T he 2nd Regional Workshop of the Environmental Impact Assessment (EIA)
Task Force was held in Zanzibar, Tanzania, on 29th and 30th of January
2007. The meeting was attended by 24 EIA regulatory experts from the WIO
region. The meeting was officially opened by the Minister of Environment, Zanzi-
bar and was jointly hosted by the Department of Environment, Zanzibar, and the
National Environment Management Council (NEMC) of Tanzania.
The main goal of the meeting was to discuss progress made in the implementa-
tion of the EIA Component of the WIO-LaB Project. In particular, the delegates
reviewed the draft regional Guidelines for Environmental Assessment in the
Transboundary Context, the draft Report on EIA Approaches in the WIO Region
and the draft revised Article 13 on EIA of the Nairobi Convention. The Task Force
provided useful suggestions and recommendations for the finalization of the
Guidelines as well as the regional report, and agreed upon the work plan for the
year 2007. Finally, the meeting set a target for the official launch of the Re-
gional EIA Guidelines during the First Regional Southern African Conference of
the International Association for Impact Assessment and discussed the strate-
gies for domestication of the EIA Guidelines in participating countries through
training and awareness raising.

Team will be responsible for drawing up the various chap-
ters of the TDA, undertake detailed analysis of transbound-

The Team first gathered in Nairobi, Kenya from 27th to
29th March 2007 to establish appropriate approaches and

was furthermore established through a Regional TDA work-
shop held in Nairobi from 17th to 19th April 2007, where

(Governmental and non-Governmental) were united to un-
dertake an initial identification and assessment of the
transboundary problems of the region. A report of the latter
workshop is presented on page 10.
