A. Background

As specified in Project Appraisal Document (PAD), Regional Facilitation Office (RFO) has
the task of organizing yearly (twice in the first year) meetings of the Regional Coordination
Group (RCG). The first RCG meeting was organized and hosted by Ministry of Natural
Resources and Environment (MONRE) of Vietnam in Hanoi on 19 October 2006. It was
organized back to back with Regional Workshop held during 17-19 October 2006 (agenda of
Regional Workshop and RCG appear in Annex 1).

B. Introduction

RCG members from Guangdong Province and the Central Government of China, Thailand,
Vietnam and FAO attended the meeting. There were observers from Project Management
Office (PMO) from Guangdong Province of China, Thailand and Vietnam (list of participants
appears in Annex 2).

The objective of the meeting was to provide high-level oversight over the project, to promote
institutional buy-in and to promote the livestock waste management agenda in policy circles.
As it was connected to the Regional Workshop, the RCG meeting can be used to gather
together the main points arising from the workshop, ratify these, and make additional
recommendations or notes as necessary.

C. Organizational and Procedural Matters

The opening of the meeting was presided over by the Chairperson, Dr Nguyen Van Tai,
Deputy Director General, Department of Environment, MONRE and Vietnam RCG member,
who welcomed RCG members from the three countries to the meeting. He requested the
assistance of Dr Henning Steinfeld, Chief of FAO/LEAD and FAO RCG member in
conducting the meeting.

H. Steinfeld informed the meeting on the resignation of Dr Bhavani Shankar, the pervious
project coordinator and introduced Dr Hans Wagner, the new project coordinator of the RFO.
He then informed the meeting on items for discussion as follows:

D. Findings and Recommendations

1. Review of Term of Reference (TOR) for RCG and members of RCG

The Terms of Reference (TOR) and the number of representatives to the RCG were
reviewed. The participants accepted the TOR with some amendments:

The RCG accepted the proposal by the Chairperson that the RFO coordinator should act as
a Co-Chair. It was further agreed that a final RCG meeting should be arranged at the end of
implementation of the project, as planned in the Project Implementation Plan (PIP) of the
RFO. A total of seven RCG meetings are indeed foreseen during the five-year project
duration. Two meetings will be held in the first year and one in each of the following years.
The meeting sites and modalities are also defined in the PIP.

The delegate from China inquired about the possibility of high ranking government officials
attending the RCG meeting. It was agreed that, on a no objection basis, outside participants
(mainly high government officials) can be allowed to participate as observers. Such
participant could contribute to increase the project's visibility and long term impact in the
countries. Details of additional participants shall be sent in writing to RFO and approved by
RCG members.

The RFP informed the meeting about the modalities of substituting RCG members according
to WB procedure/issue: (1) The membership in the RCG is `ad personam' (approved by the
WB) and the member should make every effort to attend; (2) In exceptional cases delegation
is possible but the person has to come from the same institution/ministry as the legal person
and this should be indicated in the delegation letter; (3) Only one delegation per country is
acceptable per RCG meeting; (4) The PMO has to send the delegation letter to Mr. W. Zhou
at the World Bank for 'no objection' with copy to the RFO.

2. Progress reports of China, Thailand and Vietnam

The Chair proposed to review the countries' progress reports. China RCG members
however indicated that countries' progress had been discussed at length during the Regional
Workshop and that there was thus no need for an additional review. Thailand and Vietnam
seconded this motion and the agenda item was skipped. However, the RCG and PMO
members formally endorsed the parameters and the sampling protocol for baseline
monitoring as per Annex 4.

3. Recommendations and endorsement of the RFO Progress and Work Plan

H. Wagner presented the activities achieved since Effectiveness on 8 August 2006:
(1) The Regional Facilitation Office (RFO) has been established by FAO in the FAO
Regional Office for Asia and the Pacific in Bangkok (FAORAP). A staff change was
necessary as the designated Regional Project Coordinator resigned from FAO and had to be
replaced. The RFO consists now of the following positions:

The RFO will be supported by ad-hoc technical consultants and a project assistant who will
soon be recruited .

1. Spatial planning of livestock production (10 days) ­ Dr Gerrit Carsjens
2. Technical advisor on manure management and environmental monitoring and
development of a decision support tool on nutrient management (60 workdays in
three missions) ­ Dr Harald Menzi
3. Animal waste management engineer (50 workdays) ­ Dr Colin Burton
4. Technical backstopping on manure management and environmental monitoring
(100 days 6 missions) ­ Dr Hong Lim Choi

Due to serious time constraints the full World Bank (WB) requirements for recruitment of
consultants could not adhered to. A waiver was received from WB regarding the need to
announce the positions for 4 weeks. Terms of Reference for the above positions had been
prepared. CVs and Personal History Forms were obtained from a number of experts and the
virtual Selection Task Force reviewed and selected the candidates.

The consultants undertook their first mission to Thailand, China and Vietnam and reported to
the preceding workshop. The main tasks of the mission was to support the start of
Component 1 activities and to finalize the baseline monitoring, to be presented and
discussed at the Regional workshop and endorsed by the RCG.The full reports are awaited.

4. Regional Workshop and RCG Meetings were organized

The first Regional Workshop and RCG meeting were held in 17-19 October 2006. The RCG
meeting is hosted by the Government of Vietnam.

Training needs for which direct or indirect RFO support is requested by the countries have
been identified during the Workshop and are listed in Annex 7. PMOs will be contacted by
the RFO to further evaluate and address their requirements.

5. Information material:

A draft project brochure has been prepared and circulated for endorsement by the RCG. A
few amendments such as addresses and logos of the PMOs will be added. The brochure will
be circulated for final approval. The participants suggested to translate the brochure into
Chinese, Thai and Vietnamese. A pilot website will be soon established and circulated for
comments by the RCG Members/PMOs.

The RFO requested countries to provide relevant documentation, publications and manuals
(even if they are in local language) to the RFO for archiving. Indeed, the RFO is only able to
properly serve the countries if it is kept up-rest with the developments.
The Chairperson commended RFO on productive activities done since the effectiveness and
noted that the website will be a valuable communication tool for countries for countries.

China RCG members requested to receive a quick feedback from backstopping missions
implemented by the RFO. It was clarified that the consultants will submit reports within one
month and RFO will then forward the reports to all countries. The chair agreed with China
RCG and suggested that consultants prepare brief notes on their findings before they leave
the countries. This suggestion was welcomed by the RFO.

China RCG members also suggested that FAO and the World Bank should combine
consultants' missions to countries, in order to reduce burden on the PMO and Government
Officials. The RFO proposed that organisational work could be reduced by making
backstopping missions less formal. Such missions are indeed purely technical and no official
meeting with high-rank officials is required.

China RCG members further proposed to invite WB officers to attend the RCG. The RFO
understood from previous discussions with WB that WB considered the RCG meeting a
country activity. The chair suggested that the host country would invite the WB task team
leader to attend and, if WB decides to participate, a specific session on administrative issues
would be organised; the rest of the meeting would focus on technical discussions and are
limited to countries RCG and FAO.

The Regional Coordinator presented the work plan for the RFO for August 2006 to
December 2006 and January 2007 to December 2007 (details are in Annex 5). China RCG
members asked if project management trainings for countries' PMO could be included in the
trainnings organised by the RFO. H. Wagner clarified that the RFO budget is allocated
specifically for technical trainings requested by PMOs. The RCG members endorsed the
RFO activities and work plan

6. Selection of new sites for demonstration to be included by countries in 2007

The RFO stressed the need to urgently initiate the search for new project sites. The number
of sites included in the first year activities is indeed very limited in comparison to the project's
targets. A. Chiyakul (Thailand RCG) informed the meeting on Thailand Project Launching
Workshop held in Bangkok on 19 September 2006, which attracted many new farmers. One
large pig farm in Rachaburi showed interest to join the project in the second year.

S.Y. Li (China RCG) also informed the meeting that the plan for site selection in year two
has been arranged. China RCG has concrete plan and ideas for new site selection.

The RFO encouraged PMO to act proactively and emphasized the importance of a fast
move on new sites selection, otherwise the project might fall behind the schedule. The RFO
then proposed include thorough discussions on new sites selection in the agenda of the next
RCG meeting.

It was also made clear that the outline of a replication strategy is expected by December
2006 as specified in the key performance indicators at negtiations. The RFO indicated its
availability to provide assistance upon request.

7. Next RCG meeting ­ suggested April 2007 in China

The RFO proposed the next RCG meeting be held in China in April 2007. China RCG
members agreed to host the next meeting, but need to check their availability in April. China
RCG members asked for clarification about the RCG meeting arrangement. H Wagner
explained that the RFO will prepare the agenda in consultation with China RCG. As the next
meeting will be no longer connected to the Regional Workshop, more issues will be
discussed in the meeting (e.g. decision on Decision Support Tools), that will tentatively span
over more than one day. H. Wagner also clarified meeting funding rules, as stated in the
PAD.

H. Steinfeld (RFO) invited the PMOs to combine the RCG meeting with a field trip, national
workshop, or other relevant activity. The Chairperson and participants agreed to the idea.

China RCG members commented that in April 2007, the ground activities in demonstration
sites might not be finalized and that the RCG members may be invited to visit other sites.
The RFO will soon contact China RCG regarding the agenda and field trip organization.

8. Other business

The RFO requested the RCG member to send all the project documents to RFO for internal
dissemination and records.

E. Closing of the meeting

The RFO thanked the Vietnamese officials in MONRE for their hospitality and kind
assistance, and to all RCG members for their contribution and productive discussions.

The Chairperson expressed his gratitude to all RCG members and the FAO for their full
cooperation and contribution, and wished everyone a safe trip home.

LIVESTOCK WASTE MANAGEMENT IN EAST ASIA PROJECT

Terms of reference (TOR)
for the Regional Coordination Group

Members:

Four representatives from Thailand;
Four representatives from China - Guangdong;
Four representatives from Vietnam;
Four representatives from FAO LEAD

Duties:
a. To review project progresses and make recommendations to the steering committees
in the three countries and to the regional facilitation unit for a coordinated project
implementation;
b. to review and endorse the regional facilitation unit's work plan;
c. to ensure the issue of manure management remains on the political and budgetary
agenda of participating countries;
d. to facilitate the gradual adoption of common policies and practices thereon between
the partners; and
e. to diffuse and publicise the project achievements in countries and regional
organisation connected to the South China sea.

Meetings' organisation
Meetings will be organised twice a year during the first year and once a year
thereafter (7 meetings planned). Additional meetings can be organised upon request
of one member and agreement of all members;
the regional facilitation unit will propose meetings agenda and prepare minutes;
the RCG meeting will be hosted by participating countries: first in Vietnam, then in
China, then in Thailand and thereafter on a revolving basis;
a representative of the country hosting the RCG meeting will be chairman of the
group, until the successive meeting;
the regional facilitation unit will pay for members' international travel and
accommodation whereas the hosting country (revolving) will pay for the local costs
associated with the meeting.

Background and Rational for Regional Support Services
In each of the participating countries it is evident that a growing awareness of environmental
and public health issues associated with livestock waste management is often not translated
into action because of a lack of knowledge and experience about how to deal with the issue.
On the other hand, many of the policies and technologies required to effectively address the
issue would be similar in Thailand, Vietnam and Guangdong province, as well as in other
countries and provinces bordering the South China Sea. It therefore makes sense to draw
on cross-country synergies, skills and economies of scale in pursuing the achievement of the
project's objectives through a regional component serving each of the participating countries.
In addition, the regional component will provide an organizing framework and necessary
analytical support to permit the project to constructively evaluate its own performance and to
identify opportunities for replication and strategies for scaling-up of the project's results. The
subcomponents are:

Establishment of the RFO
The Regional Facilitation Office has been established by FAO in the FAO Regional Office for
Asia and the Pacific in Bangkok (FAO-RAP). A change was necessary in the early stages
as the designated Regional Project Coordinator resigned form FAO and had to be replaced
The RFO consists now of the following positions:

Consultants recruited
Terms of Reference for the following positions have been prepared
1. Spatial planning of livestock production (10 days)
2. Technical advisor on manure management and environmental monitoring and
development of a decision support tool on nutrient management (60 workdays in
three missions)
3. Animal waste management engineer (50 workdays)
4. Technical backstopping on manure management and environmental monitoring (100
days 6 missions)

CVs and PH-Forms were obtained and the virtual Selection Task reviewed and selected the
candidates.

The consultants undertook their first mission to Thailand, China and Vietnam. The main task
of the mission was to finalize the baseline monitoring to be presented and discussed at the
Regional workshop and endorsed by the RCG

Meetings organized
The first regional workshop and RCG were held in October 2006 and hosted by the
Government of Vietnam (see separate Report Annex II).

The draft project brochure has been prepared for endorsement by the RCG.
