BACKGROUND

The « Agricultural Pollution Control Project » is implemented under a Grant Agreement, with
a value of 4 mills. XDR, concluded between the Government of Romania, represented by the
Ministry of Public Finance, and the International Bank for Reconstruction and Development
acting as implementing agency for the Global Environment Fund, signed on 16 January 2002,
at Bucharest and approved by Government Emergency Ordinance no. 19 from 4 March 2002.

The Project's general objective is that of significantly increase the use of environmental
friendly agricultural practices, in the area of 7 communes from Clrai County, and which
lead to reducing the discharge of nutrients from agricultural sources from Romania, into the
Danube and the Black Sea.

The Project is a demonstration activity in Clrai County, South of Romania, along the
Danube River.

This Report presents in a succinct way, the main achievements during Project
implementation, the problems met and the actions undertaken for their settlement, in the
period between 01.01.2005 and 30.06.2005.

The Project Implementation Plan for year 2005 was approved by the Project Local
Coordination Committee during the meeting from 14 January 2005 (Annex 1). After five
months of implementation, the Plan has been updated according to the progress achieved and
the requests received from the local stakeholders. The updated Implementation Plan has been
approved during the meeting of the Local Coordination Committee from 27 May 2005
(Annex 2).

Component 1: Activities in Clrai County


A. Manure management. This sub-component provides, to the seven Project communes,
grants for construction works of improved manure storage facilities, meeting the
environmental requirements, and equipment for manure collection and application on
agricultural lands, as organic fertilizer. The Project provisions construction of manure storage
facilities at village level, and manure storage facilities at household level, as well as the
equipment for manure handling and spreading. Also, there is provided training and
community awareness sessions regarding the good manure collection and management
practices including composting, testing and application on lands as organic fertilizer.
The implementation of this sub-component is carried out according to the provisions of the
Operational Manual for the Manure Management System.

The key aspects related to the implementation of this component were:
a. Obtaining the operating authorization for the 15 finalized manure management
facilities, at village level;
b. Procurement of the rest of manure management equipment;
c. Training the machinists (mechanics, tractor drivers);
d. Monitoring the construction works, reception and delivery of the last lot of individual
manure storage facilities;
e. Providing euro-bins for separated collection of household waste;
f. Continuing the training of the specialists from the communes, regarding the operation
means of the commune level manure management facilities;

g. Providing small equipment for controlling and conducting the composting process.

The implementation of this activity is very advanced, aprox. 95% of the funds provided being
already spent.

According to the Implementation Plan, obtaining the operating authorizations and the
payment of the related taxes was the beneficiary communes' task. PMU has provided its
support for the realization of the documentation required for authorization. Consequently the
communes' application, EPI Clrai has issued the operating authorizations for the manure
management platforms.

During the reporting period the procurement of the rest of the provisioned equipment has been
finalized, consisting of 4 tractors, 7 trailers, 7 tanks and 7 manure spreaders. The supplier has
trained the machinists. All the technical documentation regarding the imported equipments'
handling and operation has been translated into Romanian language, by the PMU, and given
to the communes.

Also, the construction of the final 747 individual manure storage facilities has been finalized,
and each household to where the individual manure storage platforms have been installed,
received a euro-bin each for separate collection of household waste.

Having in view that the good operation of the commune level platforms is closely related to
the separate collection of the household waste, the communes requested a supplementary
number of euro-bins to be distributed to the households that have animals but did not receive
an individual manure storage platform, in order to facilitate the storage of manure without any
household waste, and which may be accepted at the commune level manure management
platform. Following the analysis of this proposal and having in view that the funds allocated
for this purpose were spent in less than 50% it was agreed with the Bank the procurement of a
supplementary number of 2.100 euro-bins, 300 for each commune, thus the PMU starting the
procurement according with the agreed procedures.

B. Testing/Demonstration of the environment friendly agricultural practices.

The main activities for this component for year 2005 are consisting of demonstrations
regarding the:
- Protection of the underground water feeding wells;
- Tree planting on the degraded lands on the terrace area;
- Demonstrations regarding the efficient rehabilitation of the unauthorized waste
platforms;
- Collaboration with the "Agricultural Services Support" Project (ASSP), under
the "Competitive Grant Scheme";
- Grazing management.

The testing/demonstration program of the environment friendly agricultural practices, started
during year 2003, has been finalized at the end of year 2004. A survey regarding the use of
the environment friendly agricultural practices, promoted under the Project, and monitoring
the impact and adoption rate of the testing/demonstration program, had highlighted the
necessity of extending the demonstration program, from plot level to farm level. Therefore it
was agreed with the Bank that there will be selected a number of 7 farms, in the terrace area
as well as in the polder area, for which there will be designed Nutrient Management Plans by

a procedure which will be elaborated by a Consultant hired by the Project. The PMU will
issue the Terms of reference for this activity and will present them to the Bank for approval.

Also, at the Bank's recommendation, it was agreed for several demonstrations of total nutrient
management to be carried out at individual household level, consisting of providing one
manure storage individual platform, one euro-bin for separation of household waste,
protection of the well head against seepage from precipitations, and one ecologic latrine. The
demonstrations will be organized in a location selected by the communes in each of the
belonging villages (a total of 22 locations). The proposed locations will be validated by the
Project Local Coordination Committee.

Regarding the well head protection program, the Project supported the rehabilitation of 22
public wells, as follows: 5 in Independenta, 5 in Ciocneti, 4 in Vlad epe, 4 in Vīlcelele
and 4 in Grditea. The water quality to the rehabilitated wells will be monitored by the
Clrai Public Health Department, and the test results will be provided to the communes.
The construction works have been finalized.

Regarding the agro-forestry program, during spring of 2005 there was planted with trees an
area of aprox. 255 ha, as practice envisioned to improve the land use and erosion prevention.
Parts of the plantations are located in the terrace area and other part in the Boianu-Sticleanu
Polder. The tree planted areas have been identified by the communes. The Project provided
the participants' training, the planting equipment and the saplings, while the local
communities provided the labor and covered the costs required for equipment operation. The
species that were used were Willow, Poplar and Acacia. These species have been
recommended as the most suitable to the land type and the climate conditions in the Project
area.

With regards to the rehabilitation of the old unauthorized waste platforms, their inventory
showed that the volume of works required was much higher than the funds allocated through
the Project. Under these conditions, the rehabilitation project will be analyzed by the Project
Local Coordination Committee so that there will be established a minimal program which will
meet the Project funds, or if the beneficiary communes may co-finance this activity, the
program will be dimensioned accordingly.

Regarding the Competitive Grant Scheme, supported by the "Agricultural Services Support"
Project (ASSP), the APCP team has identified only 3 sub-projects as eligible to be co-
financed from APCP funds. PMU, in collaboration with the ASSP specialists, has
permanently monitored the implementation of these sub-projects having as object the
promotion of environmental friendly agricultural practices. The Progress Reports' analysis
has showed that the objectives were met, according to each financing trance.

Under the activity of demonstration the modern and ecologic grazing technologies, there were
inventoried the communes' requests, and pastures rehabilitation projects were designed for
their transformation in grazing lands which will allow grazing management. For the
implementation of this program the technical specifications for the procurement of the
necessary materials were prepared. The area included in this program is of about 280 ha.

C. Integrated management of Boianu-Sticleanu Polder
This component includes:

(i)
Tree planting on the degraded lands abutting to Iezer-Clrai area, and realization
of buffer areas on the non-productive neighboring lands;

(ii)
Implementation of a conservation plan for the proposed nature reserve, Iezer
Clrai;

The main problem regarding the tree planting program for the Boianu-Sticleanu Polder is
related to the legal propriety status of the area proposed to be afforested. During Project
preparation, the area proposed to be afforested, initially administrated by the old IASs, was
leased to private firms whom are not interested into participating to the tree planting program.

Given this situation it was agreed for partial relocation of the areas to be afforested, the
objective of reducing the nutrient discharge in the surface and underground water being
achieved by the fact that the buffer area created is closer to the pollution source and this way
the nutrients will be retained directly at the source. The implementation of the agro-forestry
program in the terrace area is wholesome also, from demonstration point of view, by having a
better exposure to the population in the polder. Nevertheless, in the Boianu-Sticleanu Polder,
an area of 23 ha, belonging to Cuza Vod commune, has been planted with Poplar and
Willow, and an area of aprox. 112 ha, identified through the Project, has been planted with
Poplar by NFA.

Regarding the Conservation Plan for Iezer-Clrai Nature Reserve, prepared by the Danube
Delta National Research Institute (INCDD), Clrai County Council has designated the
Administrator of the Nature Reserve whom will implement the management plan. According
to the Bank's suggestion, made during the supervision mission from June 2004, there was
selected and hired a Consultant whom will elaborate the Regulations regarding the
exploitation of Iezer-Clrai Nature Reserve. The Project will support the Administrator of
the Nature Reserve by procuring some field and office equipment (binoculars, photo camera,
computer for data base, etc.), based on the suggestions made by the Consultant.

D. Strengthening the capacity of water and soil monitoring and of the environmental
factors at Clrai County level.

With regards to strengthening the institutional capacity in Clrai, regarding water and soil
monitoring and the agricultural environment impact, the Project supported the procurement of
some laboratory equipment for the County Office for Pedological and Agrochemical Studies
(OJSPA), the Water Management Department (SGA), and the Department for Agriculture and
Rural Development (DADR).

During the reporting period it was finalized the procurement of laboratory equipment for the
Water Management Department (SGA) and the Clrai Public Health Department (PHD),
necessary for the water quality monitoring program regarding the determination of the impact
of the different Project activities (mainly the manure and nutrient management and the
application the Code of Good Agricultural Practices, etc.) on the soil and water quality. Since
this is specific equipment, with a high technical degree, the beneficiaries have been trained by
the suppliers, regarding their use and operation.

The water quality monitoring program is being carried out by SGA, whom is doing timely
measurements in the piezometers, wells and surface water sections whom form the monitoring

network.

Also, with the PMU's and Clrai County Council's logistical support, there were organized
two workshops on manure management and water and soil quality monitoring. The
workshops' agenda was prepared by the PMU in collaboration with the local agencies in
Clrai.

Component 2: Strengthening the national regulatory capacity regarding the
environmental policy.

This includes supporting the Ministry of Environment and Waters Management (MEWM) and
the Ministry of Agriculture, Forests and Rural Development (MAFRD) regarding:

(i)
The application of the Nitrate Directive and the legislation harmonization to the
European Union requirements;

(ii)
Preparation of a Code of Good Agricultural Practices; and

(iii)
Strengthening the capacity of the National Authority for Ecological Agriculture in
its efforts for promoting organic agriculture and land management.

The Project provided for MEWM the technical assistance regarding the legislation
harmonization with the Nitrate Directive and the Evaluation of costs for EU accession.

Also, having in view the suggestions and observations received from those interested in the
application of the Code of Good Agricultural Practices elaborated previously, it was mutually
established with the Bank the necessity of the Code's review and preparation of a new edition
to be printed. PMU has prepared the Terms of reference for this activity and started the
procurement procedures for a Consultant selection.

Regarding the land management, it was agreed with the Bank on hiring a Consultant whom
will elaborate the methodology for issuing Nutrient Management Plans at Farm Level. PMU
prepared the Terms of reference for this activity and will start the procurement procedures for
a Consultant selection.

Component 3: Public Awareness and Replication Strategies

The Projects supports the efforts of public awareness:

(i)
In Clrai County, in order to familiarize the population and to help inducing
behavioral changes necessary for the success of the Project, in the seven
communes selected and replication in the Project area;

(ii)
At national level, in order to disseminate the information regarding the benefits of
the Project activities and promoting the replication at national level; and

(iii)
At regional level, in the Back Sea neighboring countries, for promoting the pilot
Project as a possible replication model.

Public awareness and replication in Clrai County:

The public awareness campaign at local level is being implemented by Media Promotion
Services firm. The working plan for year 2005 has been approved by the World Bank,
according to the agreed procedure. The Project's objectives and results have been
disseminated through activities organized in the communes from the Project area, promotional
materials distributed to the participants to different contests on environmental friendly
agricultural practices themes, publications dedicated exclusively to the "Agricultural Pollution
Control" Project, "Agro-Green" exhibition organized with the participation of farmers and
companies with activities in the area of organic agriculture, and surveys carried out among the
farmers involved in the area of Project implementation.

In order to consolidate the new behavioral patterns, the farmers and the stakeholders were
presented with the benefits of these activities. The staff of the County Centre for Agricultural
Consultancy and other local institutions (OJCA, SGA, PHD, County Council) is being trained
regarding the use and the benefits of the environmental friendly agricultural practices, and are
participating to the demonstration and the field visits, therefore becoming an important mean
with regards to encouraging the adoption of these practices in the entire county.

Public awareness activities and replication strategy at national level:

The good progress of the Project's implementation and the visible results obtained, allowed
the beginning of the campaign at national level. In this sense, the selection procedures of
selection of a company whom will implement the awareness campaign at national level are
under development, and the firm selection and contract signing is estimated to be done by the
end of August 2005.

Regarding the replication strategy at national level, the Government has identified three areas
(South, North-East, North-West) considered as vulnerable, for the implementation of the
Nitrate Directive, areas where the Project can be replicated.

The data regarding the agricultural practices, the use of the water sources, manure
management practices and the support needed by the local institutions to strengthen their
capacity to implement the Nitrate Directive, have been gathered and, presently, are being
interpreted in order to prepare the Conceptual Note for a future Project, with similar
objectives and which may cover aprox. 20 counties located in the areas afore mentioned.

Public awareness activities and replication strategy at regional level:

The Project supported the organization of documentation visits for specialists from Republic
of Moldova and Turkey, involved in agricultural pollution control projects. Thus, in March
2005, the Project received the visit of a group of specialists from Turkey, whom requested
support for promoting the replication of the Project activities. Also, it is permanently kept in
touch with the specialists whom are implementing a similar project in the Lpuna River
Basin from Republic of Moldova.

Component 4: Project Management Unit:

The Project supports a Project Management Unit (PMU) established at the DADR Clrai
headquarters. The PMU comprises the PMU Director, the Technical Specialist (whom is also

supporting the monitoring and evaluation part of the Project), the Financial Management
Specialist, the Accountant, the Secretary/Translator and the Driver.

Regarding the Project implementation monitoring, PMU supervises all the Project activities ­
construction works, demonstrations, tree planting, water and soil quality measuring, manure
management. PMU meets regularly with the local representatives and the farmers from the
Project area, in order to evaluate the Project impact on the beneficiaries. The monitoring and
evaluation data base is being kept updated by the PMU.

In May 2005, the Accountant and the PMU Secretary participated to training sessions on
specific matters with duration of 3 days, organized by the Ministry of Public Finance.


Evaluation missions

During the month of January the World Bank carried out a "mid-term" evaluation mission of
the Project. With this occasion there were analyzed the results obtained at the mid-term
implementation period, the general Project progress being appreciated as Satisfactory.
The mission qualified the results obtained in Achieving the Global Objective and Progress
Implementation as being Satisfactory.

Status of Implementation Progress

This project progress report aims to provide information on:

a. Physical progress of the Project, in which information is given on procurement
activities referring to bid invitations, contract awards, bidding in progress, as
presented by the tables on procurement packages, for consulting and for delivery
of goods, already implemented or being implemented.

The planning of project activities shows in details the break down of project
implementation activities for year 2005 as approved by the Project Coordination
Committee and an update of the Project Implementation Plan for the second part
of the year 2005 as approved by the PCC in its last meeting of May 27th, 2005,
including activities agreed with the Bank during the Mid-term evaluation mission
of January 2005, or requested by the Project Beneficiaries during the meeting with
the PCC.

b. Financial progress of the project, which contains full financial and accounting
information on status of contract payments, disbursements from the Grant
Account, disbursements from the Special Account, overall Project payments,
accounting on a contract by contract basis and by category of procurement and of
expenditures.

A. Management plan for Iezer Calarasi protected area
1. Support the Calarasi County Council regarding the establishment of the administration for
Iezer Calarasi protected area
2. Implementation of the management plan, the Project's contribution consisting of provision of
a minimum of equipment for the administration functioning.
B. Agro-forestry program in the Boianu - Sticleanu Polder
1. Collaboration with SDA, concessionaries and NFA to establish the areas of degraded land
or exposed to degradation and tree planting.
2. Procurement of saplings and monitoring the plating operations and further maintenance.
Component 4 - Ecological restoration of the Calarasi - Raul Polder
A. Reallocation of the unused funds, toward other components.
Component 5 - Water and soil quality monitoring
A. Local and International TA for the water and soil quality monitoring program
B. Participation of SGA and OJSPA staff at national level at training courses regarding the water
and soil quality monitoring.
C. Elaborating the action plans for vulnerable areas and potential vulnerable areas in Calarasi
county.
Component 6 - Public awareness and National and International replication
A. Monitoring the implementation of the public awareness campaign at local level, Calarasi
County
B. Selection and contracting a consultancy firm for the implementation of the public awareness
campaign at national level.
C. Study visit at similar World Bank Projects for the MEWM staff and for the local administration
involved in the Project's implementation.
Component 7 - National policy and regulatory capacity
A. Enlargement the informational sphere of the farmers by revision of the Code of Good
Agricultural Practices, and elaborating the Code of good Agricultural and Environmental
Condition (GAEC) and the Code of Good Farm Practices.

B. Institutional support by providing technical assistance for the specific services of MAFRD

Note 1: The procurement of the spreading system was finalized by march 2005.
Note 2: The ecological restoration of part of the Calarasi ­ Raul Polder to the initial conditions (before
building the dike and transformation into an agricultural polder) is not possible anymore due to the
modification of the hydrological conditions of the Danube course. It was agreed with the Bank that
the amount budgeted for the implementation and monitoring of the ecological restoration project for the
Calarasi ­ Raul Polder would be reallocated to other project components
Note 3: According with the testing program agreed with the WMS, the number of drinking wells was
reduced to 10 and the number of surface water sections increased from 3 to 9 for a better coverage of
the Project area.
Note 4: Planting by NFR on the lands identified by the Project, in Boianu-Sticleanu Polder Area, and
transferred from the SDA to the NFR as result of the Project interventions.
