III National Coordinators Meeting

· The III National Coordinators Meeting of the Project GEF Amazonas had as its
participants the National Coordinators or Representatives from the eight ACTO member
countries and representatives from the international organizations involved in the Project.
· In the opening session of the Meeting, representatives from ACTO, UNEP/GEF and the
OAS welcomed the participants and briefly presented the actions that have been taken in
the framework of the Project GEF Amazonas and the next steps that should be taken by
the National Coordinators and by the Project Coordination.
· The Executive Director of ACTO presented the institutional context of the mandates of
the Organization of the Amazon Cooperation Treaty, specially those regarding water
resources, as well as the Organization's structure and projects it is responsible for.
· The Regional Technical Coordinator presented the Executive Summary of the Project
GEF Amazonas, giving emphasis to the contributions received during the PDF-B phase
from the National Coordinators and hired consultants, especially those in charge of
investigating the National Visions for the Amazon Region in their home countries.
Besides, the Regional Technical Coordinator presented the budget of the Project.
· The Regional Technical Coordinator presented a brief analysis of the 3 components of
the Project GEF Amazonas:
I.
Strengthening of the cooperation capacity and of integrated hydro-
climatologic management in the Amazon Basin;
II.
Development of planning instruments (TDA and SAP);
III.
Execution, Monitoring and Evaluation.
· The National Coordinators and Representatives from the Amazonian countries presented
their comments to the Executive Summary of the Project GEF Amazonas, previously sent
to each National Coordinator.
· All attending National Coordinators agreed on the document, indicating that they had no
major comments on its overall content, but only punctual contributions, which were
presented, discussed and analyzed by the participants of the Meeting. Regarding national
counterpart contributions and possible sources of co-financing, some of the countries
provided the complete set of information requested, while others still have to send them
to the Technical Coordination of the Project. The methodology according to which the
missing national counterpart and co-financing information should be presented was
analyzed and agreed upon by the participants of the Meeting.
· Complementary activities that must be fulfilled by the National Coordinators and the
Technical Coordination of the Project GEF Amazonas were discussed and it was
determined that the missing contributions, especially those regarding information on
national counterparts and co-financing sources, should be sent by the countries to the
Regional Technical Coordinator until May 28th, 2007.
· It was also determined that each country should send to the Regional Technical
Coordinator a list of key actors that could be involved in the preparation of the Strategic
Action Plan (SAP) of the Project GEF Amazonas.
· The Regional Technical Coordination must compile the information provided and adjust
it to the Executive Summary of the Project GEF Amazonas so it can be submitted,
through the International Coordinator, to UNEP for final adjustments until June 12th
2007. On June 15th 2007, UNEP and the GEF will start reviewing the document and
processing its submission to the GEF Council, which should decide on the Project's
approval in November 2007.
· The implementation of the Project GEF Amazonas is expected to start in the beginning of
the second semester of 2008, once the details of each one of the activities of the Project
have been provided.
· Until June 12th 2007, ACTO should send a note to UNEP, in the name of the eight
Amazonian countries, demonstrating its support to the Project. Besides, ACTO will send
a copy of the referred document to the National Coordinators.
· In the ending session of the III National Coordinators Meeting of the Project GEF
Amazonas, the participants greeted the work carried out towards the elaboration of the
Project Executive Summary. The international organizations expressed their gratitude to
the National Coordinators and the Representatives of the countries for their active
participation in the Meeting.
