Abstract: Consultants specialists in (1) Oil Spill Contingency Planning, (2) Environmentally
Sensitive Areas Mapping and (3) Ecosystem Evaluation to provide services in the beneficiary
countries which are Comoros, Kenya, Madagascar, Mauritius, Mozambique, Tanzania,
Seychelles and South Africa.

The Indian Ocean Commission (IOC) now invites interested consultants to register their interest
for the above referred specialists' short term time-based consultancy services.

Selected consultants will thereafter be invited to submit Proposal for Services on a time ­ based
short term contract to provide specific services in the project beneficiary countries for the
preparation of Oil Spill Contingency Plans, Environmentally Sensitive Areas maps and for
Ecosystem Evaluation.

Indian Ocean Commission (IOC) is an Inter-Governmental Organisation created in 1984 under
the General Agreement of Victoria (Seychelles) and it comprises the following five countries:

Comoros, France (Reunion), Madagascar, Mauritius and Seychelles.

Amongst its many missions, it is responsible for the implementation of marine and coastal projects
under COMESA and to promoting maritime safety and the prevention, reduction and control of
marine environment degradation from sea-based activities including spills at sea from bilge etc.
In this particular project, IOC is collaboration with South African Marine Safety Authority
(SAMSA) will be responsible for the implementation of the above referred project.

The WIOMH project

The main project will be implemented under a triangular agreement between WB/South Africa
(SAMSA), WB/IOC and SAMSA/IOC. The project as a whole will be implemented under the
direction of the Regional Coordinator based in South Africa. However Components b and C of the

project dealing with oil spill contingency planning and coastal resources protection will be
implemented by the IOC, as further indicated below.

The overall project's medium to long-term global environmental goal is to reduce the risk of ship-
based environmental contamination and to strengthen the capacity of countries to respond to oil or
chemical spill emergencies in the region.

The project has three specific global environmental objectives. The first is to ascertain the
economic, technical, and institutional feasibility of introducing modern aids to navigation systems
in the region, such as an electronically supported marine highway, to guide ships through sensitive
areas and to encourage monitoring of the movements and activities of fishing and other vessels
operating within countries' territorial waters. The second objective is to support widening the
existing regional agreement (June 5, 1998) on port state control and implementation of its
provisions. The third objective, focusing on Kenya, Mozambique, South Africa, and Tanzania, is
to reduce risks of environmental damage to beaches, fishing grounds, and other domestic resources
from spills of oil and chemicals.

Terms of Reference

Activities to be carried out by the IOC under the project Agreement

Component B capacity Building for the prevention of Coastal Marine Pollution

Carry out activities to enhance knowledge in the prevention of coastal and marine contamination
within the region including,

1.
Conducting comprehensive capacity building program to include seminars, workshops
and training of trainers on, inter alia, promote safe marine navigation, development and
implementation of national contingency plan, prevention of marine and coastal
pollution , risk assessment and development of appropriate responses strategies
enforcing of fisheries regulations , and related matters;
2.
Supporting the development of the site specific pollution prevention and contingency
management plans for coastal and marine biodiversity hotspots with high risk profiles;
3.
Supporting the development of a methodology to carry out baseline studies to identify
key environmental resources; and
4.
Supporting the development of a regional database and geographical information
system on marine and coastal resources.

Component C: Building capacity for regional oil response

1. provision of advisory services to participating states for the adoption and implementation
of International Maritime Organization conventions;
2. Carrying out activities to assist participating states to develop or update national oil spill
contingency plans and support the development of the marine ecosystem sensitivity map
3. Assess the needs and preparing specifications for oil spill response equipments;
4. Carry out activities to facilitate the regional integration for monitoring environmental
conditions and causes of environmental degradation and damage.

Responsibility

The consultants will be recruited to provide specific inputs in achieving the goals of the project which are
as follows:
1. Initiate, train and assist in the preparation of National Oil Spill Contingency Plans.
2. Initiate, train and oversee the preparation of Environmentally Sensitive coastal areas maps
3. Initiate, train and assist in the ecosystem evaluation of coastal and marine resources.

Qualifications and experience of the consultants are as follows:

Consultants are expected to have at least an MSC University degree in Environment in the relevant
field for the satisfactory discharge of their missions (ii) they should have at least 5 years of proven
practical experience in similar projects and in areas of their speciality at regional or international
level and (iii) be very fluent in spoken and written English and French and knowledge of
Portuguese would be an advantage
TM additional requirements
Good familiarity with the national institutional, policy and regulatory frameworks relating to
maritime affairs and environment and knowledge of international laws and conventions relevant to
the project such as IMO conventions and UNCLOS
TM Good knowledge and working experience in the region is highly desired
TM Good communication and report writing skills;
TM Understanding and sensitivity to the diversity of cultures, traditions and languages of Western
Indian Ocean region would be an advantage.
TM Familiarity with the policies, programmes and operating styles of the local and national
governments that are participating in the Western Indian Ocean Highway Development and
Coastal and Marine Contamination Prevention Project would also be an asset

Consultants/s will be selected in accordance with the procedures set out in the
World Bank's Guidelines: Selection and Employment of Consultants by WorldBank Bank
Borrowers
(May 2004 Revised October 2006).

The IOC now invites interested but suitably qualified Consultants to register their interest with the
Indian Ocean Commission, and submit the following information: (1) General information on the
Consultant's experience in the field of the assignment, description of previous assignments/works,
references and other relevant experiences and (2) Information on availability for the assignment,
experience and remuneration history etc must be provided.

Following the evaluation of the registered interests, the short listed consultants will be invited to
submit their proposals for final selection and contract signature.

Interested Consultants must register their interest with the Indian Ocean Commission by 31st July
2008
