishment of a network of Regional Activity
Centres.

The Fourth Intergovernmental Meeting held in Beijing, the People's
Republic of China, on 6 and 7 April 1999, adopted a workplan and budget for the 1999-2000
biennium. It decided on the need to establish a Regional Coordinating Unit (RCU), and requested
the Executive Director of UNEP to prepare a proposal for its creation for the consideration of the
Fifth Intergovernmental Meeting.

The Fifth Intergovernmental Meeting, held at Inch'on, Republic of Korea, on 29 and 30
March 2000, further reviewed progress in the implementation of NOWPAP in the 1999-2000
biennium. Three resolutions were adopted in the meeting. Resolution 1 on programme
implementation approved a workplan and budget for the rescheduled 2000-2001 biennium,
including the study and review of proposals for the implementation of the Global Programme of
Action for the Protection of the Marine Environment from Land-based Sources of Pollution and
Integrated Coastal Area Planning and Management, possibly in cooperation with the Global
Environment Facility (GEF). Resolution 2 on institutional arrangements adopted a procedure for
the establishment the NOWPAP RCU, as well as its terms of reference. In Resolution 3, the
Member States adopted financial arrangements for the implementation of NOWPAP in 2000-2001,
including the budget and a tentative scale of contributions.

Paragraph 2 of Resolution 2 of Fifth Intergovernmental Meeting requested the Executive
Director of UNEP to convene the Sixth Intergovernmental Meeting early in December 2000 in
Japan, to be hosted by the Government of Japan in Tokyo. The present is the record of the
discussions and deliberations of that Sixth Intergovernmental Meeting.

Representatives of the States in the Northwest Pacific region (Japan, the People's
Republic of China, the Republic of Korea and the Russian Federation participated in the meeting.

Agenda item 1. Opening of the meeting

On behalf of Mr. Klaus Töpfer, UNEP Executive Director, the meeting was opened by Mr.
Jorge Illueca, Assistant Executive Director, Division of Environmental Conventions, United Nations
Environment Programme (UNEP). In his opening remarks, he extended a warm welcome to all the
participants and expressed his thanks to the Government of Japan for hosting the Sixth
Intergovernmental Meeting of NOWPAP. He said that the most important task and the top priority
was the decision on the establishment of the Regional Coordinating Unit (RCU), which NOWPAP
needed, to give it a strong institutional infrastructure that would guarantee its future success. Aside
from the establishment of the RCU, the other major step, fundamental for the implementation of
NOWPAP, had been the work of setting up the regional activity centres (RACs); two of these had
already been established and the other two planned were in the process of finalization.

The meeting would also have the opportunity to review the outcome of the Consultative
Workshop on the development of priority projects for GEF funding in two critical areas, namely,
pollution from land-based activities and an ecosystem-based management of fisheries, and to
consider recommendations from the Workshop in that regard. In conclusion, he said that he was
certain that the kind of cooperation seen in previous NOWPAP meetings would continue, so that
NOWPAP could become one of the most important regional seas programmes in the world, and he
wished the participants every success in their deliberations.

The representative of the delegation of the Japanese Government, Mr. Yukio Takasu
made a welcoming statement, and expressed his gratitude to UNEP for making all the necessary
arrangements for the meeting. He said that his Government attached great importance to the
conservation of the marine environment, and from ancient times the Northwest Pacific had not only
been an historic, economic and cultural crossroads, but also a precious common heritage.
Effective conservation of the marine environment required more than any single country's efforts,
and all nations sharing the same coastline needed to have a common understanding of what the
problems were and to cooperate in tackling them. He fully expected that member countries of the
Northwest Pacific Action Plan would further increase their efforts after the present meeting, which
he believed would result in a productive agreement to further strengthen regional cooperation.

The meeting was also addressed, respectively, by representatives of the People's
Republic of China, the Republic of Korea and the Russian Federation.

The representative of the Government of the People's Republic of China referred to the
many important tasks facing the meeting, and encouraged all the participants to cooperate to try
to protect their common ecosystem.

The representative of the Government of the Republic of Korea expressed his country's
appreciation of UNEP's efforts in keeping a close watch over NOWPAP, and said that they were

particularly grateful for the visit of the Executive Director to the Democratic People's Republic of
Korea, as part of an effort of encouragement to take part in NOWPAP.

The representative of the Russian Federation made a brief statement, in which he
expressed the appreciation of his Government to everyone responsible for organizing the present
meeting, and said he hoped a common approach could be found for the establishment of the
Regional Coordinating Unit.
Agenda item 2: Organization of the meeting

The meeting participants elected a Chairman, two Vice-Chairmen and Rapporteur, as
follows:

The Chair proposed for the meeting's consideration that the rules of procedure of the
UNEP Governing Council, as applicable to the meetings convened by the Executive Director,
would apply mutatis mutandis, for this meeting. The meeting approved the proposal.

The Chair proposed that the meeting carry out its work in plenary session in principle. The
meeting approved the proposal. Furthermore, the proposed timetable was introduced.
18.
The meeting was conducted in English. The secretariat introduced the provisional list of
documents (UNEP/NOWPAP IG.6/Inf.1). The final list of documents is attached to the present
report as ANNEX II.
Agenda item 3. Adoption of the agenda

The Provisional Agenda (UNEP/NOWPAP IG.6/1) and the Annotated Provisional Agenda
(UNEP/NOWPAP IG.6/2) were introduced by the Chair.

Mr. Jorge Illueca, Assistant Executive Director, Division of Environmental Conventions, on
behalf of the Executive Director, gave a brief report on the Executive Director's visit to the
Democratic People's Republic of Korea. He said that on the 1999 World Environment Day, Mr.
Töpfer received an invitation to visit the Democratic People's Republic of Korea, where in total he
spent four days, and had very fruitful talks on collaboration with UNEP. Afterwards he had said
that his mission there was one of the most important visits he had made during his time as
Executive Director. The Executive Director had expressed his thanks to the United Nations
Development Programme for their support during his visit. The Executive Director had engaged in
three main activities there: discussion of the participation of the Democratic People's Republic of
Korea in international environmental conventions, and at a regional level, in NOWPAP, bilateral
support by UNEP to that end, and three site visits to environment-related projects.

In the subsequent discussion, some representatives invited UNEP to keep the Democratic
People's Republic of Korea fully informed about NOWPAP, and expressed their intention to
encourage the participation of Democratic People's Republic of Korea in any way they could. All
the participants who took the floor expressed their appreciation of this initiative, and expressed the
readiness of their countries to assist the Democratic People's Republic of Korea with information
and give their cooperation in any way they could.

Mr. Illueca, in reply to questions regarding the next step, said that there were precedents
for countries taking part in action plans without having first to make contributions, and that kind of
flexibility could help. He said, however, that NOWPAP member States would need to take a
political decision concerning the participation of the Democratic People's Republic of Korea,
particularly as regards contribution to the NOWPAP Trust Fund.

Agenda item 5 (a) Progress made in implementation of activities in the year 2000

Mr. Jorge Illueca, Assistant Executive Director, Division of Environmental Conventions,
UNEP, introduced document UNEP/NOWPAP IG.6/4, entitled "Report of the Executive Director of
UNEP on the implementation of the Northwest Pacific Action Plan (NOWPAP)", which basically
covered a period of seven months since the Fifth Intergovernmental Meeting in March 2000. He
said he would give an overview of some aspects of the report and then ask Mr. Ellik Adler to report
on the four regional activity centres.

Mr. Illueca said that in summary, UNEP believed that the implementation of NOWPAP
would continue to be slow until the member States established an RCU; without it, delays would
occur in implementation, because there was no agency or unit in place with the time to devote to
follow-up. How to move forward in environmental legislation was an important issue: in this regard,
progress was being made, as draft reports on national legislation had been submitted by all
member States, and, with the support of the UNEP Division of Environmental Law and Policy, are
currently being edited. He described the progress of various other projects, including NOWPAP/6,
on public awareness raising, with an output including a video film on the marine and coastal
environment of the Northwest Pacific, broadcast by the BBC in mid-June 2000. Language versions
and copies would be sent to member States after the release.

Mr. Ellik Adler, Regional Seas Coordinator, Division of Environmental Conventions, UNEP,
described his visits to three of the four regional activity centres (RACs), and the work carried out in
them; he found a positive attitude in the staff in those centres and believed they had a commitment
to implement activities.

In a brief discussion that followed, some participants expressed their concerns about
delays, and about the gap between allocations and the wok done; some felt that additional efforts
to close that gap were more important than new projects. Mr. Illueca said that he was confident
that the new appointment of Mr. Adler would have an effect, as forty per cent of his time would be
spent on working within NOWPAP.
Agenda item 5 (b) Workshop on GEF project proposals for the Northwest Pacific Action Plan

Mr. Ellik Adler (UNEP), introducing document UNEP/NOWPAP IG.6/INF/1, the Report of
the Workshop to Review GEF Project Proposals for the Northwest Pacific Action Plan, held on 4
December 2000, said that the workshop had proved to be very useful, providing an overview of
two PDF B project proposals for possible submission to GEF and a positive exchange of views on
land-based sources of pollution as well as on the ecosystem-based management of fisheries. Both
of those areas would broaden the scope of NOWPAP, to include land-based sources of pollution
for the first time. The meeting might wish to consider the recommendations of the Workshop
contained in the Report, and incorporate these into a resolution the secretariat was preparing on
programme implementation.

Several representatives of member States took part in the brief discussion that followed,
and all expressed their agreement in regard to the project proposal on land-based sources of
pollution. In regard to the project proposal on ecosystem management of fisheries, several
representatives of member States said that, while agreeing in principle to the proposal going
forward for consideration to the Seventh Intergovernmental Meeting of NOWPAP, they wished to
consult their home Governments on the matter, as the concept was a new one.

Following the discussion, the Chair said that the secretariat would take the views of the
participants into account when framing a resolution on programme implementation to put before
the meeting.
Implementation of activities on land-based sources of pollution
31.
Ms. Monica Borobia (GPA Coordination Office, the Hague, Netherlands) made a
presentation on the first intergovernmental review meeting on the Global Programme of Action for
the Protection of the Marine Environment from Land-based Activities (GPA), to be held in Canada
in November 2001, following decision 20/19B (confirm number) of the UNEP Governing Council.
That review meeting would consider the progress achieved in the implementation of GPA since its
adoption in 1995, and would help with future implementation. Two main types of preparatory
activities had been identified, reviews of the current status of implementation and needs for further
action. She recalled the decisions taken at the Third Global Meeting of Regional Seas Conventions
and Action Plans, held in Monaco, 6-11 November 2000, regarding the role of regional seas
conventions and action plans. She indicated that the preparatory process provided an excellent
opportunity for closer cooperation between NOWPAP member States and the GPA Coordination
Office for the implementation of GPA in the NOWPAP Region.

Referring to the presentation, the Chair said that, for NOWPAP to take part in a regional
preparatory process for the 2001 intergovernmental review meeting on GPA, it would need to
endorse the recommendations of the Third Global Meeting of Regional Seas Conventions and
Action Plans as contained in a summary extract of that Meeting, before the present meeting as
document UNEP/NOWPAP IG/6/INF/5, and he suggested that such an endorsement could be
included in a general resolution on programme implementation, in the part dealing with pollution
from land-based activities. Additionally, the Executive Director in his report had referred to another
aspect of the above-mentioned Third Global Meeting, namely, strengthening of the linkages
between the regional seas programmes and other global conventions and agreements; for that
reason, the Chair proposed that the general resolution referred to should also endorse
collaboration with the Global Ocean Observing System (GOOS) of the Intergovernmental
Oceanographic Commission.

This sub item would be dealt with under agenda item 7.
Agenda item 6. Status of NOWPAP Trust Fund and contributions by member States

At the invitation of the Chair, Mr. Jorge Illueca introduced document UNEP/NOWPAP
IG.6/6 on the status of the NOWPAP Trust Fund and contributions by the member States. He said
that there was a draft resolution prepared by the secretariat for submission to the meeting to cover
certain technical issues, and to endorse the same scale of contributions.

The representative of Japan said that his country had completed its internal procedures for
payment of its contribution of US$ 125,000 for the year 2000, while the representative of the
Russian Federation confirmed that they had paid their contributions covering the last three years.
The representative of Korea said they had also contributed for 2000, and asked UNEP to continue
seeking external funding for NOWPAP. The representatives of the People's Republic of China said
that his country had also paid its contribution to the Trust-Fund for the year 2000.
Agenda item 7.
Establishment of a Regional Coordinating Unit (RCU) for NOWPAP
Agenda item 7(a) Review and analysis of proposed bids received by UNEP

Upon the invitation of the Chairman, the UNEP representative, Mr. Illueca, introduced
document UNEP/NOWPAP IG.6/7, on the comparative analysis of offers presented by
Governments for hosting the Regional Coordinating Unit for the Northwest Pacific Action Plan
(NOWPAP/RCU). In summary, he said that UNEP had tried very hard to be objective in compiling
the comparison tables. The offers from Japan and Korea were very similar, and both generous.
Agenda item 7(b)
Decision on the location for the establishment of NOWPAP RCU

The Chair invited representatives of both Korea and Japan to give presentations of their
offers to host the RCU, and both gave brief presentations. The presentation on the Korean offer
was completed by the Director of the National Fisheries Research and Development Institute
(NFRDI) of Pusan, which was the location proposed by Korea, while the Japanese presentation
was completed with a statement by a representative of the Prefecture of Toyama.

Both representatives, in turn, stated that they wished to point out that their presentations
had been based on the original offers and did not reflect recent consultations which had taken
place between the two parties and with UNEP in recent weeks. The import of those consultations
was that the two parties wished to propose that they would co-host the RCU, with two offices, one
in Pusan and one in Toyama Prefecture. Each representative gave the main reasons for this
change; in both cases these were a desire to make a compromise to achieve consensus and
cooperation.

The representative of the Republic of Korea, on behalf of Japan and the Republic of Korea,
provided a detailed explanation on the background of the subsequent agreement between the two
Governments to co-host the RCU of NOWPAP in Toyama and Pusan.

While all the representatives of the other member States expressed their appreciation of
the spirit in which this change took place, certain concerns were raised: about the financial
implications for the other member States, about the legality, functionality and feasibility of a co-
hosting arrangement. The representative of the People's Republic of China said that it had come
as a complete surprise, only the previous day, and even the briefing through diplomatic channels
that they had received on it was inaccurate, in that it had been mentioned as the establishment of
two RCUs, not just one, in two cities.

Assurances were given by the offering parties that no extra financial commitment would be
required of the other two member States, and the Chair then asked Mr. Illueca to clarify the legal,
administrative and management aspects of such a move. Mr. Illueca emphasized that the RCU
would fall under United Nations Rules for staffing and budgetary purposes, and there could be no
question of two RCUs: he said they had consulted the United Nations Secretariat on the matter,
and there were no legal obstacles: however, it seemed essential that there be one Coordinator
only, with a Deputy, and possibly a plan for rotation every so often, perhaps in three-year periods;
functions could be divided between the two offices, but not management. The modalities would
need to be studied thoroughly and discussed between the parties co-hosting, and with the other
member States.

The Chair, summing up the discussion so far, said that if the member States wished to put
the proposed solution to the UNEP Governing Council, which would have to approve the
establishment of the RCU in any event, a draft resolution would have to be submitted.
43. The representative of the Republic of Korea said that it had not been the intention of his
Government to host the RCU on an interim basis, as operating on such a basis would not be
desirable for the stable and effective operation of the RCU, especially in its initial stages. He also
emphasized that, as the arrangement of the RCU was to be periodically reviewed for its
continuous improvement, the concern raised by the delegate of the People's Republic of China
should be satisfactorily addressed.
44. The representative of the People's Republic of China said that it was only in the course of the
present meeting that his delegation had received information that the Government of Japan and
the Republic of Korea had arrived at an understanding concerning the co-hosting of the NOWPAP
RCU in both Toyama and Pusan. Nevertheless, in consideration of mutual benefit it might bring to
all member States, the People's Republic of China, after consultations within their Government,
had agreed to join the other member States in approving Resolution 2 on this topic. The People's
Republic of China, like the Russian Federation, strongly recommended that the co-hosting
arrangement of a single RCU in two locations should be subject to periodic reviews, and, if
necessary, be adjusted and improved.

Agenda item 7(c) Report on progress in UNEP in establishing posts for NOWPAP RCU
45.
Mr. Illueca gave a brief report on staffing options for the RCU. He also reported on
preliminary steps taken to establish posts for the RCU.
Agenda item 8 Resolutions
46. The Meeting adopted the following resolutions:

Agenda item 9 Preparation for the Seventh Intergovernmental Meeting
47. The member States welcome the offer of the Russian Federation to host the Seventh
Intergovernmental Meeting of NOWPAP in 2001. The Chair said that the Secretariat would consult
further with the Government of the Russian Federation on the exact date and other details of that
meeting, and inform the member States thereon.
Agenda item 10 Other matters
48. Mr. Illueca reported to the Meeting that, following an original suggestion made at an earlier
occasion by the Russian Federation, UNEP was studying the possibility of convening a Summit of
the five Regional Seas Conventions and Secretariats in the Pacific Ocean. Member States would
be kept abreast of developments in this respect and would also be consulted in more detail in due
course.
49. The People's Republic of China requested clarification on the question of rules of procedures
for other Regional Seas Conventions and Action Plans. Mr. Illueca on behalf of the Secretariat
informed the Meeting that rules of procedures had been adopted only in the case of some
Regional Seas and that such rules followed those of the Governing Council of UNEP. The
Secretariat agreed to prepare a background paper on the Status of Rules of Procedures of other
Regional Seas Conventions and Action Plans for discussion and consideration at the Seventh
Intergovernmental Meeting of NOWPAP.
Agenda item 11. Report on the credentials
50. The Chair reported to the meeting that the credentials of all of the representatives of the
member States had been presented and reviewed prior to or during the meeting by the Chairman,
Vice-Chairmen and Rapporteur, together with the secretariat, and that those credentials had been
accepted.

51.The Rapporteur tabled the draft report of the meeting, which was approved after amendments.
Agenda item 13. Closure of the meeting

The Chairman adjourned the meeting at 2.40 p.m. on 6 December 2000. He thanked all

RESOLUTION 1
PROGRAMME IMPLEMENTATION IN THE 2000-2001 BIENNIUM:
ACTIVITIES ON LAND-BASED SOURCES OF POLLUTION
AND
ECOSYSTEM-BASED MANAGEMENT OF FISHERIES
The Sixth Intergovernmental Meeting,
Based on the Action Plan for the Protection, Management and Development of the Marine and
Coastal Environment for the Northwest Pacific Region (Northwest Pacific Action Plan, NOWPAP)
adopted at the First Intergovernmental Meeting, as well as Resolution 1 of the First
Intergovernmental Meeting,
Based also on Resolution 2 of the Second Intergovernmental Meeting and Resolution 1 of the
Third, Fourth and Fifth Intergovernmental Meetings,
Noting that the implementation of the priority projects in the work programme for the 2000/2001
biennium is ongoing,
Considering that the protection of the marine and coastal environment of the Northwest Pacific
region against land-based activities constitutes a fundamental component of NOWPAP, as well as
the role of the Regional Seas Programme as the main mechanism for the implementation of the
Global Programme of Action for the Protection of the Marine Environment from Land-based
Activities (GPA),
Noting the documentation related to the first GPA Intergovernmental Review which will take place
in November 2001, hosted by Canada, submitted to the present meeting by the UNEP/GPA
Coordination Office, and the need to provide substantive contributions and coordinate actions
dealing with land-based activities in the Northwest Pacific region as a regional preparatory process
from the Northwest Pacific region leading to such an Intergovernmental Review Meeting,
Recalling the goals and objectives of NOWPAP to manage the coastal and marine resources in a
wise manner in order to obtain the utmost long-term benefits for human populations while
protecting human health, ecological integrity and the region's sustainability for future generations,
and
Recognizing that fisheries is an important resource of the region and their sustainable
management that also ensures ecosystem integrity and protection is needed in this region as well
as globally,
1. Decides to establish and implement a new project, NOWPAP/7 on the "Assessment and
Management of Land-based activities" within the NOWPAP programme framework, and to this
end, requests UNEP, particularly through a coordinated effort between the Division of
Environmental Conventions and the GPA Coordination Office, to provide the necessary
technical and human support, as appropriate, to develop NOWPAP/7 for consideration at the
Seventh Intergovernmental Meeting with a view to incorporating it into the 2002/2003 work
programme. Initial activities should concentrate on the finalization of the GEF PDF-B proposal
for the NOWPAP Region on land-based sources of pollution. Future expansion of activities
may be considered taking into account proposals and developments in the field of land-based
activities.
2. Endorses the recommendations emanating from the Third Global Meeting of Regional Seas
Conventions and Action Plans (Monaco, 6-11 November 2000) and notes, in particular, those
pertaining to the Global Programme of Action for the Protection of the Marine Environment
from Land-Based Activities and the closer integration of the Regional Seas Programmes with

the implementation of the Global Ocean Observing System (GOOS) and its regional
components.
3. Agrees to participate and contribute to the preparatory process leading up to the First
Intergovernmental Review Meeting on the Global Programme of Action for the Protection of
the Marine Environment from Land-Based Activities, and to this end and given the time lag
expected for the finalisation of the GEF PDF B proposal on land-based activities,:
4. Decides to initiate the following activities, facilitated through a coordinated effort between the
Division of Environmental Conventions and the GPA Coordination Office as means of
providing the expected inputs from the NOWPAP region, and serving as precursor bridging
activity until the initiation of the PDF B proposal:
(i)
Preparation of a regional report on land-based sources and activities/action needed at the
national and regional level to protect the regions' marine and coastal environment. This
diagnostic should be done on the basis of national existing data and information, and will
review for each of the thematic areas which are the focus of the GPA Intergovernmental
Review (i.e., binding and non-binding agreements at the national and regional level,
voluntary agreements and involvement of the private sector, capacity-building, and
innovative financing and use of economic instruments), among others, the following:
(a)
state of affairs;
(b)
factors contributing to successes and shortcomings;
(c)
identification of barriers and opportunities for implementation; and
(d)
needs and possibilities for further action.
The regional report should include recommendations on priority activities and
projects in the Northwest Pacific to be incorporated in the NOWPAP/GPA work
programme to be considered at the GPA Intergovernmental Review meeting.
(ii)
The identification of one or more regional or sub-regional existing projects/initiated, which
could serve as illustrative examples of current or innovative approaches to address land-
based activities in the NOWPAP. Such project or projects may reflect engagement of
Governments and other sectors of society (promoting new partnerships) and should
include the evaluation and assessment of benefits and lessons learned with regard to
collaboration/partnerships with the private sector and other sectors of society on initiatives
related to land-based activities.

Requests UNEP to further develop, taking into account the discussions and comments of
the Consultative Workshop on GEF Project Proposals for the Northwest Pacific Region
held on 4 December 2000, and in cooperation with the UNEP/GEF Coordination Office,
the GPA Coordination Office, as well as other partners as appropriate, the project concept
on "Formulation of Strategic Action Programme for the Northwest Pacific Region to
Address Pollution of the Marine Environment from Land-Based Activities" and on
"Ecosystem-based Management of Fisheries in the Northwest Pacific" as GEF PDF-B
proposals for further consideration at the Seventh Intergovernmental Meeting.
6.
Reaffirms the importance of implementing the 2000/2001 work programme as scheduled
and requests UNEP and the relevant Regional Activity Centres (RACs) to lead the
implementation of activities in order to ensure their timely completion.
7.
Further requests the member States to provide the necessary support and assistance in
facilitating the implementation of the activities under the 2000/2001 work programme.

RESOLUTION 2
ESTABLISHMENT OF THE NOWPAP REGIONAL COORDINATING UNIT (RCU)
The Sixth Intergovernmental Meeting,
Based on the Action Plan for the Protection, Management and Development of the Marine and
Coastal Environment of the Northwest Pacific Region (Northwest Pacific Action Plan, NOWPAP),
adopted at the First Intergovernmental Meeting, as well as Resolution 2 of the First
Intergovernmental Meeting,
Based also on Resolution 2 of the Fourth Intergovernmental Meeting and Resolution 2 of the Fifth
Intergovernmental Meeting,
Noting the arrangements made by the Executive Director of UNEP for secretariat support for
implementation of the Action Plan,
1. Welcomes the offers of the Governments of Japan and the Republic of Korea to host the
Regional Coordinating Unit (RCU) of NOWPAP in Toyama and Pusan, respectively.
2. Takes note of the subsequent agreement of the Governments of Japan and the Republic
of Korea to prepare to co-host the Regional Coordinating Unit (RCU) of NOWPAP in
Toyama and Pusan.
3. Invites the Governments of Japan and the Republic of Korea, to continue consultations on
the co-hosting of the RCU and come up with detailed modalities to co-host the RCU, in
consultation with People's Republic of China and the Russian Federation, and with UNEP,
and submit a detailed plan to NOWPAP member States not later than 8 January 2001.
Each NOWPAP member State would have one month period from the date of receipt to
examine this detailed plan immediately prior to the Twenty-first Session of the UNEP
Governing Council (5-9 February 2001).
4. Agrees in principle, to establish the NOWPAP Regional Coordinating Unit (RCU) in both
locations, Toyama and Pusan, reflecting a co-hosting arrangement for a single RCU,
subject to confirmation of all member States, on the basis of their review of the detailed
plan referred to in paragraph 3 above. The arrangement of the RCU will be periodically
reviewed for improvement and strengthening of its operation.
5. Requests each member State to provide confirmation, as soon as possible, of their
approval to the proposal to co-host the Regional Coordinating Unit of NOWPAP in two
locations, so that the consensus of the NOWPAP region could be conveyed to the Twenty-
first Session of the UNEP Governing Council through the presentation of a draft decision
on this matter.
6. Further requests the Executive Director of UNEP to continue to function as the interim
secretariat for implementation of the NOWPAP until the RCU is established and urges the
member States of NOWPAP to continue to provide any possible support for UNEP to fulfil
its function as the interim secretariat.
7. Requests the Executive Director of UNEP to convene the Seventh Intergovernmental
Meeting in November - December 2001 in the Russian Federation.

FINANCIAL ARRANGEMENTS FOR IMPLEMENTATION OF NOWPAP
The Sixth Intergovernmental Meeting,
Based on the Action Plan for the Protection, Management and Development of the Marine and
Coastal Environment of the Northwest Pacific Region (Northwest Pacific Action Plan-NOWPAP),
adopted at the First Intergovernmental Meeting, as well as Resolution 3 of the First
Intergovernmental Meeting,
Based also on Resolution 3 of the Fifth Intergovernmental Meeting,
Noting that the implementation of the priority projects the work programme for the 2000/2001
biennium, with the approved budget, is on-going,
Recognizing the desire of the member States of NOWPAP for a prompt, efficient and cost-
effective implementation of priority projects in support of the Action Plan,
Recognizing also the need of the member States to reduce the undistributed percentage in the
contribution scale,
Encouraging the member States to make their efforts to cooperate with the environmental-related
international bodies, local governments, private sectors and citizens to reduce the financial burden
of the member States and in support of the objectives of NOWPAP,
1. Reaffirms that the sum of US$500,000 should be the total targeted contribution per year to
NOWPAP activities, and that the member States are requested to make contributions to the
Trust Fund as sincerely as possible.
2. Confirms that a scale of contribution to the NOWPAP Trust Fund from the member States is
comprised of a Basic contribution and an additional contribution. The Basic contribution
reflects the sense of common participation and shared responsibility of all the participating
States.
3. Decides to endorse the following tentative scale of contributions to the Trust Fund for activities
in 2001:

4. Urges the member States to review the current scale of contribution before the Seventh
Intergovernmental Meeting, and to make efforts to increase their contributions.
5. Urges also the member States and the Executive Director of UNEP to make all possible
efforts to secure funds from sources external to the Trust Fund, including private sectors, local
governments, international and regional organizations and financial institutions.
6. Requests the Governing Council of UNEP at its 21st session, through the Executive Director,
to extend the duration of the NOWPAP Trust Fund through 2003.
