B. PROJECT PREPARATION ACTIVITIES
Describe the PPG activities:
Component 1 - Advancing the global agenda for oceans, coasts, and small island developing States
The Global Forum on Oceans, Coasts, and Islands (through its Secretariat, the International Coastal and Ocean Organization) will co-organize the 2009 World Ocean Conference with the Government of Indonesia (May 11-15, 2009 in Manado, Indonesia), in particular, the planning and conduct of a “Global Oceans Policy Day” bringing the results of 12 Global Forum Working Groups and of the 2008 Hanoi Global Oceans Conference to Manado and subsequently to the 5th Global Oceans Conference in 2010 and to the CSD reviews of WSSD oceans and coasts targets in 2014-2015. Component 1 will take the recommendations emanating from the Hanoi Conference to the next levels of discussion and/or implementation for consideration by high-level policy leaders, particularly the development of a program of work that facilitates the coherent application of EBM and ICM in various sectors (e.g. adaptation to climate change, fisheries and aquaculture, marine biodiversity conservation, maritime transportation, tourism, etc.).
To prepare this component, the PPG will support the conduct of two “back-to-back” meetings which will involve a common set of participants.
(i) Planning Meeting for the High-Level Policy Segment of the World Ocean Conference, Manado, Indonesia, October 30-31, 2008, Bintan Island, Indonesia (co-sponsored with the Government of Indonesia); and
(ii) Workshop on Governance of Marine Areas Beyond National Jurisdiction: Management Issues and Options, November 3-5, 2008, Singapore (co-sponsored with the Government of Singapore). (Listening session/meeting with developing country and other participants regarding priority activities on the governance of marine areas beyond national jurisdiction (including the Arctic) that could be supported through future GEF funding).
This approach is preferred instead of multiple consultation missions because of the global scope of the activities planned under this Component and to provide greater opportunities for interactions among a larger number of stakeholders/interest/sectors, and nations.
About 15 participants will be invited to participate in these meetings. The PPG would fund the travel of 6 participants (from developing countries (4) and Global Forum consultants (2)), consultant time of 2 Global Forum consultants in the organization of these meetings as well as 3 local/regional expert consultants on governing marine areas beyond national jurisdiction (1), capacity building (1) and climate change adaptation (1). Co-financing will fund the travel of 9 other participants, meals, and meeting facilities.
Both meetings would serve to inform the GEF-5 replenishment process.
Component 2 – GEF International Waters portfolio learning: Fifth Biennial GEF IW Conference, 2009
To prepare this component, an international consultant will be recruited to visit the Great Barrier Reef Marine Park Authority in Townsville and the Commonwealth Government in Canberra, Australia, to reach agreement on the process and partners to develop the agenda, funding arrangements, logistics and other organizational details for the Fifth Biennial GEF IW Conference to be hosted by Australia. The same consultant will prepare the portfolio learning cycle work plan leading up to and informing GEF IWC5 and follow up to feed outputs and outcomes into the IWC6 cycle, including consultations with the GEF and Fifth World Water Forum (WWF5) International Steering Committee in Istanbul, to ensure that GEF IW project contributions (including from other components of this project) are adequately showcased in WWF5.
Component 3 – Regional cooperation and knowledge sharing to support the Coral Triangle Initiative
The main preparatory actions envisaged are:
(i) Design IW:LEARN linkages to the Coral Triangle Initiative, BIMP-EAGA regional technical assistance on environmental management, the Pacific Alliance for Sustainability and the ADB environment knowledge hub at UNEP’s Regional Resource Centre for Asia and the Pacific. The objective of these linkages is to capture emerging information from related ADB activities to enable sharing of learning experiences among countries facing similar coral reef management problems within the CTI and with other regions in order to contribute to the global learning objective in Component 2 above..
(ii) Conduct initial dialogue with involved domestic and international NGOs, expected to be led by the Worldwide Fund for Nature (WWF), on the NGO role as an intermediary between funding agencies and affected communities in the subsequent project.
(iii) Consult with key partners in the Coral Triangle Initiative and the Pacific Alliance for Sustainability on how to most effectively link regional initiatives with global fora such as the Global Oceans Conference and the Fifth World Water Forum, among others.
(iv) Consult with other GEF partners involved with coastal and marine resources management in Southeast Asia and the Pacific who will be expected to engage with and support implementation of the Coral Triangle Initiative on better linking these various activities.
To conduct this work, local and international consultants will be recruited to undertake the necessary stakeholder consultations and baseline and gap analysis required for the design of the project. Due to its global and regional scope, project design depends on a thorough knowledge of the current status of a wide range of related completed, ongoing, and planned projects and programmes. The gap analysis therefore has to be based on this global body of knowledge and identify the links that need to be made, such as with PAS, PEMSEA and other organizations and global fora.
Therefore, the most cost-effective way to conduct a baseline and gap analysis of experiences and lessons on issues related to international waters governance and management, and the Coral Triangle, is to gather key information at meetings that bring together relevant organisations, programmes and projects. Moreover, this information needs to be collected and organized in a way that can be further built on during project implementation and these meetings also provide opportunities for partnership building and widening of the IWLearn global knowledge sharing network.
