Talofa everyone, my name is Don Bromhead, I am a fishery scientist in the stock assessment section of the OFP-SPC and one of the four OFP staff specifically tasked with fulfilling SPCs obligations under the OFMP. I confess to being mostly an expert in my own area of this project but I will endeavour to answer any questions you might have pertaining to the other areas as best I can, and if I cant answer a question will endeavour to provide an answer by days end after contacting my other OFMP colleagues back in Noumea.
The OFP_SPCs main role in the Oceanic Fisheries Management project is to undertake a range of activities that address the “Information and Knowledge Objective” of that project – more specifically to improve the understanding of oceanic fish resources of the Western and Central Pacific Warm Pool.
These activities occur under Component 1 of that objective, being the scientific assessment and monitoring enhancement which aims to [read slide]…

I am now going to provide an overview of the tasks under each subcomponent and OFP-SPC progress towards achieving those tasks in the past 12 months.

There are 4 key outputs intended to be achieved under the subcomponent 1.1 (Fishery Monitoring Coordination and Enhancement)
The first of these is output 1.1.1, a template…[read slide]
In the past year 4 new updates have been developed and instigated for the TUFMAN data management system, which will lead to improved and enhanced standard of reporting. These updates include EEZ breakdowns, best estimates for catches, and telex report summaries. The TUFMAN system is continually being improved and updated, with a comprehensive review of data entry forms currently underway to ensure proper robustness, data validation, formatting, reports and data entry. In addition to these a new observer data module is being developed as well as a video training manual for using the TUFMAN system. Future work will include development of data registry and vessel modules.
The second key output under subcomponent 1.1 is the National monitoring….[read slide]
This table shows activities completed since the start of 2005. Good progress is being made in this respect with most of the gaps apparent in the table to be filled in the next 12-18 months. Specifically, excellent progress has been made with respect to the installation and updating of TUFMAN and CES across nearly all countries, as well as in-country visits and attachments to facilitate training in use of these systems. Technical equipment (computers etc) have been provided in instances where a need to do so (and allow use of TUFMAN system) has been identified, and financial support towards database management positions (and more recently data entry positions) in country has been provided to countries where there was a significant need for that.
Future work under this output includes the completion of National Tuna Data Procedures Documents and in-country data audits.

The third output under this subcomponent is the development of a regional monitoring coordination capacity….[read slide]
In the last 12 months 3 major outputs have been completed under this item, being the running of the Second Tuna Data workshop in April 2008 (and a link to an outline of that workshop is provided here), the completion and distribution of the 8th edition of the monitoring newsletter “Forklength”, and the 7th Data Collection Committee Report with revised and translated data forms available on-line.
The next edition of Forklength in currently in progress, and a third tuna data workshop as well as an additional Data Collection Committee meeting are planned for 2009.

The final output under the Fishery Monitoring, Coordination and Enhancement subcomponent is the Training of national monitoring….[read slide]
