SIDS, regional organisations (e.g. FFA, SPC, Pacific Forum Secretariat, USP, SPREP), potential donors
(e.g. GEF, EU, Japan, AusAID) and NGOs (e.g. WWF, Greenpeace, FSPI).
Considerations:

lTake mid (5-10 yr) and long-term
