Entebbe to host the 15 Nile Council of
Ministers Meeting

Entebbe, June 20, 2007. The Nile Basin countries Ministers of Water Affairs Nile Council of
Ministers (Nile-COM) will hold their 15th Ordinary Meeting in Entebbe Uganda from 24 25 June,
2007. The theme of the meeting is "Growing Cooperation through Joint Actions". The Council
of Ministers meeting will be preceded by the Nile Technical Advisory Committee (Nile-TAC)
meeting on 21 23 June 2007.
Nile-COM is the top decision making organ of the Nile Basin Initiative. The Nile-COM is assisted
by a Technical Advisory Committee (Nile-TAC), comprised of two senior professionals from each
country. NBI operations are coordinated by Nile Secretariat, which is headed by an Executive
Director and hosted by Uganda in Entebbe.
The Nile Basin Initiative (NBI) is the transitional cooperative mechanism of partnership initiated in
199 and led by the nine Nile Basin countries. The Nile initiative is guided by its Shared Vision "(to
achieve sustainable socio-economic development through the equitable utilization of and
the benefits from, the common Nile Basin Water Resources)". To translate the Shared Vision
into action, the NBI has initiated a Strategic Action Plan made up of two complementary sub-
programs: the basin-wide Shared Vision Program (SVP) and the Subsidiary Action Programs
(SAP) that initiate concrete joint investments at the sub-basin levels of the Eastern Nile (ENSAP)
and the Nile Equatorial Lakes (NELSAP).
In parallel, NBI is in the process of negotiations on a Cooperative Framework aiming at defining
an adequate and acceptable legal framework for co-operation that may pave the way for
equitable and legitimate use of the Nile River Basin water resources. The conclusion of the
negotiations over the Cooperative Framework is hoped to lead to the establishment of a
permanent Nile Basin Institution.
During this years meeting the Ministers will:
· Review the progress of NBI Shared Vision and Subsidiary Action Programme projects.

Review the report of the Negotiating Committee on the Nile Basin Cooperative Framework.
· Review and approve the work-plan of the Nile Basin Initiative Secretariat Budget and Work-
plan for 2007/2008.
