INTRODUCTION

The Agricultural Pollution Control Project is implemented under the Grant Agreement, with
the value of 4 million SDR, concluded between the Government of Romania, represented by
the Ministry of Public Finance and the International Bank for Reconstruction and
Development, acting as an Implementing Agency for the Global Environment Facility, signed
on January 16, 2002 at Bucharest and ratified through the Government Ordinance nr. 19 of
March 4, 2002.

During the reported period (01.01.2003 ­ 30.06.2003), the implementation of the Project
components has continued under the coordination of the PMU. The main achievements, the
problems encountered and the actions taken for solving them were as follows:

Component 1: Manure Management Practices.

The key issues in this component relate to:

a. Monitor the construction works of the commune level manure platforms in
Ciocanesti and Vlad Tepes communes.
b. Selecting locations of next four Platforms for Manure Storage and Management
provided in the Project Implementation Plan to be constructed in the second
Project Year (PY2).
c. Preparing and signing conventions with the Communes and the County Council.
d. Organize selection and award the contract for the construction works (NCB) of the
four platforms (PY2).
e. Tree planting as communes' contribution to the platform.
f. Procurement of the equipment for manure management (ICB)
g. Adapting to each location and checking the technical documentation for manure
platforms construction.
h. Receiving the Bank's approval for the bidding documents related with the
construction of the first package of 450 individual (household level) manure
platforms.
i. Select suppliers for the pre-built manure facilities and monitor the construction
works.
j. Preparing the bid for the second package of 450 individual platforms.
k. Pilot manure storage facility ­ USAID financed.

The construction works for the manure platforms in Ciocanesti and Vlad Tepes communes
were planned to be completed by April 15, 2003. Due to the bad weather conditions (snows,
low level of the temperatures recorded during the night time) that could affect the quality of
the pored concrete, the contractor asked and the Project Manager has approved the extension
of the contract 01/NCB/2002 until June 30, 2003.

The construction works were closely supervised by the specialists nominated by the Calarasi
County Council, Ciocanesti and Vlad Tepes commune, assisted by the PMU's
Technical/M&E Specialist.

The completed constructions were inspected by the reception commission nominated through
the Order 702/21.08.2002, issued by the Minister of Waters and Environmental Protection.

The selection of the four locations of commune level manure platforms planned to be
constructed in the year 2003, was done according with the Project Operational Manual
provisions. The locations were established and the selection was confirmed by the Project
Local Coordination Committee as follows:
- platform no. 3, Gradistea commune;
- platform no. 4, Independenta commune;
- platform no. 5, Gradistea commune;
- platform no. 6, Alexandru Odobescu commune.

The procurement arrangements for the construction works of the commune level manure
platforms were done using the NCB procedure. The bids were advertised on 30.01.2003, for
Gradistea and Independenta package and 13.05.2003, for Gradistea and Alexandru Odobescu
package, respectively.

According with the implementation schedule, the contract for two platforms, in Independenta
and Gradistea communes, was awarded and signed and the construction works has started on
09.04.2003.

The construction works were done under the permanent supervision of the specialists of
Calarasi County Council, Beneficiaries and PMU. By the time of writing this report 15% of
the construction works were completed.

According with the Operational Manual provisions, Preliminary Agreements between the
PMU and the three communes selected namely Gradistea, Independenta and Alexandru
Odobescu, regarding their duties and obligations for Manure Management component
implementation, were prepared and signed.

Having in view the beneficiaries' commitment in supporting the construction works, the LCC
has indicated PMU to organize selection and contract the execution of a supplementary
package of two commune level manure platforms, initially planed for PY3.

The bid was advertised in two national newspapers and locally in Calarasi and five proposals
were received by June 27, 2003.

Having in view the delay in the procurement of the construction works, a slippage has
occurred for some related activities. Therefore, the tree planting around the constructed
manure platform, planned for the spring of 2003, had to be postponed for the autumn of the
same year, after the completion of the construction works.

Regarding the procurement of the equipment package for manure management, during the last
meeting of the LCC, held on 12.07.2002, it was decided that the equipment issue, number and
type, will be discussed by the LCC and a decision taken prior finishing the construction of the
first two commune level manure platforms.

The number and type of the proposed equipment for manure management was analyzed in the
LCC meeting of 11.03.2003. Regarding the frontal loader, the LCC's members expressed
their concerns that Romanian equipment could not meet the quality requirements for a tool

working in heavy conditions and requested the PMU to search for other potential suppliers of
foreign similar equipment. It was agreed that in case of appropriate equipment more
expensive than the one proposed by the Project, the communes and the Calarasi County
Council will seek for additional funds.

Because, until the moment of writing this report, the LCC didn't take any decision regarding
this issue, the task was postponed for the second half of the year 2003.

Regarding the international technical assistance for designing manure platforms, using
alternative solutions, it was established with the Bank's and MWEP's accord, to postpone it.
A decision regarding the future needs for the international assistance will be taken during the
next evaluation mission of the World Bank team.

Another important activity was the procurement of individual platforms. Initially, in order to
avoid the manure accumulation at the household level, as long as the commune level manure
platforms are not ready to be used, it was decided to delay the procurement of individual
platforms so that they could be completed in the same time or immediately after the
completion of the commune level manure platforms.

The first bid for construction of 450 individual platforms was advertised on 24.01.2003, in
two national newspapers and locally, in Calarasi, and the proposals were received by
07.03.2003. The offers were evaluated by the Evaluation Commission and the contract was
awarded to SC Romconfort SA, Calarasi associated with SC Villaconsid SA, Bucharest.

The construction of the individual platforms started simultaneously on 02.04.2003 within the
households in Ciocanesti, Vlad Tepes and Alexandru Odobescu communes. The construction
works were supervised by specialists from PMU, Calarasi County Council and Beneficiary
communes.

Also, having in view the progress achieved in the construction of the commune level manure
platforms in Independenta and Gradistea, the procurement of a second package of individual
platforms was started with the advertisement of the second package of 450 individual
platforms. The bid was advertised on 13.05.2003 in two national newspapers and locally in
Calarasi and the offers were received before June 27, 2003. At the moment of writing this
report the Evaluation Commission nominated through the Order 702/21.08.2002, issued by
the Minister of Waters and Environmental Protection, is reviewing the offers received.

Regarding the activities related to the parallel financing offered by USDA/USAID for
construction of a pilot manure storage facility, the key issues were as follows:

- Construction of the pilot manure storage facility.
- Soil and water monitoring program on the platform location.

Regarding the construction of the pilot manure platform, as explained in the Project Progress
Report No. 1, the detailed design prepared by the PMU was revised and accepted by ISU
specialists.

Also, in order to establish the collaboration terms between Calarasi County Council and ISU,
a Memorandum of Understanding between the two parties was prepared, with the PMU's
assistance. Finally a Sub-contract between ISU and CJC was prepared by ISU. The

Subcontract was signed by the Calarasi County Council with amendments and sent to ISU for
acceptance and resigning.

The ISU confirmed the amendments acceptance on May 6, 2003. The signing of the
Subcontract created the legal base for the start of the implementing process of the pilot
project. In this respect according to the Subcontract provisions a Convention for Accounts
Administering was signed between Calarasi County Council and The PMU. According to this
Convention, the PMU was empowered to organize the procurement process and to dispose
payments from both external and internal funds.

As provided in Subcontract, the PMU assisted the Calarasi County Council to organize the
bidding process for the construction works using the World Bank's NCB procurement
procedures. The full documentation was prepared and the bid was advertised on 01.07.2003 in
two national newspapers and locally in Calarasi.

Due to the delays in construction of the pilot platform, the activities related to the monitoring
of the construction works by APCP ­ PMU and the soil an water monitoring program,
associated with the pilot platform, had to be rolled over in time for the second semester of the
year 2003 (PY2).


Component 2. Testing/Demonstrating of the Environmentally Friendly Agricultural
Practices.

The main activities for this component in 2003 were:

a. Support for strengthening the capacity of the local implementing agencies
- laboratory rehabilitation for Local Pedological and Agrochemical Studies
Office (OJSPA)
- laboratory equipment for OJSPA and Environmental Protection Inspectorate
(EPI)
- office and field equipment for the General Directorate for Agriculture and
Food Industry, Calarasi (DGAIA)
- small equipment for the Local Agricultural Extension Office (OJCA)

b. Demonstrations
- Well head protection
- Equipment for demonstrations
- Materials for demonstrations
- Tree planting on degraded lands in terrace area

c. Technical Assistance
- International technical assistance for design of demonstration program
- Local technical assistance for the design of demonstration program

d. Training for OJCA

e. Competitive Grant Scheme

Regarding the rehabilitation of the OJSPA laboratory, based on the identified needs, the
Procurement Specialist of PMU has prepared the bidding documents. The bid was advertised
on 25.02.2003 and the offers were received before 14.03.2003. The construction firm was
selected by the Evaluation Commission, nominated through the Order 702/21.08.2002, issued
by the Minister of Waters and Environmental Protection, and the contract for rehabilitation
works has been signed on 23.05.2003.

The rehabilitation works were supervised by the Technical/M&E Specialist ­ PMU and the
beneficiary agency and, by the time of writing this report, about 85% of the contracted works
were completed.

In parallel with the assessment of the rehabilitation needs, several meetings were organized
with the participation of OJSPA and EPI specialists in order to prepare the final list with the
necessary equipment for monitoring the soil and water quality in accordance with the
provisions of the Project Operational Manual for soil and water quality monitoring. It was
envisaged to procure the whole lot of laboratory equipment in a single package using the ICB
procurement procedure.

Having in view that the agency entitled by the MWEP to perform the monitoring of the
ground and surface water quality is the National Administration "Romanian Waters", through
its local branch "Water Management Service ­ Calarasi" (SGA), the list with the necessary
equipment for monitoring the water quality had to be modified according with the needs of
SGA.

Also, in view of establishing clear collaboration terms for water monitoring in the Project
area, a Convention was prepared and signed between the PMU and the SGA.

Regarding the office and field equipment for the General Directorate for Agriculture and Food
Industry, Calarasi (DGAIA), the first priority was given to purchase a vehicle in order to
facilitate the transport of the agricultural specialists in the Project area. The IS procurement
procedure was started on 20.01.2003 and completed on 03.04.2003, when the vehicle was
delivered.

For the design and implementation of the Testing/Demonstration program, a consultancy firm
was selected and hired using the CQ procurement procedure. The firms were invited to
express their interest on 17.03.2003 and the contract was awarded on 15.05.2003. According
with the contract provisions the consultant submitted its first report on 30.06.2003. The
Report was presented to the ministry commission for approval when the need for international
consulting services for designing the demonstration program will be also assessed.

Regarding the tree planting program on the degraded land belonging to the communes, the
PMU received the commune's request for support the tree planting, along with the maps of
the proposed areas. Several meetings were organized by the PMU with the local authorities
and a detailed planting program for the year 2003 was prepared.

To inform and attract the local population to participate to the tree planting activities, a
number of 7 presentations were organized, one in each commune, with the participation of the
local representatives, opinion leaders, students and school teachers.

The presentations were offered by the specialists from the local agencies ­ Calarasi Forestry
Agency, Environmental Protection Inspectorate, Project Management Unit and were followed
by practical demonstrations.

A special attention was given to attract the young generation. A reward consisting of a
computer system was promised for the school demonstrating the largest participation to the
tree planting activity.

At the end of the training presentations an one day Agro-forestry Workshop, followed by a
Press Conference, was organized, in Calarasi, with the participation of the representatives of
the Ministry of Waters and Environmental Protection, The World Bank, Calarasi Prefecture,
Calarasi County Council, National Forestry Regia, Communes, other Local Agencies and
farmers.

During the spring of 2003, an area of about 43.5 hectares of degraded land was planted with
tree as a practice to improve the soil use, prevent the soil erosion by installing forest belts on
the slopped land and creating of afforested pastures.

The planting works took place on the lands belonging to the communes, located on the terrace
and polder Boianu-Sticleanu area. The species used were White Willow, Poplar and Acacia,
as those species were recommended as being most suitable for the type of land and climate
conditions encountered in the Project area.

The young plantations were permanently visited by the PMU's staff in order to assess the
success rate and identify the problems that could affect the trees.

The planted area, the tree species and the success rate as per June 2003, are presented in the
Annex 1.

Regarding the Competitive Grant Scheme for Calarasi, a call for proposals was issued on June
16, 2003. The invitation for submitting project proposals was advertised both in National and
local newspapers.

The PMU ­ APCP, jointly with PMU ­ Agricultural Services Support Project (ASSP)
continued the series of meetings initiated in 2002, with the individuals or groups of potential
participants to the Competitive Grant Scheme (CGS) for Calarasi, with the aim of informing
and training them for submission of project proposals. An important training session
addressed to OJCA specialists, farmers and researchers from Calarasi was organized on June
23, 2003, in the premises of the DGAIA Calarasi. The training workshop was attended by
about 60 participants. The large number of participants demonstrated the high interest among
local farmers and agricultural specialists to participate in the CGS program.

Component 3. Integrated Management of Boianu-Sticleanu Polder

The main activities for this component in Semester I, 2003 were related to:
a. Conservation Management Plan for Iezer-Calarasi Nature Reserve.
b. Agro-forestry Planting Program for Boianu-Sticleanu Polder.
c. Procure tree planting equipment.

The Conservation Management plan was elaborated by the Danube Delta National Research
Institute (DDNRI) and was endorsed by the Commission for Nature Monuments from the
Romanian Academy and the Directorate for biodiversity Protection and Conservation,
Protected Areas and Nature Monuments from the Ministry of Waters and Environmental
Protection.

In view of the implementation of the management plan, the local authorities should take a
decision regarding the establishment of the nature reserve administration, as required by the
law.

Regarding the Agro-forestry Planting Program for Boianu-Sticleanu Polder, the main problem
that must be solved relate to the legal status of the land proposed for tree planting.

The working group, established with the participation of State Domain Agency Calarasi
(SDA), National Forestry Administration and PMU representative, contacted the
concessionaires and worked with them for finding a solution for implementing the tree
planting program.

Based on the agreements reached with SDA, for the lands belonging to the former IAS
Agrozootehnica Mircea Voda, and with the representative of Mr. Ion Predeanu, for the lands
belonging to the former IAS Agroservcom Gradistea, the PMU has prepared a draft of
Governmental Decision, together with a Concept Note attached, referring to the transfer of
lands proposed for afforestation, from the state private property and from the administration
of SDA, to the forestry fund of state public property administered by NFA. Both draft legal
documents have been analyzed by the juridical department of MWEP, after which were
transmitted, for analysis and point of view, to SDA and NFA.

The procurement of the tree planting equipment, initially postponed for 2003 (PY2), was
started on 08.04.2003 and by the date of writing this report three tractors, three harrows and
three ploughs were delivered. The last item in the contract namely the augers, have to be
delivered.


Component 4. Ecological restoration of Calarasi-Raul Polder

The key issue related to this component, entirely financed by the Romanian Government, was
the completion of the initial study and the project design for the ecological restoration in a
pilot area of about 3,000 ha identified by previous studies elaborated in the frame of the WWF
"Green Corridor" Project.

The initial study and the ecological restoration project was elaborated by the Danube Delta
National Research Institute (DDNRI) and was endorsed by the Commission for Nature
Monuments from the Romanian Academy and the Directorate for biodiversity Protection and
Conservation, Protected Areas and Nature Monuments from the Ministry of Waters and
Environmental Protection.

Having in view that the total calculated cost of the ecological restoration is much higher than
the lump sum provided in the Project at the preparation phase, there is a need for a parallel
financing to cover the difference. The PMU made several attempts to meet with stakeholders,
local agencies and local authorities, to present the proposed restoration project, have their

comments and suggestions and establish an implementation plan, but due to the repeated
absence of the representatives of the main agencies involved, the meetings had to be
postponed.

In consultation with the Bank it was established to wait until the end of Regional Conference
on Agricultural Pollution planned to be held in Bucharest, Romania, by the end of September
2003.

Component 5. Soil and water quality monitoring

During this reporting period the Key activities were:
a. Completion of piezometers installation.
b. Establishment of the Local Agency entitled to perform the water and soil quality
monitoring;
c. Based on the needs evaluation, procure laboratory equipment for soil and water quality
monitoring.
d. Procurement of a vehicle.
e. Procurement of the technical assistance for testing program preparation.
f. Training of staff performing the soil and water quality monitoring.
g. Carry on the base line tests.

Due to the large amounts of waste on the locations of the future manure platforms that limited
the access of the drilling rigs, the deadline for piezometers construction was extended to June
30, 2003. By the time of writing this report the piezometers construction was completed.

As regarding the local agency that will be entitled to monitor the water quality in the Project
area, a ministerial Order was issued by the MWEP nominating the National Authority
"Romanians Waters" through its local "Service for Waters Management" (SGA), as the
implementing agency. A Convention establishing the collaboration conditions was prepared
and signed between the PMU and SGA Calarasi. In order to be informed on the volume of
work and the procedures to be followed, the SGA Calarasi have received all data regarding
the construction of the piezometers and the Operational Manual for Soil and Water Quality
Monitoring.

Regarding the laboratory equipment and vehicle, the list of equipment and the technical
specifications have to be updated according with the assessment of needs of the new
nominated agency.

The technical assistance and training have to be postponed for the second semester of 2003
when the implementing agency for water quality monitoring will start performing the
monitoring and the training needs could be evaluated.

Concerning the soil quality monitoring, the OJSPA started the sampling program in the
existing locations of unauthorized manure platforms. However, the tests were limited, due to
the lack of appropriate laboratory equipment. According with the procurement plan the
equipment for OJSPA must be procured in the same package with the equipment for SGA.

If the updated equipment list will be provided by July 2003, having in view the procurement
procedures that must be followed, we can estimate that the common office equipment (e.g.

computers and printers) will be procured before the end of year and the laboratory equipment
in the first quarter, 2004.

Component 6. Public Awareness and National and Regional Replication ­ Calarasi
Awareness Campaign

The major activity for 2003 included selection and contracting an agency to design and
implement the Public Awareness Campaign.

At the local level, after the contract signing, the awareness activities have started with:
- A launch workshop for the PA Campaign;
- Identification of the focus groups and of the communicators;
- The design and procurement of the promotional materials;
- Procurement of the logistic equipment.
According with the contract provisions, the contracted firm is submitting periodical progress
reports.

As regarding the Regional Campaign, this was started with the preparation of the Regional
Conference on Agricultural Pollution in the Danube, Baltic and Black Sea Basins planned to
be held in Bucharest between September 30 and October 3, 2003.

Component 7. National Policy and Regulatory Capacity

The key issues for this component were as follows:
a. Procure services and print the Code.
b. Provide material support for the Economic Policy Unit in MWEP and,
c. Technical assistance for harmonizing nitrate Directive Legislation and Cost
Assessment for EU accession.

The Code was edited and printed in two volumes, in a number of 4,200 copies, in Romanian
and 500 copies in English. The Code of Good Agricultural Practices will be distributed, free
of charge, through the MWEP and MAAF, to the counties agricultural and environmental
agencies, in order to be presented as a non compulsory guide to the interested farmers.

The Code was approved in a special meeting of the Inter-ministerial Committee for the
Protection of Water Resources against Nutrient Pollution, chaired by Mr. Florin Stadiu, State
Secretary for Waters, MWEP. Specialists from different ministries, institutes, and local
agencies were invited to participate to the meeting and their suggestions regarding the
dissemination of the Code were retained.

The procurement of goods for EPU (office equipment and furniture) was completed.

Regarding the technical assistance for harmonizing nitrate Directive Legislation and Cost
Assessment for EU accession, the Final Report prepared by the consultant was approved by
the MWEP.

Component 8. The Project Management Unit.

The main activities related to the PMU were:
a. Procurement of goods for logistic support of the PMU activities.

b. Training of PMU's staff
c. Auditing the Project accounts for the preparation Grant
d. Meetings with the local representatives.

The main issue was the procurement of a digital camera and a video-camera for the PMU.

The training of the Financial Management Specialist and Accountant were postponed due to
the cancellation of the training courses in ILO Turin. The training has to be rescheduled for
the second semester if appropriate training courses will be available.

The audit of the accounts of the Project for the year 2002 was carried out by the firm Delloite
and Touche and a Management Letter and the Audit Report were submitted to the MWEP and
the World Bank by June 2003.

The PMU meet, on a regular basis, with the local representatives and farmers involved into
the Project.

The conventions and agreements between PMU and communes or individuals, as provided by
the Project Operational Manual, were prepared and signed.

A simple Management Information System (MIS) for manure management component was
designed and elaborated. It allows the M&E specialist to manage an important quantity of
information and monitor the progress toward meeting the targeted annual performance
objectives and monitoring indicators. Beside this the system allow the evaluation and ranking
farmers' applications for receiving individual manure storage facilities, according with the
procedures provided in the Project Operational Manual.
Status of Implementation Progress

This project progress report aims to provide information on:

a. Physical progress of the Project, in which information is given on procurement
activities referring to bid invitations, contract awards, bidding in progress, as
presented by the tables on procurement packages, for consulting and for delivery of
goods, already implemented or being implemented.

Alongside the procurement tables the physical progress of the project is also shown on
the full planning of project activities, in a form of a GANTT diagram. The planning of
project activities shows in details the break down of project implementation activities
and it is an update of the Project Implementation Plan approved for the first semester
of the year 2003.

b. Financial progress of the project, which contains full financial and accounting
information on status of contract payments, disbursements from the Grant Account,
disbursements from the Special Account, overall Project payments, accounting on a
contract by contract basis and by category of expenditures.
c. Project performance monitoring

d. The proposed Project Implementation Plan for the next six months (second semester
of 2003).

Component 1. Activities in the Calarasi Judet

A. Communa Level Manure Storage Platforms
The construction of the commune level manure platforms were started in four communes:
Vlad Tepes, Ciocanesti, Gradistea and Independenta. The construction works were completed
for the platforms in Ciocanesti and Vlad Tepes (the storage capacity of 3,700 t and 2,600 t).
The works for the platforms in Gradistea and Independenta communes are in different stages
of completion, the most advanced (with about 15% of works carried out) being the platforms
under construction in Gradistea commune that is expected to be completed by the end of June
2003. The total storage capacity of the four commune level manure storage platforms, under
construction, is about 13,600 tons.

Following the progress of the construction works of the comunne level manure storage
platforms, a first tranche of 450 individual platforms were contracted and constructed as
follows: Ciocanesti (150 pcs.), Vlad Tepes (150 pcs.) and Alexandru Odobescu (150 pcs.)

As soon as the communa level manure storage platforms will be functioning, the facilities
provided for the manure storage at the household level will be supplemented with bins for
segregating the waste.

C. Testing/Demonstrating the environment friendly agricultural practices

Agro-forestry practices

During the spring of 2003, an area of about 43.5 hectares of degraded land were planted with
tree as a practice to improve the soil use, prevent the soil erosion by installing forest belts on
the slopped land and creating of afforested pastures. This area is representing 10.16% of the
total area proposed to be planted with trees on the commune degraded lands.

The planting works took place on the lands belonging to the communes, located on the terrace
and polder Boianu-Sticleanu area. The species used were White Willow, Poplar and Accacia,
as those species were recommended as being most suitable for the type of land and climate
conditions encountered in the Project area.

To inform and attract the local population to participate to the tree planting activities, a
number of 7 presentations were organized, one in each commune, with the participation of the
local representatives, opinion leaders, students and school teachers.



The presentations were offered by the specialists from the local agencies ­ Calarasi Forestry
Agency, Environmental Protection Inspectorate, Project Management Unit and were followed
by practical demonstrations.

A special attention was given to attract the young generation. A reward consisting of a
computer system was promised for the school demonstrating the largest participation to the
tree planting activity.

At the end of the training presentations a one day Agro-forestry Workshop, followed by a
Press Conference, was organized, in Calarasi, with the participation of the representatives of
the Ministry of Waters and Environmental Protection, The World Bank, Calarasi Prefecture,
Calarasi County Council, National Forestry Regia, Communes, other Local Agencies and
farmers.

D. Soil and Water Quality Monitoring

A network of 76 piezometers with the depth between 6 and 25 meters, was installed for water
quality monitoring. The results of the initial tests carried out on the soil and water samples
preserved during the construction of piezometers provide the baseline data for monitoring the
soil and water quality trend during and after the Project implementation.

Soil samples were also taken by the OJSPA staff, in view of establishing the soil quality and
the pollution level in the locations of the unauthorized manure storages.

Component 2. Strengthening the National Policy and Regulatory Capacity

The Project supported the MWEP and MAFF to develop a Code of Good Agricultural
Practices.



The Code was edited and printed in two volumes, in a number of 4,200 copies, in Romanian
and 500 copies in English.
The Code of Good Agricultural Practices will be distributed, free of charge, through the
MWEP and MAAF, to the counties agricultural and environmental agencies, in order to be
presented as a non compulsory guide to the interested farmers.



The Code was approved in a special meeting of the Inter-ministerial Committee for the
Protection of Water Resources against Nutrient Pollution, chaired by Mr. Florin Stadiu, State
Secretary for Waters, MWEP.

Specialists from different ministries, institutes, and local agencies were invited to participate
to the meeting and their suggestions regarding the dissemination of the Code were retained.
