GOAL:
Promotion of collective management of
transbandoundary water systems and implementation
of a full range of policy, legal, and institutional
reforms and investments contributing to sustainable
use and maintenance of ecosystem services
IMPACT
Multi-state cooperation catalyzed to address concerns of
transboundary water systems for most continent and
ocean with special impact on rebuilding marine fish
stocks and protecting "blue forests" coastal habitat
globally

International Waters Objectives and Outcomes
Objective 2
Catalyze multi-state cooperation to rebuild marine fisheries
and reduce pollution of coasts and LMEs while considering
climatic variability and change
Outcome 2.1
Implementation of agreed SAPs incorporates ecosystem-
based approaches to management of LMEs, ICM principles,
and policy/legal/institutional reforms into national/local
plans
Outcome 2.2
Institutions for joint ecosystem-based and adaptive
management for LMEs and local ICM frameworks
demonstrate sustainability

Innovative solutions for rebuilding or protecting fish stocks
with rights-based management, ICM, habitat (blue forest)

GEF Project Cycle
· Preparation of the Project Identification Form (PIF)
by UNDP together with the countries (we are at this
stage now)
· Endorsement of PIF by the GEF Focal Points (usually
with Environment Ministries)
· Review of the PIF by the GEF Secretariat, GEF
Scientific and Technical Advisory Panel (STAP),
other GEF agencies and Convention Secretariats
· Clearance of PIF by GEF CEO for Council Approval
· Submission and Approval of Project Preparation
Grant (PPG) by GEF CEO (if PPG needed)
GEF Project Cycle
· Approval of PIF by the GEF Council (Nov 2010)
· Preparation of project design by GEF agency
and local executing agency
· Review of detailed project design by GEF
Secretariat
· Circulation to GEF Council (4 weeks)
· Endorsement of project document by the GEF
CEO (maximum of 22 months from Council approval)
