
Recommendations of the Second Steering Committee Meeting
of the Reducing Pesticides Runoff to the Caribbean Sea (REPCar) Project
The Meeting:
Having convened the Second Project Steering Committee Meeting of the GEF-REPCar Project in Santa
Marta, Colombia, 21 November 2007;
Making
reference
to the First Project Steering Committee Meeting of the GEF-REPCar Project, Panamá
City, Panamá, April 12 and 13, 2007;
Recommend to the Regional Project Executing Agency and the National Executing Agencies of the GEF-
REPCar project the following:
1. Approve the project workplan for 2008, as presented during the meeting, taking specific note of:
a. the modification of the project workplan to include the recruitment of assistants to national
coordinators in the three participating countries;
b. the prompt the starting-up of activities in the countries, in accordance with the components of the
2008 workplan presented, which include:
i. the National Coordinating Committees will be responsible for the selection of crops and
Cimplementing agencies for the development of the demonstration projects in Good
Agricultural Practices for approval by UNEP-CAR/RCU,
ii. the joint preparation and execution of the coastal monitoring programme,
iii. the establishment of the advisory panels to oversee the development of technical guidelines
for the demonstration projects and coastal monitoring programme,
iv. the inclusion of a quality assurance system as part of the pesticides monitoring programme,
v. the compilation of statistics on pesticide use
2. Submit updated letters of commitment regarding co-financing to the Project Coordinating Unit before 28
February 2008 (countries which have not yet done so).
3. Review the logical framework matrix and indicate appropriate targets for the proposed indicators in each
country.
4. Approve the modifications made to the budget for the GEF contribution to the project, as presented during
the meeting, with specific funds for supporting the hiring of assistants for the national coordinators in the
three participating countries.
5. Request the Project Coordinator to take appropriate action to have the amended budget reviewed by UNEP-
DGEF.

6. Request the Project Coordinator to take appropriate steps in facilitating a 13-month extension of the project
from November 2009 to December 2010.
7. Promote the ratification of the LBS Protocol at the national level in the three countries participating in the
project.
8. Welcome the proposal of the Government of Nicaragua to host the Third Project Steering Committee
Meeting in 2008.
