East Asia Land-Based Pollution Reduction Investment Fund: The East Java Strategic Infrastructure and Development Reform Program (SIDRP)

A project under the Asia Partnership Investment Fund A critical problem in the Greater Surabaya Metropolitan Region (composed of the cities of Kota Surabaya, Sidoarjo, Gresik, Pasaruan, Sidoarjo, and Mojokerto) is wastewater treatment and disposal. There is no piped sewerage system in the Greater Surabaya Metropolitan Region (GSMR) for a population of 8.1 million people. Sanitation facilities are self-provided through informal means adopting a variety of on site disposal approaches, typically septic tanks. The few “treatment” facilities accepting waste collected from septic tanks receives less than 10% of the expected quantities of septage generated. The remainder flows into the Kali Surabaya River (the main source of drinking water for the GSMR) and ultimately severely pollutes the coastline. The project would be part of the East Java Strategic Infrastructure and Development Reform Program (SIDRP) that incorporates the efforts of the East Java provincial government to address its development challenges through a regional approach, adopting a development strategy that: i.)Strengthens provincial institutions. ii.)Creates an efficient policy environment attractive for investment. iii.)Develops growth-oriented infrastructure investments. The GEF component(s) will be part of the overall community-based component of SIDRP. Through a GEF investment grant , the GSMA would have the opportunity to construct a trench-less waste water collection system to serve selected low-income communities. Domestic wastewater discharge is the single largest source of organic pollution in the GSMA. There may also be an opportunity to use a portion of the grant to target wastewater collection from an industrial area with Metropolitan Surabaya that is a principal source of wastewater pollution that threatens the region’s raw water supply.x0dx0ax0dx0aThe Project was dropped at the Government’s request.
