INTRODUCTION
Campaign in Special Nature Reserve "Zasavica" was launched on November 10, 2005 by
organising Stakeholder Meeting in Sremska Mitrovica. Meeting took place in Regional
Economic Chamber with purpose of introducing the DRP Campaign. Main persons from
local villages, municipality of Sremska Mitrovica and local NGO actively participated at the
meeting. Representatives of Republic Directorate for Water / Ministry of Agriculture,
Forestry and Water Management, DEF SM and local media were present on that occasion
as well (See list of participants Annex 1).
At the beginning of the meeting participants were introduced to the Danube Regional
Project in general and purpose and planned activities within the "Zasavica" Campaign.
After all problems that are present in Special nature Rezerve "Zasavica" were discussed.
Problem with increasing water level in the reserve and consequently flooding of private
agricultural land was pointed out as a hot issue. Local villagers expressed their most
dissatisfaction with the situation and claimed compensation for the lost of the this year
harvest. Potential solutions for this problem were given such as cleaning up channels that
take away water from the Reserve to the Sava River and renting the private land for a long
period of time. Other problems were discussed as well eg. low level or lack of water in
some part of the Reserve, illegal hunting, three cutting and illegal garbage dumping.
Generally participants expressed willingness to help and take part in solving all problems
and supported the Campaign.
Meeting with members of Ecological Movement of Sremska Mitrovica, who will implement
the campaign, and expert in campaigns Mr Tony Hare and Ms Sylvia Koch (DRP) took place
On November 11, 2005. Meeting was practical one with purpose of making action plan for
the campaign and training the persons who will conduct the local community survey. After
discussion it was agreed that campaign should be focused on garbage issue since 8 month
campaign is too short for dealing with all existing problems.
According to the action plan and time frame following activities have been implemented so
far in the period of December 2005 ­ June 2006.

DECEMBER 2005 ­ JANUARY 2006
2.1. Local community survey
Two villages (Radenkovi and Zasavica II), from 9 existing at the territory of the Reserve,
were selected for conducting the survey. Survey involved 100 people in total and results
show that majority of the inhabitants consider Nature Reserve "Zasavica" really important
as Serbian natural heritage and problem of illegal garbage dumping as a serious problem.
According to the opinion of most of the people solutions for garbage problems are
adequate fines and building of dump. On the other hand, majority think that the only one
who should be blamed for garbage problem are the people themselves and local
government (see results of the survey in Annex 2).

leaflet
Posters and leaflets were printed and widely distributed especially to the schoolchildren
during the first educational seminar organised in February. They are focused on garbage
issue and had great effect not only on schoolchildren but also on local people.

2.3. Media work
After finishing the survey two press releases was produced with great help of Paul with
purpose of drawing attention of the audience to the problems of garbage in Zasavica which
appeared to be serious according to the results of the survey. In press releases first
educational seminar for schoolchildren was advertised as one of the numerous action that
will be implemented during the campaign. Thanks to previously established contacts with
local media broadcasting about the campaign was great success (PRs are enclosed):

3.1. Educational seminar for schoolchildren
First educational seminar for schoolchildren was organised on 3 February 2006 in a local
school in village "Zasavica II". Children from eight local school participated at the seminar
(30 children 5-8 grade of primary school). During the seminar children were introduced to

the campaign and its goal, importance of wetlands in general and Zasavica wetland in
particular. Second part of the seminar was dedicated to the threats to wetlands and
problem that Zasavica encounter at present. Garbage problem was in focus and by simple
exercises children were stimulated to think about possible solution and what they
themselves can do to prevent further deterioration.
In the end Children's Committee, containing 5 schoolchildren, was established with main
purpose to take part in negotiation process with local government (together with selected
local people and NGOs representatives) about garbage problem in the community.

3.2. Round table for local people
Round table for local people and NGO representatives was organised on March 29th 2006.
It was agreed during the meeting that local government has to be pushed to build local
dump. Meeting with local government with the aim of requesting for garbage problem
solution was considered as the action of the highest priority.

3.3. Meeting with local government
Meeting with local government (persons in charge of environmental issues) was arranged
on April the 14th. Delegation consisting of 3 local people, 2 NGO`s representatives and 5
schoolchildren ­ member of the Children's Committee negotiated with local government
about possible help that local and national government could offer for solution of
environmental problems that exist in Specilal Nature Reserve "Zasavica" and cause even
health problem to the local people living in the area. Meeting passed in peace and friendly
atmosphere and "delegation" got information that building of regional dump is planned by
Ecological Fund (body within National government). Till than the only solution is to raise
awareness of the local people not to put garbage "everywhere".

4.
MAY ­ JUNE 2006
4.1. Booklet about the value of the Reserve
Booklet contains detail information on geographical, geological, hydrological and
biological (flora and fauna) characteristics of the Reserve. Special chapters are dedicated
to the rules for behaviour in the nature and valorisation of the Reserve.
Booklet has 219 pages with English summary at the end.

4.2. Educational seminar for schoolchildren in the field
Educational seminar in the field as well as cleaning up actions were initially planned for
April but everything was postponed for late May and June due to high spring water level.

Educational seminar took place in SRP Zasavica on June 10th. Children had opportunity to
see in the nature what they learned in the theory. Mr Mihailo Stankovic, coordinator of the
biological researches in the reserve, showed children rare and endemic plant species and
those extremely important for the nutrient removal. Children also watched birds using
binocular.

4.3. Cleaning up actions
First cleaning up actions was organised on May 24th, 2006 and the second one on June
2nd. Each action involved 25 schoolchildren and they cleaned the reserve from plastic
bottles, plastic bags etc. All geathered garbuage was collected by the communal services.

4.4. Second local community survey
Results of the second survey, that was done at the end of the campaign and involved
again people from the villages Radenkovi and Zasavica II, did not show extreme
differences in comparison to the results of the first survey. Again majority of the
inhabitants consider Nature Reserve "Zasavica" really important as Serbian natural
heritage and problem of illegal garbage dumping as a serious problem.
Majority of the interviewed people think that solution for garbage problems are adequate
fines and building of dump and people themselves and local government should be blamed
for environmental problems

4.5. Second Meeting with local government
Second meeting with local government was held on June 5th, 2006. Representatives of
NGO Ecological Movement of Sremska Mitrovica, local people and members of Children's
Committee informed mayor of the town Mr Zoran Miscevi and his colleagues about
progress and results of the campaigns and requested that officials seriosly take into
consideration necessity for solutions of garbuage problems.
Mr Zoran Miscevi promised to put finacial resources from the newly established Eco- Fund
in the remuval of the wild garbage dupms and building dumps for the dead enimals. In
the two villages nearest to the Reserve containers for garbage will be set up in the
autumn 2006.
Results of the negotiations with the mayor of the town are extremely positive and in
comparrison to the results of the meeting with municipality representatives in April they
are a grat step forward in the solution of the ecological problems in the Special Nature
Reseve Zasavica.

4.6. Final manifestation on Danube Day with quiz on
wetlands
Final manifestation on Danube Day with quiz to test knowledge of the schoolchildren about
wetlands took place in the Special Nature Reserve on 17th June.
Schoolchildren that participated at education seminars and cleaning up action, teachers,
local people, local NGOs, DEF SM representatives and local media were present on that
occasion.
Purpose of the final manifestation was to promote achieved results of the campaign and to
test knowledge of the schoolchildren on the importance of the wetlands in general and
values of the Zasavica.
Quiz was organise in a way that schoolchildren was divided into three groups and were
answering to the 45 questions on wetlands, their importance in nutrient removal, SRP
Zasavica and its ecological characteristic. Special set of questions were about threat to the
wetlands and ways of overcoming them. Children showed excellent knowledge and
interest in the topic. All schoolchildren got diplomas for participating in the campaign and
CDs with presentations on wetlands. In additional to that members of the wining group got
small prizes donated by the Ecological Movement of Sremska Mitrovica.
Everything was recorded by the local TV and interview about campaign was made by the
Mr Slobodan Simic ­ Ecological Movement of Sremska Mitrovica, Ms Mirjana Bartula ­ DEF
SM and schoolchildren from the winning quiz group. Interviews were broadcasted in the
evening news the same day.
At the end of the manifestation participants either took a boat or canoe drive through the
reserve.
