The second workshop dealing with operations & procurement was held in
Tanzania (Zanzibar) from 29 November to 1 December 2004.

Administration
· The SWIOFP secretariat continued to facilitate the extensive finance and travel arrangements for
the various regional activities underway. These are complex arrangements considering the large
number of countries involved. Ms Paula Boane has been at the forefront of these activities.

Project activities
· Results from the 2nd data workshop in Mombasa dealing with data management were circulated to
participants by the KMFRI team.
· Contributions emanating from this data workshop were incorporated by MCM's Dr. Johan
Groeneveld into Version 2 of the Pre-appraisal Science Plan. Some additional contributions were
added following the operations workshop so that the plan now has seven components with more
than 40 activities falling into 15 sub-components as follows:

Second Operations & Procurement Workshop
The second workshop dealing with operations and procurement was held in Zanzibar, co-hosted by
TAFIRI and the Zanzibar fishery authorities, including the Institute of Marine Sciences (IMS) of the
University of Dar es Salaam. This workshop was well attended with six of the participating countries
present­ (France and Comoros were not able to attend). There was a strong contingent from the World
Bank which assisted with the deliberations. A number of key issues were debated at this three-day
workshop:

o Each of the activities detailed under the sub-components was broken down into individual
action steps which formed the basis of anticipated funding needs. These were incorporated
into a costing template which will be presented to the January 2005 Plenary as a preliminary
indication of activities and costs.
o Attention was also given to individual countries' needs to implement certain of the sub-
components and, accordingly, to the manpower and other resource contributions these
countries would be committing to the SWIOFP project. The need for a competent regional
management structure was highlighted, as well as the desirability of creating a dedicated
SWIOFP office with appropriate IT and laboratory infrastructure.
o With assistance of the World Bank delegation, a number of regional funding and disbursement
procedures were clarified.
o The workshop generated a large amount of information which is being amalgamated into an
overall model of activities.

Other activities
· The Madagascar delegation had circulated an initial draft of options for a project management
structure. These will be further articulated at a special session one day prior to the January 2005
Plenary in Maputo.
· Unfortunately there had been little progress with the legal issues portfolio tasked to be developed
by France. This matter was becoming urgent and alternatives would be explored.
· There had been considerable positive contact with other initiatives and structures with a view to
future collaboration and sharing of resources. These included the LME initiative, the SW Indian
Ocean Fisheries Commission and others.
