learned
-The major
responsibility given to the national authorities/experts for the implementation of the activities resulted in some cases in delays
caused by the lengthy and cumbersome administrative procedures existing in the countries;
-Countries did not always establish Inter-Ministry Committees thus limiting the participation of
the country to the Ministry of Environment;
-The Project showed the need to foresee a system to follow up the implementation of the Strategic Action
Programme
