Introduction
1.1 Project Background
I n Met ro Manila, less t han 3% of t he populat ion is connect ed t o a sew erage facilit y.
Around 85% have sept ic t anks, t he m aj orit y of w hich w ere const ruct ed w it hout
adequat e leaching fields and are r arely m aint ained or desludged. This sit uat ion has
led t o t he pollut ion of Met ro Manila s w at erw ays. I t is est im at ed t hat around 70% of
t he pollut ion load of Pasig River and Laguna de Bay com e from dom est ic w ast ewat er
discharges.
The World Bank has previously support ed t he Met ropolit an Wat erw orks and
Sew erage Syst em ( MWSS) w it h a sew erage and sanit at ion proj ect . I n 1980, t he
World Bank financed t he Manila Sew erage and Sanit at ion Proj ect along w it h t he
Asian Developm ent Bank. The st art of t he proj ect coincided w it h t he onset of
econom ic difficult ies in t he Philippines so t hat som e com ponent s w ere not com plet ed
and others failed to have the anticipated impact.
In 1996, and with the improved economic situation in the Philippines, the World Bank
resum ed it s assist ance t o t he MWSS for t he im provem ent of t he general
environm ent al condit ions in Met ro Manila. The Manila Second Sew erage Proj ect
(MSSP) was finalized in June 1996.
The MSSP has t he ult im at e obj ect ives of reducing t he pollut ion of Met ro Manila
w at erw ays and Manila Bay, reducing t he healt h hazards associat ed w it h hum an
exposure t o sew age in Met ro Manila, and est ablishing a gradual low - cost
im provem ent of sew erage services in Met ro Manila by expanding MWSS sept age
management program. The MSSP focuses on the provision of a septage management
program and a rehabilitation/upgrading of existing sewerage systems.
The st art of t he MSSP im plem ent at ion coincided w it h t he privat izat ion of t he MWSS.
I n August 1997, t he MWSS privat izat ion led t o t he operat ion of t w o concessionaires:
Manila Wat er Com pany ( MWCI ) in t he East Zone and t he Maynilad Wat er Services
( MWSI ) in t he West Zone. Under t he t erm s of t he Concession Agreem ent s, MWCI
and MWSI took over the implementation of the MSSP.

preparation of follow- up sewerage projects.
I n line w it h t he obj ect ive of MSSP t o assist MWCI in t he developm ent of follow - up
sewerage projects, Land Bank of the Philippines and MWCI proposed the Manila Third
Sew erage Proj ect ( MTSP) for World Bank funding. The MTSP is a follow - up t o t he
MSSP and has t he ult im at e obj ect ive of im proving sew erage and sanit at ion
conditions in the East Zone concession area.

1.2 Project Components
The MTSP will have the following main components and sub- components:
(1)Se w a ge M a n a ge m e n t . This w ill involve t he const ruct ion of sew er net w orks and
w ast ew at er t reat m ent plant ( WwTPs) in several locat ions in t he MWCI concession
area. Som e of t he Ww TPs w ill t reat com bined sew age and drainage flow s.
Exist ing com m unal sept ic t anks servicing populat ion already paying t he sew er
charges w ill also be upgraded t o secondary level of t reat m ent . Sub- components
include:
Ta gu ig Se w e r a ge Syst e m - This proj ect is in line w it h t he flood cont rol
proj ect of t he Depart m ent of Public Works and Highw ays ( DPWH) covering
Taguig, Pat eros and part s of Rizal. The DPWH w ill const ruct four ( 4)
drainage/flood retention ponds adjacent to the Laguna de Bay.
The proposed sew erage proj ect w ill involve t he developm ent of t he ret ent ion
ponds as part of a full w ast ew at er t reat m ent syst em t o t reat t he sew age
before discharge to Laguna de Bay during the dry season.
Rive r ba n k s Se w a ge Tr e a t m e n t Pla n t s - This proj ect w ill involve t he
const ruct ion of at least t hree ( 3) underground Ww TPs along t he riverbanks of
Pasig River , locat ed in Makat i, Mandaluyong, and Pasig. Sew age w ill be
int ercept ed and collect ed from exist ing drainage lines in t hese areas for
t reat m ent before discharge t o Pasig River. The rehabilit at ion of t he drainage
outfalls and lines will be included in the project.
Qu e z on Cit y - Marikina Se w e r a ge Sy st e m - This proj ect w ill ut ilize port ions
of t he legal easem ent for Marikina River. Main drainage collect or pipes w hich
collect com bined sew age and drainage from com m unit ies in Quezon Cit y and
Marikina w ill be connect ed t o a Ww TP t o be const ruct ed t o t reat t he dry
weather drainage/sewage flow.
Qu e z on Cit y Sa n it a t ion Upgr a din g - This proj ect w ill involve t he upgrade
of exist ing Com m unal Sept ic Tanks ( CSTs) in Quezon Cit y t o STPs. This
com ponent w ill involv e t he provision of secondary wast ew at er t reat m ent
facilit ies t o t reat t he w ast ew at er from seven CSTs. This w ill ensure
compliance with environmental standards for wastewater effluent.
Sa n it a t ion for Low - I n com e Com m u n it ie s - This proj ect w ill involve t he
const ruct ion of Ww TPs and shallow , sm all- diam et er sew er lines t o serve low -
incom e com m unit ies in t he East Zone w hich have inadequat e sanit at ion
facilities.
The est im at ed t ot al cost of MTSP is US$86 m illion. The proj ect w ill provide
services t o an est im at ed populat ion of 3.3 m illion in t he East Zone. ( See
Annex A MTSP Coverage.).

t reat m ent plant s ( STPs) t o process sept age from dom est ic sept ic t anks and t he
procurement of vacuum desludging tankers.

This proj ect is essent ial in providing sanit at ion services and proper sept age
disposal. The plan is t o const ruct STPs in t he sout hern and nort hern port ion of
the East Zone. The procurement of vacuum desludging tankers is also part of this
component.
(3)Te ch n ica l a ssist a n ce . This com ponent w ill focus on inform at ion and educat ion
cam paigns on proper liquid w ast e disposal and environm ent preservat ion and t he
preparat ion of follow - up program s on sew erage and sanit at ion, w it h em phasis on
low- cost sanitation systems.
1.3 Objective and Scope
This Environm ent al and Social Assessm ent Fram ew ork ( ESAF) set s t he guidelines for
possible new act ivit ies t o be carried out under t he under MTSP. I t also prescribes t he
nat ure of environm ent al assessm ent s necessary for already ident ified and addit ional
MTSP components/projects.
The goals of t he ESAF are t o com ply w it h environm ent al regulat ions set by t he
Governm ent of t he Philippines t hrough t he Depart m ent of Environm ent and Nat ural
Resources ( DENR) Adm inist rat ive Order No. 2003- 30 ( DAO 2003- 30) and safeguard
guidelines of t he World Bank ( e.g. O.P. 4.01: Environm ent al Assessm ent and. OP/ BP
4.12: Involuntary Resettlement).

2.1 The Environmental Assessment (EA) Process
This sect ion describes t he process t o be follow ed in t he preparat ion of an
environm ent al assessm ent report and defines t he ext ent of t he assessm ent required
for an MTSP project.
General Procedures and Considerations include:
St ep 1. Proj ect I dent ificat ion and Assessm ent : During t his st age, t he proponents
( MWCI / Land Bank of t he Philippines) shall gat her inform at ion sufficient t o
assess t ot al proj ect feasibilit y. The proj ect under considerat ion m ust be
consistent with the project components stated above.
STEP 2. Environm ent al Screening: Environm ent al screening of proj ect s w ill be done
in order t o ascert ain t he nat ure and degree of any expect ed im pact s of t he
proj ect s and t he appropriat e t ype of environm ent al and/ or social assessm ent .
MWCI w ill also cat egorize t he proj ect based on t he am ount of environmental
analysis necessary using the following categories:

The EA process required by bot h t he Philippine Governm ent and t he World Bank are
complimentary in scope.

STEP 3. Assessm ent of I m pact s and Form ulat ion of Managem ent and Monit oring
Plans: Where im pact s are expect ed, proj ect - affect ed groups and local civ il
societ y organizat ions w ill be consult ed concerning t he proj ect s environmental
aspect s, im pact s and m it igat ion m easures. Their view s should be t aken int o
account in t he environm ent al assessm ent and t he developm ent of an
environm ent al m anagem ent plan ( EMP) . An EMP should include com pensat ion
m echanism s, m it igat ion, m onit oring and inst it ut ional m easures t hat w ill be
implemented from project pre- construction to the operation phase.
STEP 4. Public Disclosure: EA docum ent s w ill be m ade available t o proj ect - affected
persons, local com m unit ies and int erest groups while t he applicat ion of t he
Environm ent al Com pliance Cert ificat e or World Bank Environm ent al and Social
Safeguards clearance is being processed. These should be m ade available and
accessible t o t he general public and at t he World Bank s I nfoshop as soon as t he
environment al clearances for t he proj ect s are obt ained and prior t o t he
commencement of the bid process.
Description of Types of Environmental Analyses
1. Environm ent al I m pact Assessm ent ( EI A) : The conduct of an EI A involves
evaluat ing and predict ing t he likely im pact s of a proj ect ( including cum ulat ive
im pact s) on t he environm ent during const ruct ion, com m issioning, operat ion
and abandonm ent . I t also includes designing appropriat e prevent ive,
m it igat ing and enhancem ent m easures addressing t hese consequences t o
protect t he environm ent and t he com m unit y s w elfare.
2. I nit ial Environm ent al Exam inat ion ( I EE) : An I EE is em bodied by a docum ent
sim ilar t o t he EI A docum ent , but w it h reduced det ails and dept h of
assessm ent and discussion. I t can eit her consist s of an I EE report ( expanded
I EE) or a sim plified checklist t o be filled up by t he proponent t o ident ify and
assess a proj ect s environm ent al im pact s and t he m it igat ion/ enhancem ent
m easures t o address such im pact s, depending on t he m agnit ude of t he
project.
3. Proj ect Descript ion: The Proj ect Descript ion is a docum ent t hat describes t he
nat ure, configurat ion, use of raw m at erials and nat ural resources, product ion
syst em , w ast e or pollut ion generat ion and cont rol and t he act ivit ies of a
proposed proj ect . I t includes a descript ion of t he use of hum an resources as
well as activity timelines.
2.2 Project Implementation and Monitoring
During pre- im plem ent at ion, any EMPs developed as part of t he EA w ill be
incorporat ed in t he agreem ent s/ com m it m ent s bet w een MWCI and t he proj ect -
affected groups. Any capacit y building necessary for im plem ent at ion of t he EMP w ill
be provided at that time.

During im plem ent at ion, t he proj ect proponent w ill ensure t he EMP is incorporat ed
int o t he cont ract s used t o im plem ent t he proj ect . MWCI and facilit at ors w ill be
responsible for t he supervision and w ill provide supervision report s and indicat ors for
m onit oring and as required by regulat ory bodies. The proponent s w ill pr ovide
supervision for proj ect s w it h m aj or environm ent al and social issues or for t hose
proj ect s w here unant icipat ed issues arise. Addit ionally, MWCI w ill provide proj ect -
affect ed groups and t he general public w it h a m eans of filing com plaint s on
environm ent al issues ( including noise and ot her nuisance effect s) . The proj ect
proponent should respond t o t he com plaint and provide records of com plaint s and
responses to the fund manager as part of the supervision reports.
As part of t he m onit oring/ im pact assessm ent t o be done at t he end of t he proj ect ,
t he proponent s w ill ev aluat e t he effect iveness and im plem ent at ion of t he EMP. The
evaluat ion w ill be at t ached t o t he final r eport on t he proj ect and lessons learned w ill
be incorporat ed int o t he EA process for fut ure proj ect s, as appropriat e. Addit ionally,
EAs should be incorpor at ed int o a dat abase for fut ure reference by MWCI for proj ect
preparation and review. A file should also be kept on the comments on EAs to help in
t he review of proj ect s and encourage learning and consist ency in developm ent of
future projects.

Resettlement Policy Framework
I n case certain subproject civil works will result in the loss of land, or loss/damage to
asset s or displacem ent of households, a Reset t lem ent Act ion Plan ( RAP) shall be
prepared by MWCI based on t he Land Acquisit ion, Reset t lem ent and Rehabilit at ion
Policy agreed with the Bank. The RAP shall include a profile of the displaced persons,
t ype and m agnit ude of im pact s and com pensat ion/ reset t lem ent assist ance t o be
provided t o help rest or e/ im prove t he liv ing condit ions and livelihood of t he displaced
persons. Arrangem ent for int ernal and ext ernal reset t lem ent m onit oring has been
provided under t he fram ew ork t o validat e and det erm ine t he im pact of t he
int ervent ions m ade. All RAPs shall be subm it t ed t o t he Bank for review / clearance.
