6. Summary of Overall Project Progress:

The project has completed three 12 month periods (12 quarters) as at the end of September
2008 (this reporting period). A number of monitoring and evaluation events have taken place
in 2008, the more significant of those being the completion of the UNDP lead Mid-Term
Review undertaken by independent consultants and the 2007 Annual Review of the OFM
Project performed under contract to the Project Coordination Unit. The reviews were
successfully conducted with distinctive terms of reference and will be the subject of
discussion at the 4th meeting of the project's steering committee which will convene at Apia,
Samoa between 17 ­ 18 October 2008.

Activity progress is reported against the annual work plans and are described in the following
section by the projects major components. Progress in component one that seeks to enhance
understanding of the oceanic fish stocks in the region is steady with the completion of a
number of upgrades for the standardized database and monitoring programme (TUFMAN).
These improvements are in response to reporting requirements for the WCPF Commission
and make the system robust and useable. This includes a new Data Observer module. This
work is also complemented by the training for nationals using the system.

Two stock assessment work shops were held this year, and although not directly funded by
the project any more they contribute to the project's objective of contributing to helping
national scientists understand, interpret and apply the results of regional stock assessments.

Ecosystems monitoring and analysis continues to add to the knowledge base by biological
sampling and adding to the database on seamounts for a better understanding of the WTP
warm LME of the western & central Pacific. Work has commenced on the IUCN activities to
better understand the effects of pelagic fishing on seamounts with the recruitment & literature
reviews. As a result of the redesign, funds have been reallocated to SPC to contract a Spatial
Analyst specialist who will analyse seamount impacts on physical/biological oceanography
and fishing patterns.

Efforts to make Ecological Risk Assessment in the context of the WCPF Convention and the
Commission at national and for a regional comprehension is progressed.

Legal, policy and compliance issues continue to be addressed at sub-regional WCPFC
workshops. In addition, countries are (Samoa, Vanuatu, Fiji)receive assistance to review
existing laws and with drafting new laws, regulations and agreements in line with WCPF
Convention.

Prosecutions, Dockside and Boarding workshops have been held contributed to training and
building the capacity of nationals to enforce fisheries laws.

Ecosystems based fisheries management and reviews of tuna management plans (Vanuatu,
Nauru) have been completed or are being progressed. In the case of Nauru in the course of

work done in relation to institutional strengthening and reform feasibility work being
undertaken.

FFA provides comprehensive briefs to prepare FFA member countries for participation at the
actual Commission meetings themselves and devotes a significant amount of resources
(project and others) for the preparation of material for the WCPFC sub-regional management
options workshops.

The training of policy makers, technical personnel and others includes in this reporting period
the national workshop held at the Marshall islands and a seminar for Tuvalu government
officials. Attachments form Vanuatu and Kiribati have occurred in this quarter.
