REGIONAL PRIORITY SETTING MEETING (PSM)
UNEP/GEF Regionally Based Assessment of Persistent Toxic Substances Project

The main goals of PSM:
- Critical evaluation of the first version of draft of Regional Report
- Collection of additional and missing information from countries of the region
(sources, levels, hot spots)
- Discussion of national specifics, strategies, hot spots, sources
- Discussion of regional priorities, strategy, alternatives, hot spots, management options
- Scoring of priorities on the regional level based on the national evaluation

Main topics of discussion and conclusions:
1) National presentation and contributions - Sweden (useful approach for management
of POPs problems), Finland, Romania, Latvia, Armenia
2) Discussion of priorities and gaps definitions, regional characteristics
3) Discussion of priorities and gaps sources - discussion concerning to new potential
sources of POPs (sealants, diffuse sources); measurements of emission factors;
emissions to the water and soil; evaporation from soils)
4) Discussion of priorities and gaps environmental levels, hot spots - main focus on
hot spots, some new information from west part of region will be collected and added
to the Regional Report as a example pf solving and management for Central and
Eastern part. Questionnaires was discussed as very problematic tools of these projects
especially if during last few weeks the system was out of function and it was not
possible to send the questionnaires to the Geneva.
5) Discussion of priorities and gaps human and wildlife effects - the broadest
discussion - the main problem of discussion was focused to the structure of
subchapter and using of information concerning to the effects and their mechanisms
from other region in the part which will describe generally these effects. Actual
structure is more oriented to the works and their results from region. But it was
agreed that some general overview of effects would be added. Also the scoring
system as far as effects was very criticised and discussed long time. The result of this
discussion was that the scoring system will be use only for final scoring not for every
chapter and will be detailed described in the regional context.
6) Discussion of priorities and gaps transboundary movement - this chapter and its
form was found as very useful and illustrative for the Report
7) Regional priorities, Preliminary assessment of the regional capacity and need to
manage PTS Identification of barriers, Identification of needs Recommendation for
future activities - the conclusions and future regional co-operation were discussed
mainly. Finally the potential additional national contributions were discussed and will
be sent to regional co-ordinator.
